Audit requirements could very well be the cause of this. I'm also of the opinion that in a world where I have to remember too many passwords / codes / phrases, I think writing the passwords down is perfectly good practice. Now... the leaving on the desk bit would concern me, but putting them in a wallet is a great idea.
I actually prefer physical notes to digital because when someone takes your "cheat sheet" you are more likely to notice. Even better, if it is in your wallet, you will certainly notice.
It's all about threat models and reducing risk.
