Perhaps a solution similar to what Knoppix has done. As it is a livecd distro, the root password isn't something that any user has access too, however, at the same time, all users have enough access to make the changes they need or want. Knoppix, by default, only mounts the hard drive in read only status, but you can change that in the way you mount the drive. I'm fairly certain most users would find this useful...
