Govt wants to reduce the digital media freedom this is the main crux of the story. They mentioned that Snowden revelation deteriorated their public image and they lost trust of public. I think cursing Snowdene is not a good thing. I really support him and his courage to bring this matter into public. That's great news if they really want to use and augments such technologies for the purposes they are mentioning here in the document. I am bit skeptic about their intentions. They know how to exploit a tech to snoop. They are epitome of snooping and who knows that how and where they will be utilizing this tech in their sole purpose to snoop the innocent citizens. The national average score in maths is 14%. The school relies on technology to and a locally designed piece of marking software to function, but its foundation is committed, innovative teachers who just use the tech to spread themselves further — teacher:pupil ratios are high, but when they need it learners get a lot of one-on-one support.
What's most remarkable is that the school's running costs are already half the cost of a traditional government school, and the quality of education much, much better. And they're only a year and a half in.

I don't see how this can be practical to have a device so humans can walk like rats.

no humans are not going to walk like rats. Just read the research paper it is written that they are using Neuromodulation and some sensors are embedded into the system those track the forward movement of a body in real time and based on these feedbacks they have made a system that will help an animal or human who has spinal cord injury.

Garota , mate you are right. Smartphone is future of technology and in coming years smartphones combined with wearable devices going to impact lives a lot. If someone is not taking responsive design and themes seriously then he/she has to bear the consequences in future. For them I would like to say - TAKE SMARTPHONE SERIOUSLY OR GO HOME
