I believe that was the parent's point. We could not simply build another bridge the same way we built it originally. In the case of a bridge, as you say, newer technology exists and we could build a new bridge with those. In the case of technology to bring humans to the moon, those new technologies do not yet exist. But we could not simply build a 60's era capsule and rocket.

I doubt they were made aware of the super top secret risk of an instant complete explosive disintegration of the entire moon sized battle station.
