Yea i think taxing directly at the driver license / registration system makes sense. The infrastructure all ready exists in offices and people, and money is already being collected, so the cost is only a money transfer system. The maximum they are considering is a $120.00 fee if your not using a tracking system. Overall its not a big fee, compared to the cost of a new electric car.
