When you can keep elections so perfectly divided down the middle, it is very easy to 'miscount' the vote to produce a desired result without anybody noticing.

it's a false dichotomy anyway... there aren't substantial differences between the way either party runs things.
Our form of representative democracy is not about giving power to the people, and letting citizens run things and make the important decisions. You wouldn't want that anyway, the average citizen is a moron.

I've worked the last 3 elections as an officer for the county.
The boo-boos that occur (and I live in an indigo-blue district, so maybe there just isn't any effort here) are both honest and trivial.
You can spend a lot more money on elections, but they will (a) never be perfect as long as you prize the secret ballot (and you should), and (b) get you on a diminishing returns curve as you try to make them "better".
