Sales commissions are used to breakdown moral conventions using greed. A person might not be willing to normally lie to a client or sell them some shit they don't need. But once they get used to the bonuses, they'll do anything to keep them coming in.
But if they do, they probably already taught themselves to code and are making 6 figures.
Even the IDEA that most people can code is STUPID. Coding requires a certain mindset, and critical thinking skills that MANY people just don't have.
The idea that anyone code makes as much sense as saying "Anyone can win the Olympic Long Jump!"
These schools took advantage of people's desire to improve their lives.
