Let's not ignore the fact that workforce is more flexible in China to react to the seasonality of iPhone sales. Apple introduces their iPhones (but one model) on one day, and sell much more of them in the few months following than later - and they need to stock them to answer demand. So they need to make more iPhones, and need more workers in the weeks before that day than during the rest of the year. In China or India or Vietnam - no problem. Could somebody hire a couple of ten-thousand workers for a few weeks in the US?

Even he will probably have to move his merch production to some other country besides China, depending on the conclusion of the tariff tiff. Meanwhile, you're asking the wrong question.

Considering the mark-up of his merch, he can easily swallow the tariffs himself. E.g. his $60 Bible (unsigned) costs him $3 shipped to the US from China.
