Most Americans have in their heads have an opinion on what net neutrality means to them regardless of what's in the legislation. Intent is different than outcome. If the outcome is they are embarrassed but the intent was just to share what was once a part of the perpetrators life then no crime. This bill just looks unenforceable unless someone is dumb enough to post the images with text saying the intent is to embarrass which opens up the door for false accusations where the images are posted by the victim themselves to get revenge on the purported perpetrator.
