if the ICE is purely running as a generator, then there is efficiencies that can be had from lack of geartrain/transmission losses, and being able to run it at the optimum revs

the point of a PHEV is that you charge at home when you are doing your regular commute/chores, then you use the ICE when away from home rather than relying on public chargers.
