The EU can block imports, freeze EUbased assets, shut down EU payment flows, or ban executives from entering — all true. But they cannot compel a foreign sovereign state to enforce their judgment, because the EU does not have sovereign immunity over China. They can only enforce within their own borders.
When the US fines an EU company, it’s the US government acting as a sovereign state against a foreign private entity — and the EU company has no sovereign immunity to hide behind. They either pay or they lose access to the US market, banking, imports, and executive travel. Nobody argues “they can just ignore it” because everyone involved understands how jurisdiction works.
