You can't promote file formats, because nobody will care. Only governments could impose file formats, by setting some standards, but as all governments are corrupt, this ain't gonna happen.

The only way would be to make the apps attractive (nice features, pretty UI, great usability) so people *want* to use them, and after app adoption, file formats will follow. This doesn't look very likely either.

Not a catch 22: LibreOffice has good compatibility (import and export) for MS formats and they improve it all the time, this is not about mere compatibility but about monopoly on file formats. And when all office suites work by default with MS formats, they maintain the monopoly.

You might want to look up how EU is actively removing Chinese tech from telecommunication hardware (networking equipment, not end-user phones)
