"Instructors point to students’ increased reliance on AI, lack of mathematical preparedness and understaffing as potential contributing factors. According to Berkeleytime, 35.3% of CS 10 students and 10.6% of CS 61A students received F’s in spring 2026. In spring 2025 and spring 2024, the percentage of F’s did not exceed 10% for either class. "Microsoft was proud to support this legislation, and I was honored to represent the company at yesterday’s bill signing at the Maryland State House. This law accomplishes the following: 1) Establishes statewide AI guidance for schools ... 2) Requires every district to have an AI plan ... 3) Builds teacher capacity and professional learning ... 4) Promotes AI literacy for students ... 5) Creates tools to evaluate AI technologies ... 6) Establishes a statewide AI Education Collaborative." At the same bill-signing ceremony, Gov. Moore paradoxically also signed into law the Phone-Free Schools Act, "prohibiting the use of certain electronic communication devices by a student during the academic school day."
