They were written by others, like the Heritage Foundation for instance, and have been in place for many years before Obama showed up on the scene. Most of the people are just using this "policy" thing to disguise their racism. All of a sudden, the very same people who were applauding the very same policies only 5 years ago decided that they are teh evil. We are not fooled.

There is some merit in what you say. I typically say that he is a symptom, not the disease, which is Progressivism.
However, he still owns his deeds. As the Sage noted [blueletterbible.org]:
