Stop publicizing them!
I'm dead serious: stop giving 15 minutes of fame to fucked-in-the-head school shooters. All it accomplishes is to bring the other would-be likewise fucked-in-the-head school shooters out of the woodwork, emboldening them to 'live their dream' or whatever it is that goes through their fucked-up brains.
