An anonymous reader sends us to Popular Science for a long article on the loose, uncoordinated bands of patriotic Chinese hackers that seem to be responsible for much of the cyber-trouble emerging from that nation. Quoting: "For years, the U.S. intelligence community worried that China's government was attacking our cyber-infrastructure. Now one man has discovered it's more than that: it's hundreds of thousands of everyday Chinese civilians. ... Jack Linchuan Qiu, a communications professor at the Chinese University of Hong Kong [says:] 'Chinese hackerism is not the American "hacktivism" that wants social change. It's actually very close to the state. The Chinese distinction between the private and public domains is very small.' ... According to [James Andrew Lewis, a senior fellow at the Center for Strategic and International Studies], 'The government at a minimum tolerates them. Sometimes it encourages them. And sometimes it tasks them and controls them.' In the end, he says, 'it's easy for the government to turn on and hard to turn off.'"

reporter writes "According to a report just published by "The Washington Post", the percentage of Russian adults having access to the Internet has risen from 8% in 2002 to 25% in 2007. This growth has attracted the attention of the Kremlin. Its allies are creating pro-Kremlin web sites and are purchasing web sites known for high-quality independent journalism. Pro-Kremlin bloggers have used their skills to bury news about anti-Kremlin demonstrations: at Russian news portals, web links to news about pro-Kremlin rallies consistently rank higher than web links to news about anti-Kremlin demonstrations. The most disturbing development is that the Kremlin intends to develop a Russian Internet which is separate from the global Internet. Russian officials are studying the techniques that the Chinese use to censor the Internet."

Melugo writes to let us know that Russian president Vladimir Putin has warned that US plans to build a missile defense system in Eastern Europe would force Moscow to target its weapons against Europe. This reader notes: "It feels like the Cold War all over again." "'If the American nuclear potential grows in European territory, we have to give ourselves new targets in Europe,' Putin said... 'It is up to our military to define these targets, in addition to defining the choice between ballistic and cruise missiles.'"
