The Telegraph is reporting on efforts by PC manufacturers to give customers buying systems pre-installed with Windows Vista a much-sought way to downgrade to Windows XP. ( A few months back we discussed Microsoft's similar concession for corporate customers.) "It took took five years and $6 billion to develop, but Microsoft's Vista operating system, which was launched early this year, has been shunned by consumers — with computer manufacturers taking the bizarre step of offering downgrades to the old XP version of Windows."

Shivetya writes "The federal Environmental Protection Agency announced a new system for determining the fuel economy of many cars and trucks. Hardest hit will be hybrids as all-electric driving is not considered. At the same time, many medium-duty vehicles will get rated, but not have to be published until 2011 This move to more realistic ratings will severely reduce the high numbers some cars have posted."

piphil writes, "LiveJournal.com has just announced via their Business Discussions journal that they are introducing 'sponsored communities and features.' This has lead to an outcry from those who watch this community, who accuse LiveJournal of starting down the 'slippery slope' towards placing advertising on users' journals — some of which users already pay for the privilege of not having to see ads on the site. Roland Piquepaille writes, "In 'Atomic Physics Predicts Successful Store Location,' LiveScience reports that a French physicist has applied methods used to study atomic interactions for another task: to 'help business owners find the best places to locate their stores.' Pablo Jensen has used his method for the city of Lyon and is now developing software with the local Chamber of Commerce to help future business owners. Read more for additional references and maps of the city of Lyon showing for example the best locations to open a bakery, according to atomic physics." Jensen says that more research is needed to know if this method would work in other cities.

Via 1up, an article at the Brownsville Herald detailing a proposed tax on videogames. From the article: "The McAllen Democrat said on Wednesday he plans to propose a 5 percent tax on videogames when he and other members of the Senate Finance Committee meet this weekend to discuss a series of tax bills. It would raise about $65 million every two years and be designated for new schools and building upgrades at poor school districts, he said. 'You have all these kids buying videogames, and sometimes they are good, some are bad and that's not my call,' Hinojosa said. 'But I think that we can generate (money) to put toward the schools they go to.'"

Vicegrip writes "CNN is carrying a Fortune story covering an analyst meeting held on Thursday. There, CEO Otellini admitted Intel has fallen behind AMD with lost market share, technological leadership, and recently profitability. Intel also announced cuts to 1 Billion in spending." From the article: "Intel's market share recently slipped below 80%, and Otellini strongly emphasized the need for market share gains in all his remarks. On the other hand, he also suggested that Intel's recent market share losses (to AMD, whose name was not mentioned) were in line with historical variations which tracked to Intel's product generations."
