When the project started it was going to save a lot of money, but they've had three rounds of price increases and it no longer is.

They might. The 5 Eyes country I live has mostly Huawei gear in our wireless networks and America doesn't seem to care much. Or maybe America is making use of that Huawei gear we have. I don't know about that either.
