Well, it was certainly so when I was college at the 'Universiteit Twente' in Enschede - The Netherlands. There was (is) a 100Mbit LAN for all students on campus and within the LAN an debian mirror (redhat and some other distros also, but I favor debian)... Apt installation is *very* nice with speeds up to 9Mb/sec :o) Getting a new linux kernel within a few seconds... too bad I don't go to college anymore :P
