Google's Location Privacy Practices Are Under Investigation in Arizona: Report (washingtonpost.com) 29

Google's alleged practice of recording location data about Android device owners even when they believe they have opted out of such tracking, reports The Washington Post, has sparked an investigation in Arizona, where the state's attorney general could potentially levy a hefty fine against the search giant. From the report: The probe, initiated by Republican Attorney General Mark Brnovich and confirmed by a person familiar with his thinking but not authorized to speak on the record, could put pressure on other states and the federal government to follow suit, consumer advocates say -- though Google previously insisted it did not deceive consumers about the way it collects and taps data on their whereabouts. The attorney general signaled his interest in the matter in a public filing [PDF] that indicated the office had retained an outside law firm to assist in an investigation. The document, dated August 21, said the hired lawyers would help probe an unnamed tech company and its "storage of consumer location data, tracking of consumer location, and other consumer tracking through ... smartphone operating systems, even when consumers turn off 'location services' and take other steps to stop such tracking," according to the heavily redacted public notice.

Climate Change Drives Bigger, Wetter Storms -- Storms Like Florence (npr.org) 270

Rebecca Hersher, reporting for NPR: Hurricane Florence is moving relentlessly toward the Southeastern U.S. It's a large, powerful cyclone that will likely bring storm surge and high winds to coastal communities. But climate scientists say one of the biggest threats posed by Florence is rain. "Freshwater flooding poses the greatest risk to life," explains James Kossin, an atmospheric scientist for the National Oceanic and Atmospheric Administration and the University of Wisconsin, Madison. And Florence could cause extensive freshwater flooding for two reasons. First, Florence is moving slowly, and could all but stop when it reaches land. "The storm could be over North Carolina and traveling incredibly slowly -- on the order of just a few miles per hour," explains Kossin, who says an official from the city of Charlotte, N.C., contacted him about rainfall projections for that city.

If Florence stalls over the Southeast, it would be reminiscent of Hurricane Harvey, which spent days dumping rain on the Houston region last year. Some areas ended up with more than 60 inches, a catastrophic amount of water that shut down the entire region and resulted in at least 93 deaths. Slow-moving storms like Harvey are getting more common. A study published earlier this year by Kossin found that tropical cyclones around the world have slowed down 10 percent in the last 70 years. "We're seeing that in every ocean basin except the northern Indian Ocean," says Kossin, possibly because climate change is causing the wind currents that hurricanes ride to slow down. If Florence slows down and stalls when it hits land, it will the latest example of that trend. Kevin Trenberth of the National Center for Atmospheric Research in Boulder, Colo., says global warming also affects the size and intensity of storms like Florence.

Popular Illegal Streaming App Terrarium TV Is Shutting Down This Month (torrentfreak.com) 24

NitroXenon, the developer of Terrarium TV, announced Monday evening that the infamous streaming service, available for Android users at no charge, is shutting down this month. TorrentFreak reports: Inspired by the simplicity of Popcorn Time, Terrarium TV eschewed the use of torrents as a supply protocol. Instead, the software pulled in content from file-hosting sites in a similar way to Kodi addons, but with an almost non-existent learning curve. Created by a developer who identified as Hong Kong-based Peter Chan (aka NitroXenon), Terrarium TV enjoyed a meteoric rise to stardom over the past couple of years. With only Showbox and a handful of other applications getting anywhere close to its volume of active users, Terrarium TV became the go-to app for Android users looking for a Netflix-style fix.

Now, however, the ride is over. In a notification pushed to Terrarium TV users last night, NitroXenon explained that his days of working on the app are over. "It has always been a great pleasure to work on this project. However, it is time to say goodbye. I am going to shut down Terrarium TV, forever," he wrote. "I know this day will come eventually. I know it would be hard to let go. But it is really time for me to move on to other projects."

California Governor Says 100 Percent Clean Electricity Not Enough, State Must Go Carbon Neutral (arstechnica.com) 449

An anonymous reader quotes a report from Ars Technica: On Monday, California Governor Jerry Brown signed a bill mandating that the state's utilities move to 100-percent zero-emission electricity generation by 2045. Brown also issued an executive order today requiring the state to become carbon neutral by 2045, that is, mandating that the state remove as much greenhouse gas from the atmosphere as it puts into the atmosphere. One of the most interesting aspects of the zero-emissions bill signed today is that it also specifies that California can't increase the carbon emissions of another state to get cheap electricity. It appears that buying electricity from a coal plant in Nevada is fine if that electricity had been supplied prior to the bill's passing, but seeking out new out-of-state natural gas-fired plants to buy from would not be allowed. The bill's ambitiousness is compounded by the executive order that Gov. Brown signed today. The order requires California to become carbon neutral by 2045. "The achievement of carbon neutrality will require both significant reductions in carbon pollution and removal of carbon dioxide from the atmosphere, including sequestration in forests, soils, and other natural landscapes," Brown's executive order states (PDF).

Actuarial Science Ranked As Most Valuable College Major (bloomberg.com) 216

According to a new report from Bankrate, actuarial science, the formal term for the study of insurance, was ranked the most valuable college major.

"The actuarial science profession is interesting because students don't need advanced degrees to gain livable wages, but instead are certified through a series of exams overseen by the industry's professional organizations," said Bankrate.com analyst Adrian Garcia in an interview. "Students typically pass one to two of these exams while in school and then go on and complete others while working, earning raises and bonuses as they pass." Bloomberg reports: Actuarial science majors earn an average annual salary of $108,658 and have a better-than-average unemployment rate at 2.3 percent. And at a time when student debt is at a record high, these graduates are less likely to incur the added expense of additional schooling and delayed earning potential. Less than 1 in 4 graduates pursue advanced degrees. The study ranked 162 majors with labor forces of at least 15,000 people based on average annual income, employment status and whether those graduates went on to pursue a higher degree within 12 months. Income accounted for 70 percent of the weighted ranking, unemployment for 20 percent and 10 percent was awarded to career paths that did not demand additional education. The data was derived from the U.S. Census Bureau's 2016 American Community Survey.

NASA May Sell Corporate Naming Rights For Rockets, Spacecraft (al.com) 141

schwit1 shares a report from Alabama Local News: NASA's administrator Jim Bridenstine has directed the space agency to look at boosting its brand by selling naming rights to rockets and spacecraft and allowing its astronauts to appear in commercials and on cereal boxes, as if they were celebrity athletes. While officials stress that nothing has been decided, the idea could mark a giant cultural leap for the taxpayer-funded government agency and could run into ethics regulations that prevent government officials from using public office for private gain.

"Is it possible for NASA to offset some of its costs by selling the naming rights to its spacecraft, or the naming rights to its rockets," Bridenstine said. "I'm telling you there is interest in that right now. The question is: Is it possible? The answer is: I don't know, but we want somebody to give us advice on whether it is." He also said he wanted astronauts to be not only more accessible to journalists but even to participate in marketing opportunities to boost their brands - and that of the space agency. "I'd like to see kids growing up, instead of maybe wanting to be like a professional sports star, I'd like to see them grow up wanting to be a NASA astronaut, or a NASA scientist," he said. "I'd like to see, maybe one day, NASA astronauts on the cover of a cereal box, embedded into the American culture."

An anonymous reader quotes a report from Bloomberg: The cryptocurrency bear market plumbed a fresh 10-month low on Monday as Bitcoin's biggest rival tumbled and U.S. regulators suspended trading in two securities linked to digital assets. Ether, the second-largest virtual currency, slumped 11 percent from its level at 5 p.m. New York time on Friday, according to Bloomberg composite pricing. Bitcoin declined 2.4 percent, while the market capitalization of digital assets tracked by CoinMarketCap.com shrank to about $197 billion -- down almost $640 billion from its January peak. Cryptocurrencies have declined for five of the past six weeks amid concern that a broader adoption of digital assets will take longer than some had anticipated. That worry was underscored over the weekend after the U.S. Securities and Exchange Commission temporarily suspended trading in two exchange-traded notes linked to cryptocurrencies and Ethereum co-founder Vitalik Buterin told Bloomberg that the days of explosive growth in the blockchain industry have likely come and gone.

Free Municipal Wi-Fi May Be the Next Front In the War Against Privacy (theintercept.com) 76

TuballoyThunder writes: According to The Intercept, it appears that the LinkNYC free Wi-Fi might be designed to track users. This and other concerns were raised during a 2015 discussion on Slashdot. While many people are comfortable in trading their privacy for ostensibly free services, it is disheartening when municipalities collaborate with business to make it happen. "In May of this year, Charles Meyers, an undergraduate at New York City College of Technology, came across folders in LinkNYC's public library on GitHub, a platform for managing files and software, that appear to raise further questions about location tracking and the platform's protection of its users' data," reports The Intercept. "Meyers made copies of the codebases in question -- 'LinkNYC Mobile Observation' and 'RxLocation' -- and shared both folders with The Intercept."

Meyers says the "LinkNYC Mobile Observation" code collects the user's longitude and latitude, browser type, OS, device type, device identifiers, and full URL clickstreams (including data and time) and "aggregates this information into a database," the report says. Meyer's believes the company is interested in tracking the location of Wi-Fi users in real time. "If such code were run on a mobile app or kiosk, he said, the company would be able to make advertisements available in real time based on where and who someone was, and that this would constitute a potential violation of the company's privacy policy," reports The Intercept.

Following the revelations, LinkNYC said the code was never intended to be released and was part of a longer-term R&D process. "In this instance, David Mitchell, Intersection's CTO, told the Intercept in an email. "Intersection was prototyping and testing some ideas internally, using employee data only, and mistakenly made source code public on Github. This code is not in use on the LinkNYC network." [Intersection is the "key player" in CityBridge, "a chameleon-like consortium of private companies" that New York City contracted to turn the city's payphone booth network into Wi-Fi-enabled kiosks.]

MIT Machine Vision System Figures Out What It's Looking At By Itself (gsmarena.com) 36

MIT's "Dense Object Nets" or "DON" system uses machine vision to figure out what it's look at all by itself. "It generates a 'visual roadmap' -- basically, collections of visual data points arranged as coordinates," reports Engadget. "The system will also stitch each of these individual coordinate sets together into a larger coordinate set, the same way your phone can mesh numerous photos together into a single panoramic image. This enables the system to better and more intuitively understand the object's shape and how it works in the context of the environment around it." From the report: [T]he DON system will allow a robot to look at a cup of coffee, properly orient itself to the handle, and realize that the bottom of the mug needs to remain pointing down when the robot picks up the cup to avoid spilling its contents. What's more, the system will allow a robot to pick a specific object out of a pile of similar objects. The system relies on an RGB-D sensor which has a combination RGB-depth camera. Best of all, the system trains itself. There's no need to feed the AI hundreds upon thousands of images of an object to the DON in order to teach it. If you want the system to recognize a brown boot, you simply put the robot in a room with a brown boot for a little while. The system will automatically circle the boot, taking reference photos which it uses to generate the coordinate points, then trains itself based on what it's seen. The entire process takes less than an hour. MIT published a video on YouTube showing how the system works.

Exploit Vendor Drops Tor Browser Zero-Day on Twitter (zdnet.com) 78

An anonymous reader writes: Zerodium, a company that buys and sells vulnerabilities in popular software, has published details today on Twitter about a zero-day vulnerability in the Tor Browser, a Firefox-based browser used by privacy-conscious users for navigating the web through the anonymity provided by the Tor network. The vulnerability is a bypass of the NoScript extension that's included by default with all Tor Browser distributions. Once bypassed, an attacker can run malicious code inside the Tor Browser, code that under certain circumstances would have been stopped by NoScript.

"This Tor Browser exploit was acquired by Zerodium many months ago as a zero-day and was shared with our government customers," Zerodium CEO Chaouki Bekrar told ZDNet in an interview. "We have decided to disclose this exploit as it has reached its end-of-life and it's not affecting Tor Browser version 8 which was released last week." The NoScript extension released a patch in record time today to fix the vulnerability, two hours after Zerodium dropped its code on Twitter.

About a Quarter of Rural Americans Say Access To High-Speed Internet Is a Major Problem (pewresearch.org) 157

According to a Pew Research Center survey, 24% of rural adults say access to high-speed internet is a major problem in their local community. "An additional 34% of rural residents see this as a minor problem, meaning that roughly six-in-ten rural Americans (58%) believe access to high speed internet is a problem in their area," the report says. From the report: By contrast, smaller shares of Americans who live in urban areas (13%) or the suburbs (9%) view access to high-speed internet service as a major problem in their area. And a majority of both urban and suburban residents report that this is not an issue in their local community, according to the survey, conducted Feb. 26-March 11. Concerns about access to high-speed internet are shared by rural residents from various economic backgrounds. For example, 20% of rural adults whose household income is less than $30,000 a year say access to high speed internet is a major problem, but so do 23% of rural residents living in households earning $75,000 or more annually. These sentiments are also similar between rural adults who have a bachelor's or advanced degree and those with lower levels of educational attainment. There are, however, some differences by age and by race and ethnicity. Rural adults ages 50 to 64 are more likely than those in other groups to see access to high-speed internet as a problem where they live. Nonwhites who live in a rural area are more likely than their white counterparts to say this is a major problem (31% vs. 21%).

Tesla's Keyless Entry Vulnerable To Spoofing Attack, Researchers Find (theverge.com) 100

An anonymous reader quotes a report from The Verge: Researchers at KU Leuven have figured out a way to spoof Tesla's key fob system, as first reported by Wired. The result would let an attacker steal a Tesla simply by walking past the owner and cloning his key. The attack is particularly significant because Tesla pioneered the keyless entry concept, which has since spread to most luxury cars. This particular attack seems to have only worked on Model S units shipped before June, and in an update last week, Tesla pushed out an update that strengthened the encryption for the remaining vehicles. More importantly, the company added the option to require a PIN password before the car will start, effectively adding two-factor to your car. Tesla owners can add the PIN by disabling Passive Entry in the "Doors & Locks" section of "Settings."

The attack itself is fairly involved. Because of the back-and-forth protocol, attackers would first have to sniff out the car's Radio ID (broadcast from the car at all times), then relay that ID broadcast to a victim's key fob and listen for the response, typically from within three feet of the fob. If they can do that back-and-forth twice, the research team found they can work back to the secret key powering the fob's responses, letting them unlock the car and start the engine.

It will also ship with a new 18W USB-C charger. 9to5Mac reports: While Kuo's memo mentions both the new iPad Pro with USB-C (wow) and MacBook with Touch ID, it's still unclear at this point if we'll see the iPad and Mac on stage at Wednesday's event, or if the September 12 date will be dedicated to iPhone and Apple Watch. That would be a massive change for an iOS device but one that could improve the iPad accessory ecosystem -- and be a boon for productivity. Kuo's memo does not suggest that this is simply a change from USB-A Lightning to USB-C Lightning but instead an actual port change on the iPad itself. Qualcomm's Snapdragon Wear 3100 Smartwatch Chip Promises Up To 2 Days of Battery Life (venturebeat.com) 45

Qualcomm has unveiled the long-awaited successor to its Snapdragon Wear 2100 smartwatch chipset, the Snapdragon Wear 3100. The new high-end chipset is "based on a brand-new architecture Qualcomm claims is the most efficient it's ever created, optimized for wearables-specific use cases like step tracking, heart rate monitoring, and always-on connectivity," reports VentureBeat. From the report: [T]he company's engineers stuffed the Snapdragon Wear 3100 with a four A7 cores and two secondary chips -- a digital signal processor (DSP) and an ultra-low power coprocessor (QCC1110) -- in what Qualcomm calls a "big-small-tiny" arrangement. The "big" A7 cores handle intensive, complex tasks like switching between apps, while the "small" and "tiny" DSP and coprocessor perform sensor fusion and other background chores. The way Pankaj Kedia, senior director and business lead at Qualcomm's Smart Wearable division, tells it, the coprocessor -- a diminutive 5.2mm x 4mm chip that's the product of more than five years of research -- is the inarguable showrunner. It taps a Qualcomm-designed memory module that draws a mere 0.6 volts of power, and it's altogether 20 times more power-efficient than the A7 cores.

It's principally meant for light workloads like listening for the wake phrases that precede voice commands ("OK, Google"), streaming music in the background, and updating digital watch faces. However, it's designed to be extensible -- OEMs can tap the coprocessor for real-time sleep and activity monitoring, for example, or for heart rate tracking. The coprocessor -- along with the DSP and A7 cores -- drive three smartwatch operating modes intended to boost battery life. Enhanced ambient mode displays a basic watch face UI in up to 16 colors, with a smoothly animated second hand, live complications, and ambient brightness. Traditional watch mode dispenses with those bells and whistles in favor of a basic analog watch face. Dedicated sports mode -- which isn't available at launch, but will arrive later with sports OEMs, Kedia said -- enables core features like heart rate and GPS tracking, but nothing else.
When compared to the Wear 2100, the Wear 3100 offers significantly improved battery life. Here's a comparison (from Qualcomm) of the Wear 3100 and Wear 2100's power consumption:

-Lowest power mode: 67 percent lower
-GPS and location batching: 49 percent lower
-Keyword detection: 43 percent lower
-Clock update once per minute: 35 percent lower
-MP3 playback: 34 percent lower

"The translates to gains of about four to twelve hours in practice (depending on the form factor), or between a day and a half to two days of battery life," reports VentureBeat. "In traditional watch mode, Wear 3100 devices can last up to a week on a charge with 20 percent battery (or up to 30 days with full battery), according to Qualcomm, or 15 hours in dedicated sports mode (with a 450mAh battery)." Some other features include a new more-accepted NFC chip, an improved 4G LTE modem, and a new power management system to improve the efficiency of charging. We can expect the 3100 to appear in smartwatches "this holiday season."

Ajit Pai Helped Charter Kill Consumer-Protection Rules In Minnesota (arstechnica.com) 116

An anonymous reader quotes a report from Ars Technica: A court ruling that limits state regulation of cable company offerings was praised by Federal Communications Commission Chairman Ajit Pai, who says the ruling supports his contention that the FCC can preempt state-level net neutrality rules. The new court ruling found that Minnesota's state government cannot regulate VoIP phone services offered by Charter and other cable companies because VoIP is an "information service" under federal law. Pai argues that the case is consistent with the FCC's attempt to preempt state-level net neutrality rules, in which the commission reclassified broadband as a Title I information service instead of a Title II telecommunications service.

The ruling was issued Friday by the US Court of Appeals for the 8th Circuit, following a lawsuit filed by Charter Communications against the Minnesota Public Utilities Commission (MPUC). A three-judge panel ruled against Minnesota in a 2-1 vote -- the FCC had filed a brief supporting Charter's position in the case. "[F]ederal law for decades has recognized that states may not regulate information services," Pai said in response to the ruling. "The 8th Circuit's decision is important for reaffirming that well-established principle: '[A]ny state regulation of an information service conflicts with the federal policy of non-regulation' and is therefore preempted."
Pai said the ruling "is wholly consistent with the approach the FCC has taken under Democratic and Republican Administrations over the last two decades, including in last year's Restoring Internet Freedom order." The commission says the reclassification should preempt any such attempts at regulating broadband at the state level.
