Superheated steam, when catalyzed with zirconium (part of the fuel rod assembly), dissociates into hydrogen and oxygen gasses. This is a well-known and predicted phenomenon. Venting the superheated steam was done knowing full well that in the likely event of an explosion, the containment vessel would probably not be damaged.
