One of the first things visitors notice when they enter the Irvine, Calif., offices of Bryan Cave LLP is the granite plaque etched with the law firm’s 10-point code of civility. The gray slab, displayed in the law firm’s reception area, proclaims that employees always say please and thank you, welcome feedback and acknowledge the contributions of others. Such rules may seem more at home in a kindergarten than a law firm, but Stuart Price, a longtime partner, says they serve as a daily reminder to keep things civil at work. Incivility—and its more extreme cousin, bullying—is becoming a bigger problem in workplaces. Nearly two-thirds of Americans reported that they were bullied at work last year, up from roughly half of workers in 1998, according to research conducted by Christine Porath, a management professor at Georgetown University’s McDonough School of Business. These people reported they were “treated rudely at least once a month” by bosses or co-workers in the past year—which Prof. Porath defined as being bullied.Bullying costs companies in ways large and small, cutting into productivity and turning off customers, management experts say. Workplace behavior is under the microscope after recent allegations of sexual harassment in Hollywood, technology and media. Some companies have found, as a result of investigations into harassment claims, that bullying and boorish behavior are more common than suspected.

Pressed for workers, a New Jersey-based software company went hunting for a U.S. city with a surplus of talented employees stuck in dead-end jobs. Brian Brown, chief operating officer at AvePoint, Inc., struck gold in Richmond. Despite the city’s low unemployment rate, the company had no trouble filling 70 jobs there, some at 20% below what it paid in New Jersey. New hires, meanwhile, got more interesting work and healthy raises. Irvine, Calif.-based mortgage lender Network Capital Funding Corp. opened an office in Miami to scoop up an attractive subset of college graduates—those who settled for tolerable jobs in exchange for living in a city they loved. “They were not in real careers,” said Tri Nguyen, Network Capital chief executive. He now plans a similar expansion in Philadelphia. Americans have traditionally moved to find jobs. But with a growing reluctance by workers to relocate, some companies have decided to move closer to potential hires. Firms are expanding to cities with a bounty of underemployed, retrieving men and women from freelance gigs, manual labor and part-time jobs with duties that, one worker said, required only a heartbeat to perform. With the national jobless rate near a 16-year low, these pockets of underemployment are a wellspring for companies that recognize most new hires already have jobs but can be poached with better pay and room for advancement. That’s preferable to competing for higher-priced workers at home in a tight labor market.

Federal law-enforcement authorities in New York are investigating whether Uber Technologies Inc. used software to interfere illegally with its competitors, according to people familiar with the investigation, adding to legal pressures facing the embattled ride-hailing company and its new chief executive. The investigation, led by the Federal Bureau of Investigation’s New York office and the Manhattan U.S. attorney’s office, is focused on a defunct Uber program, known internally as “Hell,” that could track drivers working for rival service Lyft Inc., the people said. “We are cooperating with the SDNY investigation,” said an Uber spokesman, referring to New York’s Southern District. He declined to offer additional details. Uber has never publicly discussed the details of the program. But people familiar with the matter said “Hell” worked like this: Uber created fake Lyft customer accounts, tricking Lyft’s system into believing prospective customers were seeking rides in various locations around a city. That allowed Uber to see which Lyft drivers were nearby and what prices they were offering for various routes, similar to how such information appears when an authentic Lyft app is opened on a user’s smartphone, these people said. The program was also used to glean data on drivers who worked for both companies, and whom Uber could target with cash incentives to get them to leave Lyft, said these people, who added that the program was discontinued last year.

The highest court in the European Union ordered on Wednesday that a $1.3 billion antitrust fine doled out against Intel nearly a decade ago be revisited, a ruling that could give hope to Google and other American technology giants facing challenges to their dominance in the region. The decision to send the case back to a lower court for re-examination is a blow to regional competition regulators, whose oversight of digital services has been among the world’s most aggressive. It could also embolden American technology companies, which have long complained that antitrust officials in Europe target them unfairly, to challenge rulings and investigations against them. The move by the Court of Justice of the European Union raises the prospect that the 1.06 billion euro fine on Intel in 2009, equivalent to $1.26 billion at current exchange rates, could be reduced or scrapped entirely. The penalty — at the time the largest of its kind — was upheld by European courts in 2014 and will most likely be the subject of legal battles for years to come. That record fine was overtaken by a €2.4 billion penalty against Google in June. The Silicon Valley giant was accused of using its dominant position in online search to give preferential treatment to its internet shopping service over those of its rivals.

Kik made the news last year by getting the JavaScript registry, npm, to give them the "kik" package name, prompting the developer to remove all his packages, including the popular "pad-left" package, and breaking thousands of JavaScript project for a week.

Messaging-app operator Kik Interactive said Tuesday that it is aiming to raise $125 million through a so-called initial coin offering in September, one of the first established companies to step into the mushrooming but highly speculative market for these digital tokens. In doing so, Kik, which has encountered growth issues, is trying to tap into the surging interest in cryptocurrencies and digital tokens associated with them. It also is experimenting with a potential way for its investors to essentially cash out of the company without actually selling their equity. The market for digital coins has exploded in 2017, with more than 100 firms raising more than $1.7 billion, up from 64 firms raising about $103 million in 2016, according to research firm Smith & Crown. Most of these firms, though, are startups and in many cases don’t have a working product. In that, Kik is different. Its messaging app is popular among teens in Canada and the U.S. Kik also allows developers to publish games and services within the platform, a hook meant to keep users on the app for longer.

The first thing Danielle Macdonald did at the Cannes Film Festival in May was break into a cold sweat: The airline had lost her luggage. She was already nervous enough. Ms. Macdonald, 26, had been plucked from obscurity to play the lead role in “Patti Cake$,” a drama about a rapper that was about to face the Cannes critics. Now she had to find something glamorous to wear — pronto — to the premiere. “As a bigger girl,” Ms. Macdonald told me recently, “where was I meant to find something that would fit?” Her story then veered in an unexpected direction — revealing her approach to Hollywood, which expects its lead actresses to be scarily skinny. “I gave myself a pep talk,” she said. “This situation is what it is. Find a way to work around it.” The red carpet crisis was resolved (another “Patti Cake$” star, Cathy Moriarty, lent her a black dress), but if the experiences of countless actresses before Ms. Macdonald are any indication, it will not be as easy to overcome the career obstacles that await her post-“Patti Cake$” (out on Friday, Aug. 18). For women — less so for men — weight is perhaps the most stubborn of the entertainment industry’s many biases. Have an average-sized body? Call us when you’ve starved yourself. In particular, Ms. Macdonald must avoid a cycle that plays out over and over in moviedom, one that some film agents coarsely call the fat flavor of the moment. A plus-size actress, almost always an unknown, lands the central role in a film and delivers a knockout performance. She is held up by producers and the entertainment news media as refreshing, long overdue evidence that Hollywood’s insistence on microscopic waistlines is ending. And then she is slowly but surely pushed into bit parts, many of which are defined by weight.

The man who wrote the book on password management has a confession to make: He blew it. Back in 2003, as a midlevel manager at the National Institute of Standards and Technology, Bill Burr was the author of “NIST Special Publication 800-63. Appendix A.” The 8-page primer advised people to protect their accounts by inventing awkward new words rife with obscure characters, capital letters and numbers—and to change them regularly. The document became a sort of Hammurabi Code of passwords, the go-to guide for federal agencies, universities and large companies looking for a set of password-setting rules to follow. The problem is the advice ended up largely incorrect, Mr. Burr says. Change your password every 90 days? Most people make minor changes that are easy to guess, he laments. Changing Pa55word!1 to Pa55word!2 doesn’t keep the hackers at bay. Also off the mark: demanding a letter, number, uppercase letter and special character such as an exclamation point or question mark—a finger-twisting requirement.

A start-up company is trying to turbocharge a type of battery that has been a mainstay for simple devices like flashlights and toys, but until now has been ignored as an energy source for computers and electric cars. Executives at Ionic Materials, in Woburn, Mass., plan to announce on Thursday a design breakthrough that could make solid-state alkaline batteries a viable alternative to lithium-ion and other high-energy storage technologies. Alkaline batteries can be made far more cheaply and safely than today’s lithium-ion batteries, but they are not rechargeable. That issue, along with the superior power of lithium-ion batteries, has meant that alkaline batteries are not used in personal computers, smartphones or electric vehicles. Ionic could change that equation with an alkaline battery the company said could be recharged hundreds of times. One additional benefit of the company’s breakthrough: An alkaline battery would not be as prone to the combustion issues that have plagued lithium-ion batteries in a range of products, most notably some Samsung smartphones. Cheaper and more powerful batteries are also considered by many to be the driver needed to make the cost of renewable energy technologies like wind and solar competitive with the coal, gas and nuclear power that support the national energy grid.

For years, American companies have been saving money by “offshoring” jobs — hiring people in India and other distant cubicle farms. Today, some of those jobs are being outsourced again — in the United States. Nexient, a software outsourcing company, reflects the evolving geography of technology work. It holds daily video meetings with one of its clients, Bill.com, where team members stand up and say into the camera what they accomplished yesterday for Bill.com, and what they plan to do tomorrow. The difference is, they are phoning in from Michigan, not Mumbai. “It’s the first time we’ve been happy outsourcing,” said René Lacerte, the chief executive of Bill.com, a bill payment-and-collection service based in Palo Alto, Calif. Nexient is a domestic outsourcer, a flourishing niche in the tech world as some American companies pull back from the idea of hiring programmers a world away. Salaries have risen in places like South Asia, making outsourcing there less of a bargain. In addition, as brands pour energy and money into their websites and mobile apps, more of them are deciding that there is value in having developers in the same time zone, or at least on the same continent.

A section of workspace in the circular, Norman Foster–designed building is finally move-in-ready: sliding-glass doors on the soundproof offices, a giant European white oak collaboration table, adjustable-height desks, and floors with aluminum-covered hinged panels, hiding cables and wires, and brushed-steel grating for air diffusion. Ive’s characteristically understated reaction—“It’s nice, though, isn’t it?”—masks the anxiety he feels each time a product he’s designed is about to be introduced to the world. “There’s the same rather strange process you go through when you finish a product and you prepare to release it—it’s the same set of feelings,” says Ive, who turned 50 in February. “That feels, I don’t know, encouragingly healthy, because I would be concerned if we lost that sense of anxiety. I think that would suggest that we were not as self-critical, not as curious, not as inquisitive as we have to be to be able to be effective and do good work.” Apple Park is unlike any other product Ive has worked on. Before the afternoon was over, Babak Nivi, a founder and board member at AngelList, said things that made Julie Ruvolo, a contractor, uncomfortable about working at the company. His comments included a suggestion that the women, who were not employees, warm up the pool by jumping in and rubbing their bodies together. The incident was described by two entrepreneurs who were told about it in the weeks after it occurred but were not authorized to speak about it. Precisely what occurred at the Hollywood Hills event is not publicly known. Several weeks after the party, each side signed a nondisparagement clause as part of a settlement, the two people said, and its details are not public. And neither Ms. Ruvolo nor AngelList is permitted to talk about what happened that day. The troubled loans, which total at least $5 billion, are at the center of a protracted legal dispute between the student borrowers and a group of creditors who have aggressively pursued them in court after they fell behind on payments. Judges have already dismissed dozens of lawsuits against former students, essentially wiping out their debt, because documents proving who owns the loans are missing. A review of court records by The New York Times shows that many other collection cases are deeply flawed, with incomplete ownership records and mass-produced documentation. Some of the problems playing out now in the $108 billion private student loan market are reminiscent of those that arose from the subprime mortgage crisis a decade ago, when billions of dollars in subprime mortgage loans were ruled uncollectable by courts because of missing or fake documentation. The state did this by making it easier for companies to enforce noncompete agreements, which prevent employees from leaving their company for a competitor. While its economy is known for agriculture — potatoes are among the state’s biggest exports — Idaho has a long history as a technology hub. And the new law landed in the middle of the tech world, causing a clash between hungry start-ups looking to poach employees and more established companies that want to lock their people in place. “We’re trying to build the tech ecosystem in Boise,” said George Mulhern, chief executive of Cradlepoint, a company here that makes routers and other networking equipment. “And anything that would make somebody not want to move here or start a company here is going to slow down our progress.”
