That's not correct. I live in MD, and the offshore wind farm has not broken ground (water) . They may have built some infrastructure on land, but the actual turbines have not begun construction. Perhaps there is a different project that was about to connect to the grid and was cancelled, but it is NOT the MD one.
I currently work in a radio shop. Modern 2-way radios are software defined radios (SDR's), not the old crystal oscillator technology. Encryption is just another feature you can buy and install in the radio. Encrypted and un-encrypted radios are the same hardware now, so they are no harder to repair and they operate exactly the same. There is no delay when using encryption.

Yes, there are old and insecure encryption schemes available for LMR (Land Mobile Radio), but they are not in use by competent operators.

The AP article added the context of the joke, which didn't make it funny but subjectively I would agree that it was non-serious. One does not passively say "kill all x" after accused of being one of x in a group chat with friends because she is serious.
A manual review and some minor counseling would have solved this problem, but apparently nobody in a position of leadership understood the point of this software.

Just as likely that she was the one being bullied. IDK why you would assume that an incompetent software package being implemented wrongly by a public district would have been correct. This claim that it was all done automatically without any human intervention is also just wrong. There's no way to perform an arrest without the officers involved making a determination of probable cause.
