Automakers Are Asking China To Slow Down Electric Car Quotas (electrek.co) 304

New submitter Kant shares a report from Electrek: The auto industry is once again attempting to slow down the rollout of electric vehicles. Virtually all automakers, except for Tesla of course, have sent a letter to the Chinese government in an attempt to have them drastically weaken their zero-emission vehicle mandate. As we previously reported, China, the world's biggest car market, has somewhat of an aggressive ZEV mandate that would force automakers to have zero-emission vehicles (ZEVs) represent 8% of new car sales as soon as 2018 and quickly ramp up to 12% by 2020. Now Germany's WirtschaftsWoche magazine (via Auto News) reports that the American Automotive Policy Council (AAPC), which represents Chrysler/Fiat, Ford, and GM, the European Automobile Manufacturers Association (ACEA), which represents all major European automakers, the Japan Automobile Manufacturers Association (JAMA) and the Korea Automobile Manufacturers Association (KAMA), have all sent a joint letter to China's Minister of Industry and Information Technology to ask for several significant changes to the mandate.

The "six recommended modifications" include slowing the rollout of the mandate by 1 to 3 years, reconsidering the penalty system if they don't meet the quota, having credits not only for all-electric cars but also plug-in hybrid cars, and basically making the whole mandate weaker so that they don't have to produce as many electric cars.

Should Your Company Switch To Microservices? (cio.com) 118

Walmart Canada claims that it was microservices that allowed them to replace hardware with virtual servers, reducing costs by somewhere between 20 and 50 percent. Now Slashdot reader snydeq shares an article by a senior systems automation engineer arguing that a microservices approach "offers increased modularity, making applications easier to develop, test, deploy, and, more importantly, change and maintain."

The article touts things like cost savings and flexibility for multiple device types, suggesting microservices offer increased resilience and improved scalabiity (not to mention easier debugging and a faster time to market with an incremental development model). But it also warns that organizations need the resources to deploy the new microservices quicky (and the necessary server) -- along with the ability to test and monitor them for database errors, network latency, caching issues and ongoing availability. "You must embrace devops culture," argues the article, adding that "designing for failure is essential... In a traditional setting, developers are focused on features and functionalities, and the operations team is on the hook for production challenges. In devops, everyone is responsible for service provisioning -- and failure."

32TB of Windows 10 Internal Builds, Core Source Code Leak Online (theregister.co.uk) 201

According to an exclusive report via The Register, "a massive trove of Microsoft's internal Windows operating system builds and chunks of its core source code have leaked online." From the report: The data -- some 32TB of installation images and software blueprints that compress down to 8TB -- were uploaded to betaarchive.com, the latest load of files provided just earlier this week. It is believed the data has been exfiltrated from Microsoft's in-house systems since around March. The leaked code is Microsoft's Shared Source Kit: according to people who have seen its contents, it includes the source to the base Windows 10 hardware drivers plus Redmond's PnP code, its USB and Wi-Fi stacks, its storage drivers, and ARM-specific OneCore kernel code. Anyone who has this information can scour it for security vulnerabilities, which could be exploited to hack Windows systems worldwide. The code runs at the heart of the operating system, at some of its most trusted levels. In addition to this, hundreds of top-secret builds of Windows 10 and Windows Server 2016, none of which have been released to the public, have been leaked along with copies of officially released versions.

Both in their offices and on social media, chiropractors have adapted to a marketplace that's demanding more than just pain management: they extol the virtues of an "alkaline diet," tell you how to manage stress with detoxing, and wax scientific about the adrenal gland. [...] Chiropractic care, I'm sorry to say, is little more than the buffoonery of a 19th-century lunatic who derived most of his medical theory from seances. It has not evolved much since its creation. Chiropractic beliefs are dangerously far removed from mainstream medicine, and the vocation's practices have been linked to strokes, herniated discs, and even death. Chiropractors can't replace your doctor, and I'm amazed that they're still even allowed to practice. [...] Though some chiropractors are now making an effort to introduce evidence-based practices into their treatment, chiropractic as a whole hasn't evolved like other areas of medicine -- with hypotheses, experimentation, and peer review. Instead, it was birthed by a strange combination of hocus pocus, guesswork, and strongly held religious beliefs.

An anonymous reader quotes their report: Washington, DC has emerged as the promising tech city center after San Jose (Silicon Valley) and San Francisco... A dominating hub for life sciences and government, Washington, DC also serves as a significant outpost for tech companies seeking proximity to policymakers as well as for burgeoning cyber-security investment. The top 25 tech cities were determined by analyzing the concentration of factors such as talent, capital, and growth opportunity -- the key ingredients that comprise a tech stew. The heartiest of these tech epicenters are: 1. San Jose, CA (Silicon Valley); 2. San Francisco, CA; 3. Washington, DC; 4. Boston/Cambridge, MA; and 5. Raleigh/Durham/Chapel Hill, NC...

Report co-author and Regional Director, Northwest U.S. Research at Cushman & Wakefield, in San Francisco, Robert Sammons, said that while it was not surprising to see San Jose (Silicon Valley) and San Francisco continue to dominate, that mass-transit issues and escalating housing costs in those areas have fanned a tech spillover into secondary markets such as Austin (no. 7), Denver (no. 8), San Diego (no. 9), and Salt Lake City (no. 24)... Mr. Sammons cited cost-of-living in Seattle (no. 6) as a lingering issue, somewhat mitigated by a recent uptick in residential development that's outpacing San Francisco's, as well as mass transit challenges.

There's also several cities in the Midwest among the top tech cities, including Madison, Wisconsin (no. 10), Minneapolis/St. Paul, Minnesota (no. 11), Indianapolis, Indiana (no. 23), and Nashville, Tennessee (no. 25).

Ask Slashdot: How Can Programmers Move Into AI Jobs? 121

"I have the seriously growing suspicion that AI is coming for us programmers and IT experts faster than we might want to admit," writes long-time Slashdot reader Qbertino. So he's contemplating a career change -- and wondering what AI work is out there now, and how can he move into it? Is anything popping up in the industry and AI hype? (And what are these positions called, what do they precisely do, and what are the skills needed to do them?) I suspect something like an "AI Architect", planning AI setups and clearly defining the boundaries of what the AI is supposed to do and explore.

Then I presume the requirements for something like an "AI Maintainer" and/or "AI Trainer" which would probably resemble something like an admin of a big data storage, looking at statistics and making educated decisions on which "AI Training Paths" the AI should continue to explore to gain the skill required and deciding when the "AI" is ready to be let go on to the task... And what about Tensor Flow? Should I toy around with it or are we past that stage already and will others do AI setup and installation better than me before I know how this thing really works...?

Is there a degree program, or other paths to skill and knowledge, for a programmer who's convinced that "AI is today what the web was in 1993"? And if AI of the future ends up tied to specific providers -- AI as a service -- then are there specific vendors he should be focusing on (besides Google?) The Public Is Growing Tired of Trump's Tweets, Says Voter Survey (arstechnica.com) 489

President Donald Trump is the tweeting president. His @realDonaldTrump handle has 31.8 million followers and "35K" tweets. While the president claims to use Twitter to "get the honest and unfiltered message out," many Americans aren't so fond of his favored form of communication. According to a new voter poll (PDF), the public is growing tired of Trump's tweets. Ars Technica reports: A Morning Consult, Politico survey published Wednesday found that 69 percent of voters who took the online survey said they thought Trump tweets too much. That's up from 56 percent from December, months before Trump took office. The survey said that 82 percent of Democrats polled thought Trump tweets too much, up from 75 percent in December. Republicans came in at 53 percent saying the president used Twitter too often, an 11-percent increase from December. Overall, 57 percent of voters who took the survey said Trump's tweets are hurting his presidency. Another 53 percent said his Twitter use undermines U.S. standing in the world. The poll found that 51 percent of all voters said Trump's tweets imperiled national security. What do you think of Trump's tweets? OneLogin Says Breach Exposed Ability To Decrypt Customer Data (krebsonsecurity.com) 64

Reader tsu doh nimh writes: OneLogin, an online service that lets users manage logins to sites and apps from a single platform, says it has suffered a security breach in which customer data was compromised, including the ability to decrypt encrypted data, KrebsOnSecurity reports. "A breach that allowed intruders to decrypt customer data could be extremely damaging for affected customers. After OneLogin customers sign into their account, the service takes care of remembering and supplying the customer's usernames and passwords for all of their other applications."

Is Russia Conducting A Social Media War On America? (time.com) 469

An anonymous reader writes: Time magazine ran a cover story about "a dangerous new route for antidemocratic forces" -- social media. "Using these technologies, it is possible to undermine democratic government, and it's becoming easier every day," says Rand Waltzman of the Rand Corp., who ran a major Pentagon research program to understand the propaganda threats posed by social media technology." The article cites current and former FBI and CIA officials who now believe Russia's phishing emails against politicians were "just the most visible battle in an ongoing information war against global democracy." They cite, for example, a March report by U.S. counterintelligence which found "Russians had sent expertly tailored messages carrying malware to more than 10,000 Twitter users in the Defense Department." Each message contained links tailored to the interests of the recipient, but "When clicked, the links took users to a Russian-controlled server that downloaded a program allowing Moscow's hackers to take control of the victim's phone or computer -- and Twitter account...

"In 2016, Russia had used thousands of covert human agents and robot computer programs to spread disinformation referencing the stolen campaign emails of Hillary Clinton, amplifying their effect. Now counterintelligence officials wondered: What chaos could Moscow unleash with thousands of Twitter handles that spoke in real time with the authority of the armed forces of the United States?" The article also notes how algorithms now can identify hot-button issues and people susceptible to suggestion, so "Propagandists can then manually craft messages to influence them, deploying covert provocateurs, either humans or automated computer programs known as bots, in hopes of altering their behavior. That is what Moscow is doing, more than a dozen senior intelligence officials and others investigating Russia's influence operations tell Time."

The article describes a Russian soldier in the Ukraine pretending to be a 42-year-old American housewife. Meanwhile, this week Time's cover shows America's White House halfway-covered with Kremlin-esque spires -- drawing a complaint from the humorists at Mad magazine, who say Time copied the cover of Mad's December issue.
