Nuke power plants might make their electricity cheaper. When they shut down San Onofre, that led to increased electricity costs for the region for years. They are quite competitive in constrained energy markets like you find in some hilly areas West of the Rockies. The reliance on imported energy increases costs. Producing locally using nukes lowers them.

I'm basically imagining a flat curve, which more closely matches the traditional distribution of grades which aren't using a curve. Under the 60/70/80/90 system, it was generally the case that the number of C's matched the number of A's.

20% of the students is right in line with traditional pedagogical goals. You have to keep in mind that about 50% of the grade was essentially just doing the work. The other 50% was how well you did it.

Make the tests harder and grade in a curve.

It's right in the name: grade. As in "gradation". The intention of grades is to stack rank. Any system that results in all A's is not a grading system; it's a certification system.

There's pretty much only two other places on Earth where similar situations exist (territorial waters closing off an international body of water and controlled by states not dedicated to free trade). The first is the Red Sea, which is contained by Suez and Bab al-Mandab. The other is Indonesia at Malacca. Malacca is super easy to work around, and the Red Sea has two exits and much of it's critical exports can use the Persian Gulf, so it would require far more coordination.

In many areas of California, pulling someone over actually increases the danger for everyone due to the heavy traffic and the dangerous impact of unexpected slowdowns on the expressway. They avoid enforcement in many cases because it's the correct public service behavior.

There are people who can do these things for you. You'd have a harder time dealing with customs than with finding someone to mod your truck.
