Is the bill supposed to support American manufacturing technology or is it supposed to support IP development? You can't compare companies like Intel, Analog Devices,Texas Instruments, and Global Foundries to Qualcomm, Apple, and AMD. There is some overlap in the IP development space but if you want to support American manufacturing then providing economic incentives to companies who rely almost entirely on Taiwan and Korea to make the parts that they design in cubicles in the US isn't the way to do it.

Common sense isn't perfect, however it is usually better than just giving up and doing nothing. A lot of food service places had Sneeze guards on exposed food for a long time, their goal is to stop the spread of illness and infection. Being that we needed to protect people it would make sense to put up such a barrier as well.

This is being moded a comical reply, but it brings up the concept of marginal costs and benefits which is relevant to these sorts of headlines. Nothing in life is safe. The best we can do is calibrate the costs and benefits of each and every activity we partake in and decide of the benefits outweigh the costs.
