Here is the context: If you publish software under GPL license, then a third party the bundles your software must publish under GPL. This is the "viral" feature of GPL, and its intent is to prevent anyone making GPL'ed code proprietary
But sometimes, you want to be ripped, so that your implementation spreads everywhere, including in proprietary software. The BSD license allows that, the only duty for the ripper being to reproduce the BSD license when distributing its own software. The BSD license can be "viral", but in a very different way.
Some authors suggested TCP/IP would never have reached the status of interoperable standard, if numerous actors had not been able to copy the BSD implementation in their proprietary software
