Being old enough and having lived through the TQM and TQL days, I remember one of the principles of the TQM prophet Deming was to eliminate fear in the workplace so that employees can work effectively toward some goal. I can see if there are constant layoffs, people will become very attuned to survival and act in ways not productive toward a common goal and maybe even sabotage their workmates.

Isn't there a management philosophy where you should be "laying off" a percentage of your workforce every year for just this reason?

Working in the Fed Gov't I know this would be a good thing... lots of deadwood that are just hanging around until they get enough years to retire.

Sure, both sides lie but the GOP are taking dishonesty/lying to new unchartered territory we have never seen before in the US. Trump, the GOP DeFacto leader has 10 thousands of documented lies and continues to persist in his Big Lie. You can't even begin to claim both sides are equivalent.

Rules, regulations, duties and tariffs are less than zero sum games (ie both sides lose). Change my mind.

I live in an area where mining occured for decades without gov't regulation. Today it is 50-mile super fund site. You are warned not to eat on picnic tables at boat launches and children should not wade along the shorelines because of heavy metal contamination. Dead water fowl is common along the many wetlands below the mines and mills. Starting back in the 70s children were tested and 99% of the children had blood-lead levels over 40 g/dL with a high of 164 g/dL. Medical interventions are necessary when a child is found with a test result of greater than or equal to 3.5 g/dL.

So preach to us on the evils of govt bureaucracy.

Anyone who has worked for the gov't (or any large org) knows it is near impossible for any conspiracy to extend beyond 3 or 4 people for any length of time.

The licensing is also onerous... lost many hours trying get their license manager to work.
