crimeandpunishment writes: Not only are Germany and Facebook not friends, they might end up opponents in a courtroom. Germany has begun legal action over privacy. A German data protection official accuses Facebook of illegally saving personal data of people who don't use the site and haven't given permission to access their private information. Germany, which has also launched an investigation into Google over its Street View mapping program, has some of the most strict privacy laws in the world.

An anonymous reader writes: Moscow State University's Graphics and Media lab have released their sixth MPEG-4 AVC/H.264 video codecs comparison. Also of note is a recently added appendix to the report which compares VP8, x264, and Xvid. The reference VP8 encoder holds its own against x264 despite the source material offering x264 a slight advantage. The VP8 developers comment in the report: 'We've been following the MSU tests since they began and respect the group's work. One issue we noticed in the test is that most input sequences were previously compressed using other codecs. These sequences have an inherent bias against VP8 in recompression tests. As pointed out by other developers, H.264 and MPEG-like encoders have slight advantages in reproducing some of their own typical artifacts, which helps their objective measurement numbers but not necessarily visual quality. This is reflected by relatively better results for VP8 on the only uncompressed input sequence, "mobile calendar." '

theodp writes "Intel co-founder and ex-CEO Andy Grove calls BS on the truism that moving production offshore to locations with much lower wages is a sound idea. 'Not only did we lose an untold number of jobs,' says Grove, 'we broke the chain of experience that is so important in technological evolution. As happened with batteries, abandoning today's "commodity" manufacturing can lock you out of tomorrow's emerging industry.' To rebuild its industrial commons, Grove says the US should develop a system of financial incentives, including an extra tax on the product of offshored labor. 'If the result is a trade war,' Grove advises, 'treat it like other wars — fight to win.'"

A BBC article asks for an effective way to communicate this clearly. 'Screening for HIV with 99.9% accuracy? Switch it around. Think also about screening the millions of non-HIV people and being wrong about one person in every 1,000.' The problem is important in any area where a less-than-perfect screen is used to detect a rare event in a population. As a recent NYTimes story notes, widespread screening for cancers (except for maybe colon cancer) does more harm than good. How can this counter-intuitive fact be communicated effectively to people unschooled in statistics?"

As a result, Microsoft is taking flak for failing to correct a problem found in previous editions of Windows. The issue involves the way Windows Explorer displays filenames. In all editions of Windows after Windows 98, the default setting hides the filename extension (which identifies what type of file it is). This means that a Word file titled 'partyinvite.doc' will show up in Windows Explorer as simply 'partyinvite'. The only exception to this rule is if Windows does not recognize the file type. The reason for this setting is that it makes for a less cluttered look and avoids filling the screen with redundant detail. However, a flaw in the way it works leaves it liable to exploitation by hackers. They can take an executable file (which can do much more damage to a computer when opened) and disguise it by calling it 'partyinvite.doc.exe.'"

The total number of teraflops generated by the PS3 has already exceeded all other OS contributions combined and the entire project is heading towards one petaflop of distributed computing power. Stanford notes that their teraflops calculation is conservatively calculated so the total power could be under-appreciated. With the PS3 European release complete and the Folding client already available to them, the number of users will continue to grow for the time being, let's hope that the project does not run out of work units to pass out. Kotaku has some numbers that are a few hours old since the Stanford server is getting hit pretty hard with the renewed interest in the project."

The goal: to stop allowing customers to make calls to standard phone lines. 'U.S. District Judge Claude Hilton approved Verizon's request for a block today in Alexandria, Virginia. Hilton said he won't sign the order before a hearing in two weeks on Vonage's request for a stay. A jury found March 8 that Vonage infringed three patents and should pay Verizon $58 million.' Does this spell doom for the already troubled Vonage? "

He compares it to the XBox360 and Netgear's EVA8000, which also deliver content traditionally trapped in a PC onto a TV set. Apple TV Pros: setup is as easy as can be, it's small and silent form factor will be good for home theaters, and the interface and remote control are intuitive. Cons: HDTV only, playback is limited to formats playable within iTunes, and no internet functionality other than movie trailers.

'When Lucas made Star Wars in 1977, he was paying tribute to a subgenre of science fiction that he loved dearly as a boy: the space opera. The loss of Borders could cost Amazon $80-$160 million in annual revenue, according to one estimate. 'Amazon could gain market share in book selling over time because it will have an advantage over Borders, which now will charge a sales tax for all books sold. Companies have to charge a sales tax for Internet sales if they have a physical presence in states that collect sales taxes, [Stifel, Nicolaus & Co analyst Scott] Devitt said. Amazon collects sales taxes only on books sold in Washington, North Dakota, Kentucky and Kansas. Borders would collect sales taxes in all 50 states, the company said."
