Submission + - Four-day week made permanent for most UK firms in world's biggest trial (theguardian.com)

AmiMoJo writes: Most of the UK companies that took part in the world’s biggest ever four-day working week trial have made the policy permanent, research shows. Of the 61 organisations that took part in a six-month UK pilot in 2022, 54 (89%) are still operating the policy a year later, and 31 (51%) have made the change permanent. More than half (55%) of project managers and CEOs said a four-day week – in which staff worked 100% of their output in 80% of their time – had a positive impact on their organisation, the report found. For 82% this included positive effects on staff wellbeing, 50% found it reduced staff turnover, while 32% said it improved job recruitment. Nearly half (46%) said working and productivity improved. The report’s author, Juliet Schor, professor of sociology at Boston College, said the results showed “real and long lasting” effects. “Physical and mental health, and work-life balance are significantly better than at six months. Burnout and life satisfaction improvements held steady,” she said. But Matthew Percival, a director at the Confederation of British Industry, said the four-day week was not a “one size fits all answer” and would be “unlikely to pay for itself in many industries”.

Ampere Altra is the First 80-core ARM-based Server Processor (venturebeat.com) 64

Ampere has unveiled the industry's first 80-core ARM-based 64-bit server processor today in a bid to outdo Intel and Advanced Micro Devices in datacenter chips. From a report: Ampere announced today that it has begun providing samples of the Ampere Altra processor for modern cloud and edge computing datacenters. The Ampere Altra processor runs on 210 watts and is targeted at such server applications as data analytics, artificial intelligence, database, storage, telco stacks, edge computing, web hosting, and cloud-native applications. Intel dominates about 95.5% of the server chip market with its x86-based processors, and AMD has the rest. But Ampere is targeting power-efficient, high-performance, and high-memory capacity features. Renee James, former president of Intel and CEO of Ampere, said in an interview with VentureBeat that the chip is faster than a 64-core AMD Epyc processor and Intel's 28-core high-end Xeon "Cascade Lake" chip.

Ubuntu vs Windows 10: Performance Tests on a Walmart Laptop (phoronix.com) 147

Phoronix's Michael Larabel is doing some performance testing on Walmart's $199 Motile-branded M141 laptop (which has an AMD Ryzen 3 3200U processor, Vega 3 graphics, 4GB of RAM, and a 14-inch 1080p display).

But first he compared the performance of its pre-installed Windows 10 OS against the forthcoming Ubuntu 20.04 LTS Linux distribution.

Some highlights: - Java text rendering performance did come out much faster on Ubuntu 20.04 with this Ryzen 3 3200U laptop...

- The GraphicsMagick imaging program tended to run much better on Linux, which we've seen on other systems in the past as well.

- Intel's Embree path-tracer was running faster on Ubuntu...

- Various video benchmarks were generally favoring Ubuntu for better performance though I wouldn't recommend much in the way of video encoding from such a low-end device...

- The GIMP image editing software was running much faster on Ubuntu 20.04 in its development state than GIMP 2.10 on Windows 10...

- Python 3 performance is still much faster on Linux than Windows.

- If planning to do any web/LAMP development from the budget laptop and testing PHP scripts locally, Ubuntu's PHP7 performance continues running much stronger than Windows 10. - Git also continues running much faster on Linux.

Their conclusion? "Out of 63 tests ran on both operating systems, Ubuntu 20.04 was the fastest... coming in front 60% of the time." (This sounds like 38 wins for Ubuntu versus 25 wins for Windows 10.)

"If taking the geometric mean of all 63 tests, the Motile $199 laptop with Ryzen 3 3200U was 15% faster on Ubuntu Linux over Windows 10."

Did Google Sabotage Firefox and IE? (zdnet.com) 231

Firefox's former VP accused Google of sabotaging Firefox -- for example, when Gmail and Google Docs "started to experience selective performance issues and bugs on Firefox" and demo sites "would falsely block Firefox as 'incompatible'... There were dozens of oopses. Hundreds maybe... [W]hen you see a sustained pattern of 'oops' and delays from this organization -- you're being outfoxed."

Now Nightingale's accusations have stirred up some follow-up from technology reporters. An anonymous reader shares a blog post by ZDNet security reporter Catalin Cimpanu: Nightingale is not the first Firefox team member to come forward and make such accusations. In July 2018, Mozilla Program Manager Chris Peterson accused Google of intentionally slowing down YouTube performance on Firefox. He revealed that both Firefox and Edge were superior when loading YouTube content when compared to Chrome, and in order to counteract this performance issue, Google switched to using a JavaScript library for YouTube that they knew wasn't supported by Firefox.

At this point, it's very hard not to believe or take Nightingale's comments seriously. Slowly but surely, Google is becoming the new Microsoft, and Chrome is slowly turning into the new IE, an opinion that more and more users are starting to share.
On Twitter, a senior editor at the Verge added "Google did a lot of 'oops' accidents to Windows Phone, too. Same pattern of behavior with its services and Edge. Oopsy this, oopsy that." The site MSPowerUser also shares a similar story from former Microsoft Edge intern, Joshua Bakita. "I very recently worked on the Edge team, and one of the reasons we decided to end EdgeHTML was because Google kept making changes to its sites that broke other browsers, and we couldn't keep up."

Meanwhile, Computerworld argues that data "backs up Nightingale's admission, to a point." [I]f Google monkey business contributed to Firefox's fall, it must have really damaged Microsoft's IE. During the time it took Chrome to replace Firefox as the No. 2 browser, Firefox lost just 9% of its user share, while IE shed 22%. And Chrome's most explosive growth - which began in early 2016 - didn't come at Firefox's expense; instead, it first hollowed out IE, then suppressed any potential enthusiasm for the follow-on Edge.

Chrome didn't reach its current place -- last month capturing nearly 68% of all browser activity -- by raiding Firefox. It did it by destroying IE.

Actually the indicator in the Steam hardware survey of a PIII would be lacking SSE2, currently Steam is showing 100% of computers surveyed as having both SSE2 and SSE3. Even then the vast majority are post Core2 even with support for SSE4.1 and SSE4.2. I honestly suspect this is a non-issue that affects primarily industrial applications, and honestly most of them are probably running XP without a care in the world. I was actually quite surprised by this story in the first place because I had been under the impression windows has required SSE2 since Vista.

Microsoft Quietly Cuts Off Windows 7 Support For Older Intel Computers (computerworld.com) 383

An anonymous reader shares a report: If your PC doesn't run Streaming Single Instructions Multiple Data (SIMD) Extensions 2, you apparently won't be getting any more Win7 patches. At least, that's what I infer from some clandestine Knowledge Base documentation changes made in the past few days. Even though Microsoft says it's supporting Win7 until January 14, 2020, if you have an older machine -- including any Pentium III -- you've been blocked, and there's nothing you can do about it.

Dolby Looking To Monopolize Consumer Audio By Restricting Its Codec (audioholics.com) 158

Audiofan writes from a report via Audioholics, written by Gene DellaSala: Variety is said to be the spice of life. Why only eat cherry Starbursts when you can sample orange, watermelon, lemon, etc? The same applies to multi-channel surround sound upmixers. But the folks at Dolby apparently want you to eat only one flavor. Their flavor. Dolby recently issued a mandate to all of their Atmos licensee partners to restrict usage of third-party upmixers with any Dolby signals including 5.1/7.1 DD, DD+, TrueHD and Atmos. That means if you're running a DTS Soundbar, it won't process a Dolby signal, or no dice if you want to use the Auro-Matic Upmixer for a native Dolby signal. Is Dolby doing this to protect their IP or to monopolize consumer audio like they tried to do with their patented Atmos-enabled speaker? The copy of the mandate that was sent to all of Dolby's licensee partners has the following guidelines: Native Dolby Atmos content shall NOT be up-mixed, surround or height virtualized by any 3rd party competitor upmixer (ie. DTS or Auro-3D); Channel-Based DD/DD+, Dolby TrueHD 5.1 and 7.1 codecs shall not be height virtualized by any 3rd party upmixer (ie. DTS). (This implies height virtualization without height speakers. DTS has this capability but Auro-3D does not).

Audioholics notes the company will however "permit third party upmixing and/or surround virtualization of channel-based codecs that support Dolby Atmos rendering as long as the third party doesn't license their own upmixing technologies to third parties."

As for why Dolby is issuing this mandate to its licensees, it may come down to two reasons: control quality of content so that their upmixer is only used with their software; put an end to Auro-3D and strike a blow to DTS.

President Trump Pledges To Help China's ZTE, After Ban (usatoday.com) 230

President Trump said Sunday that he and Chinese President Xi Jinping are working to put the troubled Chinese telecom manufacturer ZTE back in business. From a report: "President Xi of China, and I, are working together to give massive Chinese phone company, ZTE, a way to get back into business, fast," Trump said in a message on Twitter. "Too many jobs in China lost. Commerce Department has been instructed to get it done!" ZTE, maker of Android phones popular with budget-minded consumers, said Wednesday that it would cease "major operating activities," raising questions not only about its survival, but the impact on U.S. consumers who have previously bought or were thinking of buying ZTE phones. The announcement followed a decision last month by the U.S. Commerce Department, which banned American companies from exporting products to the Shenzhen, China-based telecom firm for seven years.

NRA Gives Ajit Pai 'Courage Award' and Gun For 'Saving the Internet' (arstechnica.com) 563

The National Rifle Association (NRA) today gave its Charlton Heston Courage Under Fire Award to Ajit Pai, chairman of the Federal Communications Commission. "Pai was about to speak at the Conservative Political Action Conference (CPAC) in Maryland when the award presentation seemed to catch him by surprise," reports Ars Technica. "The award is a handmade long gun that could not be brought on stage, so it will be housed in the NRA museum until Pai can receive it." From the report: "Ajit Pai, as you probably already know, saved the Internet," American Conservative Union (ACU) Executive Director Dan Schneider told the audience. The ACU is the host of CPAC; Schneider made a few more remarks praising Pai before handing the award presentation over to NRA board member Carolyn Meadows. Pai "fought to preserve your free speech rights" as a member of the FCC's Republican minority during the Obama administration, Schneider said. Pai "fought and won against all odds, but the Obama administration had some curveballs and they implemented these regulations to take over the Internet." "As soon as President Trump came into office, President Trump asked Ajit Pai to liberate the Internet and give it back to you," Schneider added. "Ajit Pai is the most courageous, heroic person that I know."

The signature achievement that helped Pai win the NRA courage award came in December when the FCC voted to eliminate net neutrality rules. The rules, which are technically still on the books for a while longer, prohibited Internet service providers from blocking and throttling lawful Internet traffic and from charging online services for prioritization. Schneider did not explain how eliminating net neutrality rules preserved anyone's "free speech rights."

Why ESR Hates C++, Respects Java, and Thinks Go (But Not Rust) Will Replace C (ibiblio.org) 608

Open source guru Eric S. Raymond followed up his post on alternatives to C by explaining why he won't touch C++ any more, calling the story "a launch point for a disquisition on the economics of computer-language design, why some truly unfortunate choices got made and baked into our infrastructure, and how we're probably going to fix them." My problem with [C++] is that it piles complexity on complexity upon chrome upon gingerbread in an attempt to address problems that cannot actually be solved because the foundational abstractions are leaky. It's all very well to say "well, don't do that" about things like bare pointers, and for small-scale single-developer projects (like my eqn upgrade) it is realistic to expect the discipline can be enforced. Not so on projects with larger scale or multiple devs at varying skill levels (the case I normally deal with)... C is flawed, but it does have one immensely valuable property that C++ didn't keep -- if you can mentally model the hardware it's running on, you can easily see all the way down. If C++ had actually eliminated C's flaws (that is, been type-safe and memory-safe) giving away that transparency might be a trade worth making. As it is, nope.
He calls Java a better attempt at fixing C's leaky abstractions, but believes it "left a huge hole in the options for systems programming that wouldn't be properly addressed for another 15 years, until Rust and Go." He delves into a history of programming languages, touching on Lisp, Python, and programmer-centric languages (versus machine-centric languages), identifying one of the biggest differentiators as "the presence or absence of automatic memory management." Falling machine-resource costs led to the rise of scripting languages and Node.js, but Raymond still sees Rust and Go as a response to the increasing scale of projects.
Eventually we will have garbage collection techniques with low enough latency overhead to be usable in kernels and low-level firmware, and those will ship in language implementations. Those are the languages that will truly end C's long reign. There are broad hints in the working papers from the Go development group that they're headed in this direction... Sorry, Rustaceans -- you've got a plausible future in kernels and deep firmware, but too many strikes against you to beat Go over most of C's range. No garbage collection, plus Rust is a harder transition from C because of the borrow checker, plus the standardized part of the API is still seriously incomplete (where's my select(2), again?).

The only consolation you get, if it is one, is that the C++ fans are screwed worse than you are. At least Rust has a real prospect of dramatically lowering downstream defect rates relative to C anywhere it's not crowded out by Go; C++ doesn't have that.

Taking The Profit Out Of Killing 'Net Neutrality' (cringely.com) 257

Robert Cringely has a plan to ensure that internet providers will never profit from the end of net neutrality: We are being depended upon to act like sheep -- Internet browsing sheep, if such exist -- and without a plan that's exactly what we'll be. The key to my plan is that this is a rare instance where consumers are not alone. There are just as many or more huge companies that would prefer to keep Net Neutrality as those that oppose it... Those companies in favor of Net Neutrality obviously include the big streamers like Amazon, Hulu, Netflix, YouTube and a bunch of others. They also includes nearly every big Internet concern including Google, Facebook, Apple, and Microsoft. Those are some pretty big friends to have on your side -- our side...

So I suggest we all join ZeroTier (ZT), a thriving networking startup operating in Irvine, California. There are other companies like it but I just think ZeroTier is presently the best. ZeroTier is a very sophisticated Virtual Private Network (VPN) company that has created a Software Defined Network that goes beyond what normal VPNs are capable of. To your computer or almost any other networked device (even your smart phone), ZT looks like an Ethernet port, whether your device has Ethernet or not. Through that virtual Ethernet port you connect to a virtual IPv6 Local Area Network that's as big as the Internet itself, though the only users on this overlay network are ZT members.

The trick is to get all those big companies that are pro-Net Neutrality to join ZT. The most it will cost even Netflix is $750 per month, which is probably less than the company spends on salad bars in their Los Gatos HQ. Embracing ZT doesn't mean rejecting the regular Internet. Netflix can still be reached the old fashion way. I just want them to add a presence on ZT, too... What the ISPs won't like about this plan is that ZT traffic can't be read to determine what rules or pricing to apply. They could throttle it all down, but throttling that much traffic isn't really practical.

'Quark Fusion' Produces Eight Times More Energy Than Nuclear Fusion (futurism.com) 173

walterbyrd shares a report from Futurism: This new source of energy, according to researchers Marek Karliner and Jonathan Rosner, comes from the fusion of subatomic particles known as quarks. These particles are usually produced as a result of colliding atoms that move at high speeds within the Large Hadron Collider (LHC), where these component parts split from their parent atoms. It doesn't stop there, however, as these disassociated quarks also tend to collide with one another and fuse into particles called baryons. It is this fusion of quarks that Karliner and Rosner focused on, as they found that this fusion is capable of producing energy even greater than what's produced in hydrogen fusion. In particular, they studied how fused quarks configure into what's called a doubly-charmed baryon. Fusing quarks require 130 MeV to become doubly-charmed baryons, which, in turn, releases energy that's 12 MeV more energy. Turning their calculations to heavier bottom quarks, which need 230 MeV to fuse, they found that a resulting baryon could produce approximately 138 MeV of net energy -- about eight times more than what hydrogen fusion releases. The new study has been published in the journal Nature.

What Happened To Winamp? (arstechnica.com) 332

Winamp was released more than 20 years ago, and last week marked the 15th anniversary of the release of Winamp3. An anonymous Slashdot reader tries to explain what finally happened to Winamp: AOL planned to discontinue Winamp in November of 2013, but instead sold it to the Belgian online radio service Radionomy. The last update on Winamp's Twitter account was September of 2015, though it announced that they were looking for a new senior C++ developer. Then in December of 2015 Vivendi Group became that company's majority shareholder, stirring hopes that the company might one day launch a revamped version of the classic mp3 player from 1997.

So did they? Radionomy's Winamp page is still showing download links -- though they now lead instead to a forum post which says "code licensed to the previous owner" is being removed or replaced. But that post has been updated five times -- as recently as last October -- with "info about the next Winamp release," each linking to a thread on Winamp's forums which offer tantalizing glimpses into a still-ongoing development process. And last October a Winamp dev posted on Twitter that "a Winamp 5.8 public beta release could be imminent," while the web page at Winamp.com still says "There's more coming soon," with a background image of a llama.

"There's no reason that Winamp couldn't be in the position that iTunes is in today if not for a few layers of mismanagement by AOL that started immediately upon acquisition," their first general manager told Ars Technica in 2012. (Winamp's developers had been earning $100,000 a month just from $10 shareware checks before AOL acquired the company in 1999 for $100 million.) In May TechRadar wrote that Winamp "is still a great media player...but it now relies on third-party extensions to add features found as standard in more modern players."

UK Conservatives Pledge To Create Government-Controlled Internet (independent.co.uk) 186

Martin S. writes: Theresa May, the leader of the UK Conservative Party has pledged to create new internet that would be controlled and regulated by government on re-election. An early lead in the polls appears to be slipping but not slowly enough to change the result. Social Media has rapidly become an intense political battlefield. Known as #Mayhem in some circles, but seemingly able to command significant support from new and old media. Also, applying new social media analytics. According to the manifesto, the plans will allow Britain to become "the global leader in the regulation of the use of personal data and the internet." It states, "Some people say that it is not for government to regulate when it comes to technology and the internet... We disagree."
