Are they assuming most law enforcement and civic jurisdictions doing this are receiving federal funds? The ban would have to extend to prohibiting contracting with third parties who don't themselves receive federal funding.

Exactly, what's to stop the store from changing the price at the register when the barcode is scanned? Why would banning digital price tags stop that practice?

Not sure why this is an issue, we use non-language specific symbols on many things.

I share your sentiments. Haven't been a regular movie goer for at least 30 years. When I saw Avatar in theater the sound was painfully loud. I wrote letters complaining about it to the theater chain, the distributor and James Cameron's company. Only heard back from the theater chain with a reply that couldn't even get the details of theater where I saw it right. The ticket prices have rise beyond what I care to pay and I can't tolerate large amounts of sugary soda and that fake butter flavored popcorn anymore, the experience is no longer what it was. We used to have three large spacious theaters in the area where I grew up, attending felt like a real experience, and as others have pointed out people were more polite during the movie.

Vintage computer OSes often used telnet for network login access, some people had made vintage systems available for guest access. But beyond that no one should be using telnet for anything else these days.
