Has anyone ever considered this is an accounting problem. Typical depreciation for a computer is 10% per year. In other words, the budget says your PC should last 10 years. That is obscenely unrealistic. Corporate buyers always opt for the lowest cost (and underpowered) PC. Five to seven years is a much more realistic usable life for an office PC. Replacements on that schedule would see huge gains in reduced tech support from outdated hardware and software.
