Firefox has already done this. Since Firefox 37 the default preference does not allow fall back to TLS 1.0 or 1.1. So if your bank's website is not using TLS 1.2 then you will not be able to connect to it. There is no user friendly UI to change the setting, but you can change the fall back setting using the about:config mechanism. Check the release notes here - https://www.mozilla.org/en-US/... The client I worked for has same problem with some websites and hence started getting calls from customers. Thankfully they have quickly recognised the potential loss of business and are working on upgrading the infrastructure.

In India, incidents of booth overtaking happen in remote areas. In case of paper ballots it is easy to create large votes for a particular candidate in short time. Where as in case of electronic voting the number of votes that can be registered per minute is limited. So in this case booth overtaking does not provide much advantages. Also it is far easier for a booth manager to lock down the voting machine with a press of button. When locked down, the machine will not register any voting.

I don't know how well the machine is protected against hacking (as you mention). It may not be perfect system but it is vastly superior to paper ballots. Also considering the population of India, not only it increases efficiency of the voting process but also saves lot of paper.

3.2.1 is stable version of 3.x series with loads of bug fixes. They had a whole 2.x series before which worked very well. 3.x is some kind of rewrite which separates core functionality and UI.

That 3.20 seems to be some typo. I am sure they meant 3.2.0.
