Given all the knee jerk reactions, and the article not stating it, could it be that that the NSF has other priorities that could use the $45 million/year? Also, there are other countries with sensors in place around the world. I believe the Canadians have systems in both the Pacific and Atlantic as well. Perhaps it's seen as double coverage.

"... but as the air speed increases, it transitions to turbulent flow." This is incorrect. The transition from laminar to turbulent can happen at any free stream speed. The transition is pressure gradient related: It's an energy problem. Airspeed is a part of that, but object shaping, free stream air pressure, and free stream air density also have their parts to play. Also, why do you think there are vortex generators on surfaces? They are there to add energy back into the boundary layer. This is a bit simplistic, but hits the major issues I have with blanket statements like that.

Clearly peoples ability to comprehend suspensions and how the government works is at an all time low. The only department that I am aware of that has forbidden its use is the DoW. If the NSA, or any other federal or state agency wants to use it, they certainly can as long as the information or data does not cross into the DoW's domain. As far as I know, there is no blanket federal ban. If that's wrong, please post the directive, not some news article, the Executive Order. From where I sit, this is a nosensical article written by someone who hasn't got a clue how the federal government works.

Funny thing the US Constitution, intrastate commerce is the SOLE responcibility of a state. i.e. A rail line from San Fran to LA is exactly that. Now, if it was LA to Phoenix, then it's Interstate commerce and FEDERAL territory. Whomever wrote this should do a better job of knowing the law.
