I don't know about other states, but here in Texas schools are mostly funded through property taxes. That money is supposed to be pooled at the state level for equitable distribution to school districts. However, schools in wealthier areas also tend to have a ton of PTO fundraising activities that bring in a lot of money which, to my knowledge, is not shared across the district.
