'Y2K Seems Like a Joke Now, But in 1999 People Were Freaking Out' (npr.org) 134

NPR remembers when the world "prepared for the impending global meltdown" that might've been, on December 31, 1999 — and the possible bug known as Y2K: The Clinton administration said that preparing the U.S. for Y2K was probably "the single largest technology management challenge in history." The bug threatened a cascade of potential disruptions — blackouts, medical equipment failures, banks shutting down, travel screeching to a halt — if the systems and software that helped keep society functioning no longer knew what year it was... Computer specialist and grassroots organizer Paloma O'Riley compared the scale and urgency of Y2K prep to telling somebody to change out a rivet on the Golden Gate Bridge. Changing out just one rivet is simple, but "if you suddenly tell this person he now has to change out all the rivets on the bridge and he has only 24 hours to do it in — that's a problem," O'Riley told reporter Jason Beaubien in 1998....

The date switchover rattled a swath of vital tech, including Wall Street trading systems, power plants and tools used in air traffic control. The Federal Aviation Administration put its systems through stress tests and mock scenarios as 2000 drew closer. "Twenty-three million lines of code in the air traffic control system did seem a little more daunting, I will say, than I had probably anticipated," FAA Administrator Jane Garvey told NPR in 1998. Ultimately there were no systemwide aviation breakdowns, but airlines were put on a Y2K alert....

Some financial analysts remained skeptical Y2K would come and go with minimal disruption. But by November 1999 the Federal Reserve said it was confident the U.S. economy would weather the big switch. "Federal banking agencies have been visited and inspected. Every bank in the United States, which includes probably 9,000 to 10,000 institutions, over 99% received a satisfactory rating," Fed Board Governor Edward Kelley said at the time.

The article also remembers a California programmer who bought a mobile home, a propane generator, and a year's supply of dehydrated food. (They were also considering buying a handgun — and converting his bank savings into gold, silver, and cash.) And "Dozens of communities across the U.S. formed Y2K preparedness groups to stave off unnecessary panic..."

But the article concludes that "the aggressive planning and recalibration paid off. Humanity passed into the year 2000 without pandemonium..."

And "People like Jack Pentes of Charlotte, N.C., were left to figure out what to do with their emergency stockpiles."

Deliveries-By-Drone Continue Expanding. Pizza Deliveries Planned for Seattle (kuow.org) 80

"Pagliacci Pizza is partnering with drone company Zipline to begin drone delivery to customers in the Seattle area," reports the Seattle Times, citing a statement this week from Zipline.

"If all goes well, the company expects to deliver pizzas in 2024," reports local news outlet KUOW, noting that Zipline has battery-powered drones that hover above a customer's location "and lowers the delivery on a tethered droid." "Obviously, it seems pretty sci-fi and a lot of customers think this is totally insane when they first hear about it," said Keller Cliffton, cofounder and CEO of Zipline, a delivery drone company. "But what has really struck us is that there are about seven days of sci-fi magical amazement, and then on day eight people are basically bored of it — bored of it in the way that there's no way they're ever going back to the old way of receiving things... Anybody can pull out a phone, press a button on that phone, and place an order that can then be delivered autonomously to the home in a way that is 10 times as fast, half the cost, and fully zero emission compared to the way we do instant delivery today."

Scenes of hot pizzas lowering out the sky onto Seattle porches are contingent on Zipline receiving approval from the FAA for an operations and safety plan. That plan is in the works but not yet submitted to the agency. The FAA may impose restrictions tailored to Seattle's busy airspace such as on flight altitudes, hours of operation and places to avoid...

The plans don't end with pizzas. Last year, Zipline announced a separate effort to deliver medical products and lab samples for the MultiCare Health System around Tacoma... As with the pizza proposal, the earliest estimates for medical deliveries around Tacoma are sometime in 2024. Zipline has also made delivery deals with supplement retailer GNC in Salt Lake City, and with Associated Couriers in Long Island, New York to deliver medications... [Zipline] has already been delivering some products for Walmart to customers in the Bentonville, Arkansas area and prescription drugs for some health care providers in parts of North Carolina and Utah. But the Washington state plans would involve newer types of drones, which the company calls Platform 2 Zips.

Pagliacci Pizza's co-owner told the news outlet that the drones "will enable us to scale our deliveries sustainably with up to 97% fewer emissions than cars." They told CNET drones would deliver pizzas "while they're still hot," and told the Seattle Times that drone deliveries will make it possible to deliver pizzas to further away or difficult-to-reach locations. ("The Zipline drones can deliver goods to customers in a 10-mile service radius," according to the newspaper, with drones flying more than 300 feet above the ground while remaining 'nearly silent, designed to sound like rustling leaves in the wind,' according to Zipline.)

Local news station KIRO notes that Zipline's current system uses larger drones and small parachutes "for Walmart and other customers around the world." And Pagliacci Pizza told them that since there's no driver, tips offered during drone delivery would go to the kitchen staff.

Wednesday Zipline also announced a deal with wellness brand GNC, according to CNET, which "will begin with customers in Salt Lake City, with other cities to follow... Zipline is also announcing a partnership with Associated Couriers to begin delivering prescription medications to patients at long-term care facilities in Long Island, New York. Associated Couriers plans to expand the service across the US and then internationally. The delivery company has already completed more than 600,000 deliveries to customers since 2016 using its previous iteration of drones....

Zipline is far from being the only company experimenting with drone delivery — Walmart, Google parent Alphabet, Amazon and startups like Flyby Robotics and Manna have also run trials and performed delivery services.

'Disruptive' Drone-Delivery Startup Zipline Hires Former Tesla CFO (techcrunch.com) 33

CNBC reports that former Tesla CFO Deepak Ahuja (now at Alphabet's Verily Life Sciences) will join the leadership team at Zipline, a Silicon Valley-based company providing drone deliveries: It initially focused on medical supplies, but is expanding into e-commerce and food delivery. The company has previously partnered with the Rwandan government to deliver medical supplies and handled Covid-19 vaccine distribution in Ghana, and has expanded operations from three to seven countries over the last two years, according to a release....

"Rarely do I see this level of disruption and impact paired with the world-class technology that Zipline's team is building," Ahuja said in a release. "It's an exciting time for Zipline, and I'm thrilled to join the team as we keep building to offer these solutions at a massive scale."

The move comes "as the drone delivery and logistics startup accelerates its global expansion in Africa, the United States and other regions," reports TechCrunch, noting that Ahuja will be the company's first chief business and financial officer: Zipline also operates in Japan and in the United States, including Arkansas and North Carolina. The company is expanding to Utah later this year through a partnership with Intermountain Health and announced plans to begin operations with Multicare Health System in Washington starting in 2024.

Ahuja will focus on building Zipline's business in the United States and other regions globally, the company told TechCrunch.... His appointment signals Zipline's growing aspirations fueled by partnerships and $250 million in venture capital it raised last year. (The company has raised $486 million to date.) The company, founded in 2014, has developed the entire ecosystem from the drones and logistics software to launch and landing system....

It also recently received FAA Part 135 approval for its long-range drone delivery service in the United States.... Zipline has partnerships with Toyota Group and UPS, it delivers medical equipment and personal protective gear for Novant Health in North Carolina and health and wellness products for Walmart.

More Drone Deliveries Being Tested in America (roanoke.com) 21

Long-time Slashdot reader necro81 writes: For several years, Zipline has deployed autonomous, fixed-wing airplane drones for medical supply deliveries in Rwanda. Now they have received permission to test their aircraft in the U.S., ferrying COVID-19 supplies from a depot to a hospital in North Carolina. The practical benefit is small: the cargo is modest amounts of PPE that could have been delivered by truck in about 20 minutes. But this is a big deal, because it required a waiver from the FAA for the planes to operate fully autonomously and beyond visual line-of-sight — just launch and forget. It is happening in proximity to an airport no less.
The article notes it's America's "first drone delivery operation to be approved to fly in airspace where all air traffic is actively managed by the FAA."

But meanwhile, another headline this week at the Washington Post tells us that Google-backed drones "will drop library books so kids in Virginia can do their summer reading." Wing, a company owned by Google parent Alphabet, started delivering household goods and meals [and prescriptions] from Walgreens and local restaurants to a limited area of the southwest Virginia town that covers several thousand homes last October. The company has seen a jump in demand during the pandemic as people are increasingly staying home and avoiding crowded spaces like grocery stores, said Keith Heyde, head of Virginia operations for Wing. The company reached a high of 1,000 deliveries globally in a single week this spring, he said.
And they're not the only companies experimenting with drone deliveries, according to Forbes: UPS and CVS have also paired up with a focus on medical products. The two companies are partnering to use drones to deliver prescriptions to residents of The Villages in Florida, one of the country's biggest retirement communities. The deliveries come from a CVS store about a half mile away and mark the first paid residential deliveries by UPS's drone unit Flight Forward. The drones drop the prescriptions to a central location, where a Flight Forward employee will ferry them by golf cart to homes.
Chennai, India, and Surabaya, Indonesia have tried using drones to spray disinfectant in crowded cities. But Forbes reports that around the world, "the biggest use case has been the deployment of drones to enforce social distancing and monitor crowds."

Although at least one Paris prefect complains that there's still one problem with the drones. "Sometimes they are attacked by birds, which mistake them for rivals."

UPS Is Launching a Drone Delivery Service In the US (qz.com) 27

The United Parcel Service (UPS) announced it has submitted an application to the FAA to operate commercial delivery drones in the U.S., through a new subsidiary called UPS Flight Forward. Quartz reports: The company has been working closely with the FAA over the last year; in 2018, the agency launched a program to test out drones in a range of autonomous flying situations, and UPS was one of the accepted applicants. It's been couriering lab samples around the WakeMed hospital campus in Raleigh, North Carolina, in partnership with the drone startup Matternet. Bala Ganesh, head of UPS's advanced technology group, says that once the FAA has certified the new company, it plans to build upon the work it's been doing in healthcare deliveries.

UPS is hoping to get its certification later this year, at which point Ganesh says the company will expand its drone activities in three ways. First, it wants to replicate the work it's done at WakeMed at other large medical facilities that need lab work ferried around as quickly as possible. It then wants to begin flying farther, using autonomous drones to potentially fly between five and ten miles from their point of origin. (Right now, most drone operations in the US need to be conducted within the line of sight of a pilot.) After that's been mastered, UPS wants to fly its drones at night. UPS doesn't plan, at least for the near future, to offer drone deliveries to regular customers, so don't expect to be getting your next online order delivered to your house by drone. For now, it's concentrating on small payloads for healthcare

Rwanda Is Way Ahead On Delivery Drones (ieee.org) 49

the_newsbeagle writes: While the Google spinoff Wing is just launching its first commercial service in Australia (scones and coffee are on the menu) and getting FAA clearance to operate in the United States, a company called Zipline is already offering a nationwide service in Rwanda. Zipline currently uses its fixed-wing drones to deliver blood products to hospitals across the country, and will soon begin delivering other medical supplies as well.

Medical supplies seem like they could be a killer app for delivery drones, since they're often lightweight and urgently needed. But Zipline hasn't yet proven that its business model is sustainable. So two technology reporters from IEEE Spectrum traveled to Rwanda to embed themselves in a Zipline operations center, and produced an in-depth report and a 360 video about the company's logistics and technology.

UPS Is Using Drones To Transport Medical Supplies Between Hospitals (cnbc.com) 30

UPS has partnered with autonomous drone company Matternet and hospital WakeMed in Raleigh, North Carolina, to test a new drone delivery service for transporting medical samples to nearby facilities. The FAA is overseeing the program. CNBC reports: UPS said the service will utilize Matternet's M2 "quadcopter" drone, which can carry medical samples of up to 5 pounds as far as 12.5 miles. The program will begin with "numerous planned daily revenue flights at the WakeMed Raleigh campus," UPS said. The drone delivery service aims to replace WakeMed's reliance on a fleet of courier cars, which currently transports most of the hospital's medical samples. Using a UPS "secure drone container," WakeMed employees can load medical specimens like blood samples and send them quickly to a nearby WakeMed facility.

Matternet has completed "more than 3,000 flights for healthcare systems in Switzerland," UPS added. The WakeMed program is also under the FAA's broader effort called the "Unmanned Aircraft System Integration Pilot Program," which "aims to test practical applications of drones by partnering local governments with private sector companies."

Trump Administration Approves 10 New Drone Projects Around the Country (theverge.com) 53

An anonymous reader quotes a report from The Verge: Just over six months after President Trump announced the creation of a program meant to spur the development of drone trials around the country, the Department of Transportation has announced the first 10 winners. Among those selected, three state transportation agencies, two US cities, and two universities will work with private companies like FedEx and CNN on trials that will see drones used for tasks like package delivery, journalism, healthcare, and more.

Formally known as the Unmanned Aircraft Systems Integration Pilot, the program encourages U.S. cities and states to partner with companies on drone trials that expand how the aircraft are used around the country. This includes, in some cases, allowing drones to fly over crowds, beyond the pilot's line of sight, and at night -- situations that are usually prohibited unless the person flying obtains an official waiver from the FAA. The goal with the program is to accelerate potential commercial applications for drone use. One of the 10 selections is Florida's Lee County Mosquito Control District. The small government agency will use drones to help control mosquito populations by searching for hard-to-find pockets of larvae at a faster rate than inspectors can on foot, while also reducing the risk of being bitten. The Choctaw Nation of Oklahoma will work on flying drones beyond a pilot's line of sight as part of a partnership with CNN.
Furthermore, North Carolina's DOT was selected to test the food drone delivery service, Tennessee's Memphis-Shelby County Airport Authority was chosen to test deliveries in partnership with FedEx, and the City of Reno, Nevada was picked to work with Flirtey, a company focused on using drones to deliver medical supplies.

Royal Jordanian Airlines Bans Use of Electronics After US Voices Security 'Concerns' (theverge.com) 109

An anonymous reader quotes a report from The Verge: Royal Jordanian airlines banned the use of electronics on flights servicing the U.S. after government officials here expressed concerns. Details are scant, but CNN is reporting that other carriers based on the Middle East and Africa may be affected as well. The news broke when Royal Jordanian, a state-owned airline that operates around 500 flights a week, posted this cryptic notice on its Twitter feed. The ban, which includes laptops, tablets, and video games, but does not include smartphones or medical devices, is effective for Royal Jordanian flights servicing New York, Chicago, Detroit, and Montreal. A spokesperson for Royal Jordanian was not immediately available for clarification. Meanwhile, CNN is reporting that Royal Jordanian may not be the only carrier affected by these new security provisions. Jon Ostrower, the network's aviation editor, just tweeted that as many as 12 airlines based in the Middle East and Africa could be impacted. A Saudi executive also tweeted that "directives by U.S. authorities" could affect passengers traveling from 13 countries, with the new measure set to go into effect over the next 96 hours.

Verizon Says It Will Not Push Samsung's Update That Disables Galaxy Note7 Because Of User Inconvenience (verizon.com) 192

Samsung confirmed on Friday that it will indeed release an update to Galaxy Note7 smartphones in the United States to "prevent US Galaxy Note7 devices from charging and will eliminate their ability to work as mobile devices." In a new wrinkle to this whole situation, Verizon said today it will not be releasing Samsung's software update to Galaxy Note7 users on Verizon network. In a blog post, Verizon said: "Verizon will not be taking part in this update because of the added risk this could pose to Galaxy Note 7 users that do not have another device to switch to. We will not push a software upgrade that will eliminate the ability for the Note 7 to work as a mobile device in the heart of the holiday travel season. We do not want to make it impossible to contact family, first responders or medical professionals in an emergency situation." To recall, the Galaxy Note7 remains banned on airlines by the FAA and has also been prohibited from being used on many other public transit services in the United States. Elsewhere in the world, similar bans have been imposed on the phone.

UPS Is Starting To Test Drone Deliveries In the US (qz.com) 44

An anonymous reader quotes a report from Quartz: UPS announced Sept. 23 that it has begun testing drone deliveries in the U.S. with drone manufacturer CyPhy Works. The two companies yesterday completed a test of delivering medicine from the coastal town of Beverly, Massachusetts, to Children's Island, a small island about three miles into the Atlantic Ocean. CyPhy's drone has night-vision capabilities, according to a release shared with Quartz. The test yesterday involved a trial situation where an asthmatic child urgently needed an inhaler, which was dispatched from the mainland to the island, arriving far more quickly than it would've taken a boat to get there. CyPhy's drone autonomously flew supplies over the ocean to a group waiting to receive them on the other end, although there was no actual child with asthma in danger. In May, UPS had announced that it was partnering with the drone company Zipline to deliver medical supplies to rural Rwanda, having invested nearly $1 million into the company. UPS has also invested an undisclosed amount in CyPhy. UPS told Quartz that the FAA was aware of its test, and Houston Mills, a commercial pilot with UPS for over a decade and the company's director of airline safety, was recently announced as a member of the FAA's Drone Advisory Committee. The committee is working with industry experts and companies to figure out how to safely integrate a network of commercial drones into U.S. airspace. 7-Eleven Just Used a Drone To Deliver Slurpees and a Chicken Sandwich (roboticstrends.com) 117

An anonymous Slashdot reader write: A drone has autonomously delivered Slurpees, a chicken sandwich, doughnuts, hot coffee and candy from a Reno, Nevada 7-Eleven to a nearby home. The delivery was made "in a matter of minutes" to two busy working parents near their store in Reno, Nevada, and the drone hovered in place and gently lowered each package to the ground in the family's backyard.

"To find customers willing to have their order handled by a flying robot, the companies surveyed households within a one-mile radius of the store from which they planned to deliver," reports Tech Crunch. 7-Eleven partnered with drone-delivery company Flirtey, which has also used its drones to perform a ship-to-shore delivery of medical supplies . They're calling this flight the first FAA-approved drone delivery to a home and a historic milestone in commercial deliveries, and both companies plan to continue working together in the future to perform more testing on drone deliveries.

Amazon Wins US Regulators' Approval To Test-fly Drone 90

mpicpp sends word that Amazon drones may soon deliver your packages. "Amazon.com Inc has won U.S. federal regulators' approval to test a delivery drone, as the e-commerce giant pursues a vision of speeding packages to customers through the air amid public concern over the safety and privacy implications. The Federal Aviation Administration said on Thursday it had issued an experimental airworthiness certificate to an Amazon unit and its prototype drone design, allowing it to conduct outdoor test flights on private, rural land in Washington state. The experimental certificate applies to a particular drone design and Amazon must obtain a new certification for test flights if it modifies the drone. In return, the company must supply monthly data to the regulators, and conduct flights at 400 feet (120 meters) or below and in 'visual meteorological conditions,' according to the FAA's certificate. The drone operators must also have a private pilots' license and current medical certification."

Experts Say Hitching a Ride In an Airliner's Wheel Well Is Not a Good Idea 239

Hugh Pickens DOT Com (2995471) writes "Hasani Gittens reports that as miraculous as it was that a 16-year-old California boy was able to hitch a ride from San Jose to Hawaii and survive, it isn't the first time a wheel-well stowaway has lived to tell about it. The FAA says that since 1947 there have been 105 people who have tried to surreptitiously travel in plane landing gear — with a survival rate of about 25 percent. But agency adds that the actual numbers are probably higher, as some survivors may have escaped unnoticed, and bodies could fall into the ocean undetected. Except for the occasional happy ending, hiding in the landing gear of a aircraft as it soars miles above the Earth is generally a losing proposition. According to an FAA/Wright State University study titled 'Survival at High Altitudes: Wheel-Well Passengers,' at 20,000 feet the temperature experienced by a stowaway would be -13 F, at 30,000 it would be -45 in the wheel well — and at 40,000 feet, the mercury plunges to a deadly -85 F (PDF). 'You're dealing with an incredibly harsh environment,' says aviation and security expert Anthony Roman. 'Temperatures can reach -50 F, and oxygen levels there are barely sustainable for life.' Even if a strong-bodied individual is lucky enough to stand the cold and the lack of oxygen, there's still the issue of falling out of the plane. 'It's almost impossible not to get thrown out when the gear opens,' says Roman.

So how do the lucky one-in-four survive? The answer, surprisingly, is that a few factors of human physiology are at play: As the aircraft climbs, the body enters a state of hypoxia—that is, it lacks oxygen—and the person passes out. At the same time, the frigid temperatures cause a state of hypothermia, which preserves the nervous system. 'It's similar to a young kid who falls to the bottom of an icy lake," says Roman. "and two hours later he survives, because he was so cold.'"

Spaceport America Gets FAA License 61

DynaSoar writes "Spaceport America received an early and double holiday gift this week: first, the expected (positive) FAA environmental impact report, and second, the hoped-for but not immediately expected 'launch site operator's license.' With this license, and with the previously accomplished creation of a tax district, two of three pieces are in place as required by the New Mexico legislature to receive its funding package. The third, a lease with a space services tenant to use the facility, may come this week also, in the form of a contract with Virgin Galactic. While timing is impossible to predict, the contract is a virtual certainty. The New Mexico Spaceport Authority fully expects it, and so has projected late 2010 for completion of hangar and terminal facilities. Virgin Galactic also seems confident, as they have already screened and submitted their first 100 customers (called the Virgin Galactic Founders) to their contracted medical and training supervisor. They are busy screening their second 100 'spaceflight participants' (NASA and RKA having decided that only those who can tack 'career' on the front of it deserve to be called 'astronauts')."

US Draw Up Rules for Space Tourism 238

AsiNisiMasa writes "The BBC reports that the United States Federal Aviation Administration has drafted a report proposing some regulations regarding space tourism. Among the rules is a set of guidelines to prevent terrorists from gaining access to the space ships in order to use them as weapons. Many of the other regulations are similar to those regarding regular commercial flights, including safety advice precluding the flights. From the article: 'Space tourists should also be given pre-flight training to handle emergency situations such as a loss of cabin pressure or fire. However, the FAA has so far left any medical requirements in the hands of the tourist, who should decide themselves if they are fit to fly.' The final report will affect enterprises such as Sir Richard Branson's SpaceShipOne."
