An anonymous reader writes: Apple's processor manufacturer TSMC says that it can't find enough skilled workers to open its Arizona facility on time, and mass chip production will have to wait until 2025. The Taiwan Semiconductor Manufacturing Company (TSMC) began work on a first factory in Arizona in 2021. Since then, the plant has seen safety concerns, complaints from TSMC about US taxation, and a claim that US staff don't work hard enough. Most recently, the company announced that it was sending more Taiwanese workers to the US to manage the final stages of making the plant operational. Now according to Nikkei Asia, that move has proven insufficient.

"We are encountering certain challenges, as there is an insufficient amount of skilled workers with the specialized expertise required for equipment installation in a semiconductor-grade facility," said TSMC chair Mark Liu. "Consequently we expect the production schedule of N4 [4-nanometer] process technology to be pushed out to 2025," continued Liu. The news comes alongside TSMC's latest earnings report, which shows that the firm's profits have fallen, though they are expected to recover when the iPhone 15 range launches. TSMC blames the results on a slow economic recover in China, and a downturn in the consumer electronics market.

guest reader writes: Microsoft Corp, Microsoft's GitHub Inc and OpenAI Inc told a San Francisco federal court that a proposed class-action lawsuit for improperly monetizing open-source code to train their artificial-intelligence systems cannot be sustained.

Two anonymous plaintiffs, seeking to represent a class of people who own copyrights to code on GitHub, sued Microsoft, GitHub and OpenAI in November. They said the companies trained Copilot with code from GitHub repositories without complying with open-source licensing terms, and that Copilot unlawfully reproduces their code.

Microsoft and OpenAI said Thursday that the plaintiffs lacked standing to bring the case because they failed to argue they suffered specific injuries from the companies' actions.

From the class action complaint:

GitHub and OpenAI have offered shifting accounts of the source and amount of the code or other data used to train and operate Copilot. They have also offered shifting justifications for why a commercial AI product like Copilot should be exempt from these license requirements, often citing "fair use."

It is not fair, permitted, or justified. On the contrary, Copilot's goal is to replace a huge swath of open source by taking it and keeping it inside a GitHub-controlled paywall. It violates the licenses that open-source programmers chose and monetizes their code despite GitHub's pledge never to do so.

She can still make sounds, but her words have become unintelligible, leaving her reliant on a writing board or iPad to communicate. Now, after volunteering to receive a brain implant, the woman has been able to rapidly communicate phrases like “I don’t own my home” and “It’s just tough” at a rate approaching normal speech. That is the claim in a paper published over the weekend on the website bioRxiv by a team at Stanford University. The study has not been formally reviewed by other researchers. The scientists say their volunteer, identified only as “subject T12,” smashed previous records by using the brain-reading implant to communicate at a rate of 62 words a minute, three times the previous best. [...] People without speech deficits typically talk at a rate of about 160 words a minute. Even in an era of keyboards, thumb-typing, emojis, and internet abbreviations, speech remains the fastest form of human-to-human communication.

An anonymous reader writes: Apple is apparently working on its own, in-house developed modem to allow it to better compete with Qualcomm, according to several new Apple job listings that task engineers to design and develop a layer 1 cellular PHY chip — implying that the company is working on actual, physical networking hardware. Two of the job posts are explicitly to hire a pair of cellular modem systems architects, one in Santa Clara and one in San Diego, home of Qualcomm. That’s alongside several other job postings Apple has listed in San Diego for RF design engineers. The Information, which spotted the first job posting, cites sources that go a step further, claiming that Apple is not only potentially working to develop its own modem, but is in fact specifically targeting it for use in future iPhones, with the company looking to leave longtime partner Intel behind in favor of its own, in-house solution.

According to The Information’s report, the new modem would still be years away, with even Apple’s purported 5G iPhone slated for 2020 using Intel’s in-development 5G modem instead. It makes sense logically, too — if Apple is only just starting to hire now, it’ll take at least a few years before it’ll actually be ready to ship hardware. But the move would have big ramifications for the mobile space, particularly for Qualcomm and Intel, two of the biggest modem suppliers in the world.

An anonymous reader writes: The Federal Communications Commission said it's getting tough on text message spam by clarifying that phone companies can block unwanted texts. At its monthly meeting Wednesday, the Republican-led agency voted 3-1 to classify SMS text messages as a so-called Title I information service under the Telecom Act. The three Republicans on the FCC, which voted to adopt the classification, said this would allow phone companies to block spam text messages.

FCC Chairman Ajit Pai said the new classification would empower wireless providers to stop unwanted text messages. "The FCC shouldn't make it easier for spammers and scammers to bombard consumers with unwanted texts," he said during the meeting. "And we shouldn't allow unwanted messages to plague wireless messaging services in the same way that unwanted robocalls flood voice services." But he said that's what would happen if the FCC were to classify text messages as a Title II telecommunications service under the law.

TheFakeTimCook writes: According to an article on MacRumors.com, Samsung today introduced its latest smartphone, the Galaxy A8s. It is Samsung's first smartphone with an Infinity-O display, which has a nearly edge-to-edge, uninterrupted design beyond a small hole for the front-facing camera.

It is also Samsung's first smartphone without a headphone jack, much to the amusement of iPhone users, as Samsung has mocked Apple for over two years over its decision to remove the headphone jack from the iPhone 7 in 2016, a trend that has continued through to the iPhone XS, iPhone XS Max, and iPhone XR.

While on stage unveiling the new Galaxy Note7 in 2016, for example, Samsung executive Justin Denison made sure to point out that the device came with a headphone jack. "Want to know what else it comes with?" he asked. "An audio jack. I'm just saying," he answered, smirking as the audience laughed.

And earlier this year, Samsung mocked the iPhone X's lack of a headphone jack in one of its "Ingenius" ads promoting the Galaxy S9.

Samsung isn't the first tech giant to mock Apple's decision to remove the headphone jack, only to follow suit. Google poked fun at the iPhone 7's lack of headphone jack while unveiling its original Pixel smartphone in 2016, and then the Pixel 2 launched without one just a year later.

Now a leading theoretical physicist has outlined a ‘Turing Test’ for free will and says that while simple devices such as thermostats cannot pass, more complex ones like iPhones might. The test is based on an extension of Turing’s halting problem in computer science. This states that there is no general way of knowing how an algorithm will finish, other than to run it. This means that when a human has to make a decision, there is no way of knowing in advance how it will end up. In other words, the familiar feeling of not knowing the final decision until it is thought through is a necessary feature of the decision-making process and why we have the impression of free will. This leads to a simple set of questions that forms a kind of Turing test for free will. These show how simple decision-making devices such as thermostats cannot believe they have free will while humans can. A more interesting question relates to decision-makers of intermediate complexity, such as an iPhone. As the author puts it, this seems to possess all the criteria required for free will, and behaves as if it has it"."

Quoting: "After mapping tens of thousands of global terrorism incidents, he and his collaborators have discovered that terrorism can be described by what mathematicians call a power law. ... Using this power law relationship — called 'scale invariance' — the risk of a large attack can be estimated by studying the frequency of small attacks. It’s a calculation that turns the usual thinking about terrorism on its head. 'The conventional viewpoint has been there is "little terrorism" and "big terrorism," and little terrorism doesn't tell you anything about big terrorism,' Clauset explains. 'The power law says that's not true.' Massive acts of violence, like 9/11 or the devastating 1995 bombing of the US embassy in Nairobi, obey the same statistical rules as a small-scale IED attack that kills no one, Clauset's work suggests.
