Firefox has already done this. Since Firefox 37 the default preference does not allow fall back to TLS 1.0 or 1.1. So if your bank's website is not using TLS 1.2 then you will not be able to connect to it.
There is no user friendly UI to change the setting, but you can change the fall back setting using the about:config mechanism.

The client I worked for has same problem with some websites and hence started getting calls from customers. Thankfully they have quickly recognised the potential loss of business and are working on upgrading the infrastructure.
