Terrorists are those people who sow fear. Question is: if a terrorist is a fearmonger, who's enabling them? Media. It almost looks like a knee-jerk reaction. B.l.o.o.d.... and in come the vultures, feasting on the prospect of even more misery. I think it's kinda simple. If a goverment actually claims it will not negotiate with terrorists, WHY THE HELL DO WE GIVE THOSE TERRORISTS A PLATFORM TO PERFORM ON?? Blow up as many as you like, but if it isn't relayed to cnn or fox or whatever media-whore, it didn't happen. Sad but true. Media should reform or die. Not true. Because PHP has wrappers to all the underlying C-functions you need to create a socket server. See socket_ functions.

Also, you can fork new processes with the pctnl_ functions and have IPC with the shmop_ functions.

Using this functionality you could build a more advanced webserver than node.js which, btw, has some terrible bugs in its socket reading algorithms.

Let me put it simply: We are not allowed to spy on our own citizens. Everybody else is fair game. Nobody ever said we couldn't share data with other (allied) intelligence agencies, so we got around the rule by spying on each others citizens and sharing the data. But now that we have been tasked with near impossible tasks we have turned to spying on our own citizens directly, and this is a new development for foreign intelligence services, whether you are aware of it or not. The fact that these are nationals living abroad is the main loophole.
