The law will go into effect in mid-October 2009. TechARP found a failure rate near 10% for CD-Rs recorded 7 to 9 years ago, after storage in ideal conditions. On some, one or more individual files could not be recovered; others were not reliably readable on two separate drives. "In the past, hard disk drives were small (in capacity) and costly. To make up for the lack of affordable storage, many turned to CD-Rs. As it became common to store backups and personal pictures, videos, etc. on CD-Rs, the lifespan of these discs became a concern. According to manufacturers, CD-Rs should last for decades. Some even quoted an upper limit of 120 years based on accelerated aging tests! That sure is a long time, isn't it? But will CD-Rs really last that long?"

'Riot police stormed a man's 30th birthday barbecue for 15 guests because it was advertised as an "all-night" party on Facebook. Four police cars, a riot van, and a force helicopter were dispatched to a privately-owned field in a small village near Sowton, Devon in the UK on Saturday, ordering the party shut down or everyone would be arrested. The birthday barbecue was busted up before they even had a chance to plug the music in, reports the BBC. It was about 4pm when eight officers with camouflage pants and body armor jumped out of their vehicles and ordered everyone out about an hour into the party.' The event's organizer, Andrew Poole, said, 'The police had full-on camouflage trousers on and body-armour, it was ridiculous. There were also several plain-clothes officers as well ... they kept on insisting it has been advertised it as an all-night rave on the internet. The times on it were put as "overnight" in case people wanted to sleep-over, but after being explained this they were still banging on saying it was advertised on the internet. They wouldn't accept it wasn't a rave. It was in a completely isolated field.'"

This new system is a 'by-the-mile tax,' requiring GPS in cars so it can track the mileage. Once a month, the data gets uploaded to a billing center and you are conveniently charged for how much you drove. 'A federal commission, after a two-year study, concluded earlier this year that the road tax was the "best path forward" to keep revenues flowing to highway and transportation projects, and could be an important new tool to help manage traffic and relieve congestion. ... The commission pegged 2020 as the year for the federal fuel tax, currently 18.5 cents a gallon, to be phased out and replaced by a road tax. One estimate of a road tax that would cover the current federal and state fuel taxes is 1 to 2 cents per mile for cars and light trucks.'"

Scientists in Texas have introduced four kinds of phorid flies from South America to fight fire ants. These USDA approved flies dive bomb ants and lay an egg inside the ant. The maggot hatches and eats away juicy tender delicious ant brain until the ant is nothing more than a zombie that wanders around for two weeks before the head falls off and the ant dies. A couple of these flies will cause the ants to modify their behavior and this will be a very slow acting solution to curb the $1 billion in damage these ants do to Texas cattle ranches and — oddly enough — electrical equipment like circuit breakers. You may remember zombifying parasites hitting insects like cockroaches."

They cite 'a reliable source close to the company,' who said the developer is finished and employees have already been let go. It looks like all of the Duke Nukem Forever jokes are turning into reality; DNF might turn out to be the ultimate vaporware after all." 3D Realms' webmaster, Joe Siegler, confirmed the closing, saying that he didn't know about it even a day beforehand. Apogee and Deep Silver, who are working on a different set of Duke Nukem games (referred to as the Duke Nukem Trilogy) say they are not affected by the problems at 3D Realms.

A secret list of IPs will be created by the BKA, Germany's federal police; any attempted access to addresses on this list is blocked, logged (the draft seems to contradict press reports on this point) and redirected to a government page featuring a large stop sign. The law has not yet passed the assembly, however five of the largest ISPs have already agreed to voluntarily submit to the process even without a law in place. Critics argue that with the censorship infrastructure in place, the barrier for blocking access for various other reasons is very low. The fact that the current block can easily be circumvented may lead to more effective technologies to be used in the future. There are general elections as well as elections in several of the states later this year."

Corporate Troll writes "Robotic penguins were unveiled by German engineering firm Festo this week. Using their flippers, the mechanical penguins (video) can paddle through water just like real ones, while larger helium-filled designs can "swim" through the air. The penguins are on show at the Hannover Messe Trade Exhibition in Germany. Each penguin carries 3D sonar which is used to monitor its surroundings and avoid collisions with walls or other penguins."

In a lengthy interview with Gamasutra about the state of the Playstation brand in 2009, Sony's senior vice president of marketing, Peter Dille, made some interesting comments about how piracy has affected their popular portable console, the PSP. He said, "we're convinced that piracy has taken out a big chunk of our software sales on PSP," a platform that was slow to start anyway due to the lack of early interest from game developers. Dille mentions that while they can fight piracy with hardware upgrades in new versions, that doesn't do anything to help the roughly 50 million PSPs already out there. He goes on to address other aspects of the PlayStation line, including complaints about the pricing and exclusivity.

yahoi writes "According to the DarkReading article, 'Researchers have discovered a major botnet operating out of the Ukraine that has infected 1.9 million machines, including large corporate and government PCs mainly in the US. The botnet, which appears to be larger than the infamous Storm botnet was in its heyday, has infected machines from some 77 government-owned domains — 51 of which are in the US government. Researchers from Finjan who found the botnet say it's controlled by six individuals, and includes machines in major banks.'"

SailorSpork writes to tell us that the rumored LEGO Rock Band has been confirmed, and it's set to be released later this year. The game is being developed for the Xbox 360, PS3, Wii, and DS. The press release lists the first five songs selected for the game, and says players will "work their way through local venues, stadiums and fantasy locations on Earth and beyond, that mimic the imaginative settings that the LEGO world offers. Also continuing the LEGO 'build-and-play' gaming experience, players will be able to create their own LEGO Rock Band style as they customize their minifigure avatars, band and entourage, including roadies, managers and crew." A new page on the Xbox website provides more (slightly odd) details: "Play killer riffs to destroy a giant robot, summon a storm, and demolish a skyscraper using the power of rock!"

They wirelessly receive data and display reminders and text messages, and the concept has also been broadened to suggest endlessly programmable digital tattoos, while Netherlands-based Royal Philips Electronics is also exploring the concept of the body as 'a platform for electronics and interactive skin technologies'."
