As my wife (well soon to be ex-wife, but thats a different story) of 17 years works in downtown Detroit. Over the years I would donate, fix, reinstall computers. The problems is they have nobody to do even the simple items. So they go into disrepair within days sometimes. They can't even get the janitor to sweep the floor. Rats running around chewing on cables. It is mid-evil down there. But the administration enjoys new buildings.
So it is not the computers the kids need they need books. If you can believe it they only have about 50% of the books the kids need. And people wonder why the kids fail. They don't have a chance.
