That is likely an old GPS system. With the availability of the EU's Galileo system and the Russian Glonass constellation, there are now enough satellites in the sky that you can determine a good location outside of a tunnel environment. And then, any decent navigation system will have directional sensors of some kind to keep you pretty close to your real location unless you lose satellites for a very long time.
