The Return To Office (RTO) mandates are boosted by the tech job market cooling off. Workers who do not want to RTO will head into the office because it is challenging to find an alternative right now. If the tech job market heats up again (ala 2010-2022) then workers will have an easy choice to work remote or not, based on their preference.
