I'll take a stab at it. If a location can bring in more revenue, they can better afford to update the store, upgrade the equipment, and pay more to the staff, which would improve the quality of the staffing since they would have more applicants to pick from and could be more choosy with whom they hire.

Why is this a problem? A guy could be selling watermelons out of the back of his truck for $5, another one a few streets over is selling them for $4, and no one bats an eye. A massive, franchised restaurant does the same thing, and everyone loses their minds.

... Wendy's is better anyway. And they have the best nuggets.
