Because Tripoli, Morocco, etc, were formal states, with a formal "head of state" [wikipedia.org], territorial boundaries, laws, tax collectors, armed forces. When they captured foreign vessels those states went through the step of formally declaring war first.
The vessels of Barbary States which captured foreign vessels were all authorized to do so. They were either vessels of those nation's navies, or vessels authorized with a letter of marque [wikipedia.org] from those nation's head of state.

Elizabeth Ann Seton was rich too (at least, at the begining of her life), but WAS a Saint (and because of her, we get to deduct charitable giving from our income taxes- and if we give more than 75% of our income, regardless of how rich we are, we pay no income taxes because of her). There are loads of other people in American history that we CAN look up to.
