Is Xbox Betting on Cross-Platform Gaming? (cnbc.com) 26

A "slew of layoffs, price hikes and studio closures" for Microsoft's Xbox "have led many to declare — not for the first time — that the Xbox is dead," reports CNBC.

Or is it just changing its business model? The company's overall gaming revenue decreased 2% year-over-year, with a 29% dip in Xbox hardware sales, according to Microsoft's first-quarter earnings for fiscal 2026. The broader console industry has been in a major slump, with hardware spending down 27% year-over-year in November, which is typically a busy shopping month, according to a recent report from research firm Circana. It was the worst November in two decades, IGN reported, citing Circana data. Combined Switch and Switch 2 unit sales were down more than 10% during the month and PS5 sales were down more than 40%, IGN said. But the Xbox Series hardware took the biggest beating, with a dramatic 70% drop in sales...Microsoft's Xbox Series S and Series X, at 1.7 million units, couldn't outsell the original Nintendo Switch, which launched in 2017 and has sold 3.4 million units so far this year, data from game sales tracking site VGChartz estimated...

Microsoft CEO Satya Nadella said in a recent interview with the TBPN podcast that the company's gaming business model will look to be "everywhere in every platform," from consoles to TV to mobile. His comments also hinted that the next Xbox may function more like a PC. "It's kind of funny people think about the console and PC as two different things," Nadella said. "We built a console because we wanted to build a better PC, which could then perform for gaming. So I kind of want to revisit some of that conventional wisdom...." A source familiar with Xbox strategy told CNBC that the company is looking at creating an open system that enables players to jump between console, PC and cloud gaming — and any form of entertainment beyond gaming. [Wedbush analyst Michael Pachter told CNBC] that while Microsoft is not completely abandoning hardware, the company is splitting its audience into existing buyers interested in specialized consoles and everyone else.

Xbox Game Pass subscription service, which gives subscribers access to games from a variety of publishers, is a clear example of this strategy... The growth in cloud gaming has been blistering. Xbox reported a record 34 million Game Pass subscribers in 2024 and a total Game Pass revenue of almost $5 billion over the last fiscal year. Xbox said in a November blog post that the number of cloud gaming hours from Game Pass subscribers was up 45% compared to the same time last year. The Microsoft subsidiary also said console players are "spending 45% more time cloud streaming on console and 24% more on other devices..."

Despite gaming's scaling limitations, Microsoft seems committed to doing what it has done with the rest of its products — moving it to the cloud... [Xbox President Sarah] Bond recently said in an interview with Mashable that the idea of exclusive games is "antiquated" as the company has leaned into cross-platform gaming... Xbox is betting that cloud and cross-platform gaming are the future. For a decade, claims have been made about the death of the Xbox, and what comes next could fully spell the end, or bring a metamorphosis.

MIT Grieves Shooting Death of Renowned Director of Plasma Science Center (theguardian.com) 64

An anonymous reader quotes a report from the Guardian: The Massachusetts Institute of Technology (MIT) community is grieving after the "shocking" shooting death of the director of its plasma science and fusion center, according to officials. Nuno FG Loureiro, 47, had been shot multiple times at his home in the affluent Boston suburb of Brookline on Monday night when police said they received a call to investigate. Emergency responders brought Loureiro to a hospital, and the award-winning scientist was pronounced dead there Tuesday morning, the Norfolk county district attorney's office said in a statement.

The Boston Globe reported speaking with a neighbor of Loureiro who heard gunshots, found the academic lying on his back in the foyer of their building and then called for help alongside the victim's wife. The statement from the Norfolk district attorney's office said an investigation into Loureiro's slaying remained ongoing later Tuesday. But the agency did not immediately release any details about a possible suspect or motive in the killing, which gained widespread attention across academic circles, the US and in Loureiro's native Portugal.

Portugal's minster of foreign affairs announced Loureiro's death in a public hearing Tuesday, as CNN reported. Separately, MIT president Sally Kornbluth issued a university-wide letter expressing "great sadness" over the death of Loureiro, whose survivors include his wife. "This shocking loss for our community comes in a period of disturbing violence in many other places," said Kornbluth's letter, released after a weekend marred by deadly mass shootings at Brown University in Rhode Island -- about 50 miles away from MIT -- as well as on Australia's Bondi Beach. The letter concluded by providing a list of mental health resources, saying: "It's entirely natural to feel the need for comfort and support."

Is Netflix Trying to Buy Warner Bros. or Kill It? (variety.com) 58

Why does Netflix want to buy Warner Bros, asks the chief film critic at the long-running motion-picture magazine Variety. "It is hard, at this moment, to resist the suspicion that the ultimate reason... is to eliminate the competition." [Warner Bros. is] one of the only companies that's keeping movies as we've known them alive... Some people think movies are going the way of the horse-and-buggy. A company like Warner Bros. has been the tangible proof that they're not. Ted Sarandos, the co-CEO of Netflix, has a different agenda. He has been unabashed about declaring that the era of movies seen in movie theaters is an antiquated concept. This is what he believes — which is fine. I think a more crucial point is that this is what he wants.

The Netflix business strategy isn't simply about being the most successful streaming company. It's about changing the way people watch movies; it's about replacing what we used to call moviegoing with streaming. (You could still call it moviegoing, only now you're just going into your living room.) It in no way demonizes Sarandos — he'd probably take it as a compliment — to say that there's a world-domination aspect to the Netflix grand strategy. Sarandos's vision is to have the entire planet wired, with everyone watching movies and shows at home. There's a school of thought that sees this an advance, a step forward in civilization. "Remember the days when we used to have to go out to a movie theater? How funny! Now you can just pop up a movie — no trailers! — with the click of a remote...."

Once he owns Warner Bros., will Sarandos keep using the studio to make movies that enjoy powerful runs in theaters the way Sinners and Weapons and One Battle After Another did? In the statement he made to investors and media today, Sarandos said, "I'd say right now, you should count on everything that is planned on going to the theater through Warner Bros. will continue to go to the theaters through Warner Bros." He added, "But our primary goal is to bring first-run movies to our members, because that's what they're looking for." Not exactly a ringing declaration of loyalty to the religion of cinema. And given Sarandos's track record, there is no reason to believe that he will suddenly change his spots.

A letter sent to Congress by a group of anonymous Hollywood producers, who voiced "grave concerns" about Netflix buying Warner Bros., stated, "They have no incentive to support theatrical exhibition, and they have every incentive to kill it." If that happens, though, I have no doubt that Sarandos will be smart enough to do it gradually. Warner Bros. films will probably be released in a "normal" fashion...for a while. Maybe a year or two. But five years from now? There is good reason to believe that by then, a "Warner Bros. movie," even a DC comic-book extravaganza, would be a streaming-only release, or maybe a two-weeks-in-theaters release, all as a more general way of trying to shorten the theatrical window, which could be devastating to the movie business.

Do we know all this to be true? No, but the indicators are somewhat overpowering. (He's been explicit about the windows...)

An anonymous group of "concerned feature film producers" sent an open letter to Congress warning Netflix would "effectively hold a noose around the theatrical marketplace," reports Variety.

And CNN also got this quote from Cinema United, a trade association that represents more than 30,000 movie screens in the United States. "Netflix's stated business model does not support theatrical exhibition," Cinema United President/CEO Michael O'Leary said in a statement. "In fact, it is the opposite."

Trump Wants Asia's 'Cute' Kei Cars To Be Made and Sold In US (bloomberg.com) 206

Bloomberg reports: President Donald Trump, apparently enamored by the pint-sized Kei cars he saw during his recent trip to Japan, has paved the way for them to be made and sold in the U.S., despite concerns that they're too small and slow to be driven safely on American roads. "They're very small, they're really cute, and I said "How would that do in this country?'" Trump told reporters on Wednesday at the White House, as he outlined plans to relax stringent Biden-era fuel efficiency standards.

"But we're not allowed to make them in this country and I think you're gonna do very well with those cars, so we're gonna approve those cars," he said, adding that he's authorized Transportation Secretary Sean Duffy to approve production. [...] In response to Trump's latest order, Duffy said his department has "cleared the deck" for Toyota Motor Corp. and other carmakers to build and sell cars in the U.S. that are "smaller, more fuel-efficient." Trump's seeming embrace of Kei cars is the latest instance of passenger vehicles being used as a geopolitical bargaining chip between the U.S. and Japan.
"This makes a lot of sense in urban settings, especially when electrified," comments sinij. "Hopefully these are restricted from the highway system."

The report notes that these Kei cars generally aren't allowed in the U.S. as new vehicles because they don't meet federal crash-safety and performance standards, and many states restrict or ban them due to concerns that they're too small and slow for American roads. However, they can be imported if they're over 25 years old, but then must abide by state rules that often limit them to low speeds or private property use.

Republicans Drop Trump-Ordered Block On State AI Laws From Defense Bill 78

An anonymous reader quotes a report from Ars Technica: A Donald Trump-backed push has failed to wedge a federal measure that would block states from passing AI laws for a decade into the National Defense Authorization Act (NDAA). House Majority Leader Steve Scalise (R-La.) told reporters Tuesday that a sect of Republicans is now "looking at other places" to potentially pass the measure. Other Republicans opposed including the AI preemption in the defense bill, The Hill reported, joining critics who see value in allowing states to quickly regulate AI risks as they arise.

For months, Trump has pressured the Republican-led Congress to block state AI laws that the president claims could bog down innovation as AI firms waste time and resources complying with a patchwork of state laws. But Republicans have continually failed to unite behind Trump's command, first voting against including a similar measure in the "Big Beautiful" budget bill and then this week failing to negotiate a solution to pass the NDAA measure. [...]

"We MUST have one Federal Standard instead of a patchwork of 50 State Regulatory Regimes," Trump wrote on Truth Social last month. "If we don't, then China will easily catch us in the AI race. Put it in the NDAA, or pass a separate Bill, and nobody will ever be able to compete with America." If Congress bombs the assignment to find another way to pass the measure, Trump will likely release an executive order to enforce the policy. Republicans in Congress had dissuaded Trump from releasing a draft of that order, requesting time to find legislation where they believed an AI moratorium could pass.
"The controversial proposal had faced backlash from a nationwide, bipartisan coalition of state lawmakers, parents, faith leaders, unions, whistleblowers, and other public advocates," the NDAA, a bipartisan group that lobbies for AI safety laws, said in a press release.

This "widespread and powerful" movement "clapped back" at Republicans' latest "rushed attempt to sneak preemption through Congress," Brad Carson, ARI's president, said, because "Americans want safeguards that protect kids, workers, and families, not a rules-free zone for Big Tech."

Seven Years Later, Airbus is Still Trying To Kick Its Microsoft Habit (theregister.com) 92

Breaking free from Microsoft is harder than it looks. Airbus began migrating its 100,000-plus workforce from Office to Google Workspace more than seven years ago and it still hasn't completed the switch. The Register: As we exclusively revealed in March 2018, the aerospace giant told 130,000 employees it was ditching Microsoft's productivity tools for Google's cloud-based alternatives. Then-CEO Tom Enders predicted migration would finish in 18 months, a timeline that, in hindsight, was "extremely ambitious," according to Catherine Jestin, Airbus's executive vice president of digital.

Today, more than two-thirds of Airbus's 150,000 employees have fully transitioned, but significant pockets continue to use Microsoft in parallel. Finance, for example, still relies on Excel because Google Sheets can't handle the necessary file sizes, as some spreadsheets involve 20 million cells. "Some of the limitations was just the number of cells that you could have in one single file. We'll definitely start to remove some of the work," Jestin told The Register.

NATO Taps Google For Air-Gapped Sovereign Cloud (theregister.com) 14

NATO has hired Google to provide "air-gapped" sovereign cloud services and AI in "completely disconnected, highly secure environments." From a report: The Chocolate Factory will support the military alliance's Joint Analysis, Training, and Education Centre (JATEC) in a move designed to improve its digital infrastructure and strengthen its data governance. NATO was formed in 1949 after Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom, and the United States signed the North Atlantic Treaty. Since then, 20 more European countries have joined, most recently Finland and Sweden. US President Donald Trump has criticized fellow members' financial contribution to the alliance and at times cast doubt over how likely the US is to defend its NATO allies.

In an announcement this week, Google Cloud said the "significant, multimillion-dollar contract" with the NATO Communication and Information Agency (NCIA) would offer highly secure, sovereign cloud capabilities. The agreement promises NATO "uncompromised data residency and operational controls, providing the highest degree of security and autonomy, regardless of scale or complexity," the statement said.

Iran Begins Cloud Seeding To Induce Rain Amid Historic Drought (bbc.com) 36

Authorities in Iran have sprayed clouds with chemicals to induce rain, in an attempt to combat the country's worst drought in decades. From a report: Known as cloud-seeding, the process was conducted over the Urmia lake basin on Saturday, Iran's official news agency Irna reported. Urmia is Iran's largest lake, but has largely dried out leaving a vast salt bed. Further operations will be carried out in east and west Azerbaijan, the agency said.

Rainfall is at record lows and reservoirs are nearly empty. Last week President Masoud Pezeshkian warned that if there is not enough rainfall soon, Tehran's water supply could be rationed and people may be evacuated from the capital. Cloud seeding involves injecting chemical salts including silver or potassium iodide into clouds via aircraft or through generators on the ground. Water vapour can then condense more easily and turn into rain. The technique has been around for decades, and the UAE has used it in recent years to help address water shortages. Iran's meteorological organisation said rainfall had decreased by about 89% this year compared with the long-term average, Irna reported.

Microsoft Executives Discuss How AI Will Change Windows, Programming -- and Society (windowscentral.com) 69

"Windows is evolving into an agentic OS," Microsoft's president of Windows Pavan Davuluri posted on X.com, "connecting devices, cloud, and AI to unlock intelligent productivity and secure work anywhere."

But former Uber software engineer and engineering manager Gergely Orosz was unimpressed. "Can't see any reason for software engineers to choose Windows with this weird direction they are doubling down on. So odd because Microsoft has building dev tools in their DNA... their OS doesn't look like anything a builder who wants OS control could choose. Mac or Linux it is for devs."

Davuluri "has since disabled replies on his original post..." notes the blog Windows Central, "which some people viewed as an attempt to shut out negative feedback." But he also replied to that comment... Davuluri says "we care deeply about developers. We know we have work to do on the experience, both on the everyday usability, from inconsistent dialogs to power user experiences. When we meet as a team, we discuss these pain points and others in detail, because we want developers to choose Windows..." The good news is Davuluri has confirmed that Microsoft is listening, and is aware of the backlash it's receiving over the company's obsession with AI in Windows 11. That doesn't mean the company is going to stop with adding AI to Windows, but it does mean we can also expect Microsoft to focus on the other things that matter too, such as stability and power user enhancements.
Elsewhere on X.com, Microsoft CEO Satya Nadella shared his own thoughts on "the net benefit of the AI platform wave ." The Times of India reports: Nadella said tech companies should focus on building AI systems that create more value for the people and businesses using them, not just for the companies that make the technology. He cited Bill Gates to emphasize the same: "A platform is when the economic value of everybody that uses it exceeds the value of the company that creates it."Tesla CEO Elon Musk responded to Nadella's post with a facepalm emoji.

Nadella said this idea matters even more during the current AI boom, where many firms risk giving away too much of their own value to big tech platforms. "The real question is how to empower every company out there to build their own AI-native capabilities," he wrote. Nadella says Microsoft's partnership with OpenAI is an example of zero-sum mindset industry... [He also cited Microsoft's "work to bring AMD into the fleet."]

Of course, the real test of this era won't be when another tech company breaks a valuation record. It will be when the overall economy and society themselves reach new heights. When a pharma company uses AI in silico to bring a new therapy to market in one year instead of twelve. When a manufacturer uses AI to redesign a supply chain overnight. When a teacher personalizes lessons for every student. When a farmer predicts and prevents crop failure.That's when we'll know the system is working.

Let us move beyond zero-sum thinking and the winner-take-all hype and focus instead on building broad capabilities that harness the power of this technology to achieve local success in each firm, which then leads to broad economic growth and societal benefits. And every firm needs to make sure they have control of their own destiny and sovereignty vs just a press release with a Tech/AI company or worse leak all their value through what may seem like a partnership, except it's extractive in terms of value exchange in the long run.

A New Ion-Based Quantum Computer Makes Error Correction Simpler (technologyreview.com) 10

An anonymous reader quotes a report from MIT Technology Review: The US- and UK-based company Quantinuum today unveiled Helios, its third-generation quantum computer, which includes expanded computing power and error correction capability. Like all other existing quantum computers, Helios is not powerful enough to execute the industry's dream money-making algorithms, such as those that would be useful for materials discovery or financial modeling. But Quantinuum's machines, which use individual ions as qubits, could be easier to scale up than quantum computers that use superconducting circuits as qubits, such as Google's and IBM's. "Helios is an important proof point in our road map about how we'll scale to larger physical systems," says Jennifer Strabley, vice president at Quantinuum, which formed in 2021 from the merger of Honeywell Quantum Solutions and Cambridge Quantum. Honeywell remains Quantinuum's majority owner.

Located at Quantinuum's facility in Colorado, Helios comprises a myriad of components, including mirrors, lasers, and optical fiber. Its core is a thumbnail-size chip containing the barium ions that serve as the qubits, which perform the actual computing. Helios computes with 98 barium ions at a time; its predecessor, H2, used 56 ytterbium qubits. The barium ions are an upgrade, as they have proven easier to control than ytterbium. These components all sit within a chamber that is cooled to about 15 Kelvin (-432.67 ), on top of an optical table. Users can access the computer by logging in remotely over the cloud. [...] Helios is noteworthy for its qubits' precision, says Rajibul Islam, a physicist at the University of Waterloo in Canada, who is not affiliated with Quantinuum. The computer's qubit error rates are low to begin with, which means it doesn't need to devote as much of its hardware to error correction. Quantinuum had pairs of qubits interact in an operation known as entanglement and found that they behaved as expected 99.921% of the time. "To the best of my knowledge, no other platform is at this level," says Islam.

[...] Besides increasing the number of qubits on its chip, another notable achievement for Quantinuum is that it demonstrated error correction "on the fly," says David Hayes, the company's director of computational theory and design, That's a new capability for its machines. Nvidia GPUs were used to identify errors in the qubits in parallel. Hayes thinks that GPUs are more effective for error correction than chips known as FPGAs, also used in the industry. Quantinuum has used its computers to investigate the basic physics of magnetism and superconductivity. Earlier this year, it reported simulating a magnet on H2, Quantinuum's predecessor, with the claim that it "rivals the best classical approaches in expanding our understanding of magnetism." Along with announcing the introduction of Helios, the company has used the machine to simulate the behavior of electrons in a high-temperature superconductor.
Quantinuum is expanding its Helios line with a new system in Minnesota. It's also started developing its fourth-generation quantum computer, Sol, set for 2027 with 192 qubits. Then, a fifth-generation system, Apollo, is expected in 2029 with thousands of qubits and full fault tolerance.

Trump Re-Nominates Billionaire Jared Isaacman To Run NASA (cbsnews.com) 133

President Trump has re-nominated tech billionaire and private astronaut Jared Isaacman to lead NASA, reversing his earlier withdrawal over concerns about Isaacman's political affiliations. CBS News reports: Mr. Trump nominated Isaacman to the Senate-confirmed post last year, but announced in late May he had decided to withdraw Isaacman after a "thorough review" of his "prior associations." Weeks after the withdrawal, the president went further in expressing his concerns about Isaacman's credentials. At the time, Mr. Trump acknowledged that he thought Isaacman "was very good," but had been "surprised to learn" that Isaacman was a "blue-blooded Democrat, who had never contributed to a Republican before." Mr. Trump made no mention of his previous decision to nominate and then withdraw Isaacman in his Tuesday evening announcement of the re-nomination on his Truth Social platform. "This evening, I am pleased to nominate Jared Isaacman, an accomplished business leader, philanthropist, pilot, and astronaut, as Administrator of NASA," Trump posted. "Jared's passion for Space, astronaut experience, and dedication to pushing the boundaries of exploration, unlocking the mysteries of the universe, and advancing the new Space economy, make him ideally suited to lead NASA into a bold new Era."

Senator Blocks Trump-Backed Effort To Make Daylight Saving Time Permanent (politico.com) 167

An anonymous reader quotes a report from Politico: Sen. Tom Cotton wasn't fast enough in 2022 to block Senate passage of legislation that would make daylight saving time permanent. Three years later, he wasn't about to repeat that same mistake. The Arkansas Republican was on hand Tuesday afternoon to thwart a bipartisan effort on the chamber floor to pass a bill that would put an end to changing the clocks twice a year, including this coming Sunday. [...] A cross-party coalition of lawmakers has been trying for years to make daylight saving time the default, which would result in more daylight in the evening hours with less in the morning, plus bring to a halt to biannual clock adjustments.

President Donald Trump endorsed the concept this spring, calling the changing of the clocks "a big inconvenience and, for our government, A VERY COSTLY EVENT!!!" His comments coincided with a hearing, then a markup, of Scott's legislation in the Senate Commerce Committee. It set off an intense lobbying battle in turn, pitting the golf and retail industries -- which are advocating for permanent daylight saving time -- against the likes of sleep doctors and Christian radio broadcasters -- who prefer standard time.
"If permanent Daylight Savings Time becomes the law of the land, it will again make winter a dark and dismal time for millions of Americans," said Cotton in his objection to a request by Sen. Rick Scott (R-Fla.) to advance the bill by unanimous consent. "For many Arkansans, permanent daylight savings time would mean the sun wouldn't rise until after 8:00 or even 8:30am during the dead of winter," Cotton continued. "The darkness of permanent savings time would be especially harmful for school children and working Americans."

Westinghouse Is Claiming a Nuclear Deal Would See $80 Billion of New Reactors (arstechnica.com) 50

An anonymous reader quotes a report from Ars Technica: On Tuesday, Westinghouse announced that it had reached an agreement with the Trump administration that would purportedly see $80 billion of new nuclear reactors built in the US. And the government indicated that it had finalized plans for a collaboration of GE Vernova and Hitachi to build additional reactors. Unfortunately, there are roughly zero details about the deal at the moment. The agreements were apparently negotiated during President Trump's trip to Japan. An announcement of those agreements indicates that "Japan and various Japanese companies" would invest "up to" $332 billion for energy infrastructure. This specifically mentioned Westinghouse, GE Vernova, and Hitachi. This promises the construction of both large AP1000 reactors and small modular nuclear reactors. The announcement then goes on to indicate that many other companies would also get a slice of that "up to $332 billion," many for basic grid infrastructure. The report notes that no reactors are currently under construction and Westinghouse's last two projects ended in bankruptcy. According to the Financial Times, the government may share in profits and ownership if the deal proceeds.

Russia Accused of Severing Ukrainian Nuclear Power Plant's Link, as Energy Remains a 'Key Battleground' (usnews.com) 69

It's the largest nuclear power plant in Europe. But "Ukraine's foreign minister accused Russia on Sunday of deliberately severing the external power line to the Russian-held Zaporizhzhia nuclear power station," reports Reuters, "in order to link the plant to Moscow's power grid." Ukrainian Foreign Minister Andrii Sybiha said Moscow was attempting to test a reconnection to Russia's grid. Ukraine has long feared that Moscow would try to redirect the plant's output to its grid. But Russian officials have denied any intention of trying to restart the plant, seized by Moscow's forces in the early weeks of the February 2022 invasion of Ukraine.

The plant produces no electricity at the moment, but has been without an external electricity source for nearly three weeks. Officials have relied on emergency diesel generators to secure the power needed to keep the fuel cool inside the facility and guard against a meltdown. "Russia intentionally broke the plant's connection with the Ukrainian grid in order to forcefully test reconnection with the Russian grid," Sybiha wrote on X in English. He denounced the "attempted theft of a peaceful Ukrainian nuclear facility".... Each side has accused the other of shelling that caused the line outage.

Russia's continued occupation of the Zaporizhzhia nuclear power plant deprived Ukraine of a quarter of its generating capacity, according to a report from the Brookings Institute — calling Ukraine's energy sector "a key battleground" in the war. The Russian invasion began on the very day that Ukraine launched its so-called island test. This involved completely isolating the Ukrainian and Moldovan power systems from their neighbors to check whether the system was stable. This is a mandatory procedure prior to synchronization with the European grid... Despite this, Ukraine managed not only to militarily defend itself but also to maintain grid stability in wartime conditions and implement all the solutions necessary for an unprecedented synchronization on March 16, 2022.
In 2022 a former commissioner of the U.S. Nuclear Regulatory Commission (from 1998 to 2007) even argued in the Wall Street Journal that "An unappreciated motive for Russia's invasion of Ukraine is that Kyiv was positioning itself to break from its longtime Russian nuclear suppliers..." At the time of the invasion, Westinghouse supplied fuel to six of the 15 [Ukrainian] nuclear reactors and could displace the Russians in all of them. The U.S. government had been highly supportive of this effort, and these fuel contracts represented hundreds of millions of dollars in yearly lost sales to Atomstroyexport [a nuclear exporter that's a subsidiary of Russian state corporation Rosatom]. By seizing the nuclear plants, Russia is able to retake the market for Ukrainian nuclear fuel.

Most important, Westinghouse, with support from the U.S., was in a position to build nuclear reactors in Ukraine over the next two decades. On Aug. 31, 2021, Energy Secretary Jennifer Granholm and her Ukrainian counterpart, Herman Halushchenko, signed a strategic cooperation agreement to build five nuclear units with a value, according to the World Nuclear Association, of more than $30 billion. The timing is telling. In November 2021, Ukraine's leaders signed a deal with Westinghouse to start construction on what they hoped would be at least five nuclear units — the first tranche of a program that could more than double the number of plants in the country, with a potential total value approaching $100 billion. Ukraine clearly intended that Russia receive none of that business.

A radical change did not occur until 2014, when Ukrainians overthrew the pro-Russian president, Viktor Yanukovych. In the decade since then, Ukraine has pursued a policy of European Union (EU) integration with determination and without interruption... The real prospect of an improvement in the quality of life and development of Ukraine through integration with the EU and NATO was unacceptable to Russia, which first annexed Crimea and covertly attacked the Ukrainian Donbas, before launching a full-scale invasion of Ukraine on February 24, 2022. Russia's in-depth knowledge of the Ukrainian power system, dating back to the Soviet Union, was used to carry out a well-planned operation to cut off electricity to Ukrainians.

The aim was to break the morale of Ukrainians to continue defending themselves and to collapse the economy so that it could not support the Ukrainian military effort. Ironically, however, the size of the energy system, which had been scaled up in case of war, and the enormous Western support, unexpectedly ensured its resilience to Russian attacks.

Although they note that "During the first two years of the war, Russia fired nearly 2,000 missiles and drones at Ukrainian energy infrastructure... "

And this week in Ukraine, damage to substations, power plants and oil depot temporarily cut off electricity for hundreds of thousands of Ukrainian homes and businesses, reports the UN. American companies have begun cutting middle management positions at rates not seen in years. Google eliminated 35% of managers overseeing teams of fewer than three in August. Fiverr announced in September it would shed managers to focus on AI. Amazon trimmed its management ranks throughout the year and cut positions at its cloud-computing division in July. Meta's Mark Zuckerberg has complained about managers managing managers since 2023.

Phrases relating to reducing management layers appeared 98 times on earnings calls of companies in the S&P global index this year, twice the frequency of all of 2022. The cuts stem partly from an uncertain economic environment and President Donald Trump's tariff regime, Economist writes. The pandemic created the conditions for the current retrenchment. Companies furloughed staff during Covid-19 and then hired rapidly to meet demand for e-commerce and digital services. They promoted employees to management positions to retain talent even when those managers supervised only one or two subordinates. Between 2019 and 2024, five of the ten fastest-growing job categories were management roles. Since November 2022, listed American companies have cut middle-management positions by around 3% on average.

A computer-generated actress appearing in Instagram shorts now has a talent agent, reports the Los Angeles Times.

The massive screen actors union SAG-AFTRA "weighed in with a withering response." SAG-AFTRA believes creativity is, and should remain, human-centered. The union is opposed to the replacement of human performers by synthetics.

To be clear, "Tilly Norwood" is not an actor, it's a character generated by a computer program that was trained on the work of countless professional performers — without permission or compensation. It has no life experience to draw from, no emotion and, from what we've seen, audiences aren't interested in watching computer-generated content untethered from the human experience. It doesn't solve any "problem" — it creates the problem of using stolen performances to put actors out of work, jeopardizing performer livelihoods and devaluing human artistry.

Additionally, signatory producers should be aware that they may not use synthetic performers without complying with our contractual obligations, which require notice and bargaining whenever a synthetic performer is going to be used.

"They are taking our professional members' work that has been created, sometimes over generations, without permission, without compensation and without acknowledgment, building something new," SAG-AFTRA President Sean Astin told the Los Angeles Times in an interview: "But the truth is, it's not new. It manipulates something that already exists, so the conceit that it isn't harming actors — because it is its own new thing — ignores the fundamental truth that it is taking something that doesn't belong to them," Astin said. "We want to allow our members to benefit from new technologies," Astin said. "They just need to know that it's happening. They need to give permission for it, and they need to be bargained with...."

Some actors called for a boycott of any agents who decide to represent Norwood. "Read the room, how gross," In the Heights actor Melissa Barrera wrote on Instagram. "Our members reserve the right to not be in business with representatives who are operating in an unfair conflict of interest, who are operating in bad faith," Astin said.

But this week the head of a new studio from startup Luma AI "said all the big companies and studios were working on AI assisted projects," writes Deadline — and then claimed "being under NDA, she was not in a position to announce any of the details."

Colorado Deploys Self-Driving Crash Trucks To Protect Highway Workers (denvergazette.com) 61

Colorado unveiled an autonomous crash-protection truck designed to absorb highway work zone collisions, removing human drivers from one of the most dangerous road maintenance roles. The Denver Gazette reports: At a press event in Falcon on Monday, the Colorado Department of Transportation demonstrated an autonomous truck-mounted attenuator -- a driverless crash-protection vehicle designed to absorb impacts in roadside work areas. These trucks are already in the state's fleet, but previously required a worker in the cab, leaving them exposed during crashes. "These vehicles are designed to get hit so people don't have to," said Kay Kelly, CDOT's chief of innovative mobility. "We want to remove the human from that truck whenever possible."

[...] Colorado pioneered this technology in 2017, becoming the first state to test it. Developed by San Diego-based defense contractor Kratos Defense, the company started on autonomous follower systems in 2012 and installed its initial version in Colorado in 2013, according to Maynard Factor, Kratos' vice president of business development. The system uses sensors, actuators, and video links, allowing the unmanned crash truck to trail directly behind a paint-striping or maintenance vehicle. The lead vehicle records its route and transmits navigation data to the follower. Both are equipped with global positioning system and communication tools, with the lead driver monitoring via video feed.

"It's a convoy system," Factor said. "The leader does the work, while the driverless vehicle mirrors its path. This protects the operator with the crash truck instead of sitting inside it." Sensors detect objects darting into the lane, triggering an automatic stop. Operators can pause or override via a user interface featuring forward-facing cameras on the autonomous truck and rear-facing ones on the work vehicle. The trucks, existing state assets, are driven to sites and then switched to autonomous mode. Outfitting each with the technology costs about $1 million, excluding the base vehicle and crash absorber.

Supreme Court Allows Trump to Fire Remaining Democrat On FTC (npr.org) 180

The Supreme Court has temporarily allowed President Trump to fire Rebecca Slaughter, the last Democrat on the FTC. "The court's action is technically temporary, since the justices said they will hear arguments in the case in December, but every indication is that the conservative court majority will use the case to reverse a major Supreme Court precedent that dates back almost a century," reports NPR. From the report: Congress created the FTC and lots of other agencies to be multi-member, bipartisan regulatory agencies. And the Supreme Court in 1935 upheld those statutes ruling ruled against then-President Franklin D. Roosevelt's claim that he could fire FTC commissioners at will. In a unanimous opinion at the time, the court said Congress acted within its powers in declaring that a commissioner could only be fired for misconduct -- not for a policy disagreement. But now, prodded by President Trump, the court's six-member conservative majority seems poised to remake the way independent agencies operate. And if the handwriting on the wall is as clear as it seems to be, the independent agencies won't be independent. Their membership will be subject to the will of the president.

The court's action Monday was hardly subtle. While the lower courts had ruled that the president could not fire Slaughter, under the court's 1935 precedent, the conservative Supreme Court majority allowed the president to fire her. Indeed, her name isn't even on the FTC website anymore. And the court so far has allowed Trump to fire other agency board members. In short, the justices are not playing hide-the-ball. And it's a good bet that the court will reverse the 1935 precedent, which until now had been reaffirmed multiple times. The result will be that whereas in the past, these agencies had to be bipartisan, with a minority of opposition party members, now there will be no such requirement. In short, Trump can name all the agency members. And if his successor is a Democrat, he or she can fire all the Republicans.

Apple Watch's New High Blood Pressure Notifications Developed With AI (msn.com) 34

Many Apple Watches will soon be able to alert users about possible high blood pressure, reports Reuters — culminating six years of research and development: Apple used AI to sort through the data from 100,000 people enrolled in a heart and movement study it originally launched in 2019 to see whether it could find features in the signal data from the watch's main heart-related sensor that it could then match up with traditional blood pressure measurements, said Sumbul Ahmad Desai [Apple's vice president of health]. After multiple layers of machine learning, Apple came up with an algorithm that it then validated with a specific study of 2,000 participants.

Apple's privacy measures mean that "one of the ironies here is we don't get a lot of data" outside of the context of large-scale studies, Desai said. But data from those studies "gives us a sense of, scientifically, what are some other signals that are worth pulling the thread on ... those studies are incredibly powerful."

The feature, which received approval from the U.S. Food and Drug Administration, does not measure blood pressure directly, but notifies users that they may have high blood pressure and encourages them to use a cuff to measure it and talk to a doctor. Apple plans to roll out the feature to more than 150 countries, which Ami Bhatt, chief innovation officer of the American College of Cardiology, said could help people discover high blood pressure early and reduce related conditions such as heart attacks, strokes and kidney disease. Bhatt, who said her views are her own and do not represent those of the college, said Apple appears to have been careful to avoid false positives that might alarm users. But she said the iPhone maker should emphasize that the new feature is no substitute for traditional measurements and professional diagnosis.

AI Tools Give Dangerous Powers to Cyberattackers, Security Researchers Warn (msn.com) 21

"On a recent assignment to test defenses, Dave Brauchler of the cybersecurity company NCC Group tricked a client's AI program-writing assistant into executing programs that forked over the company's databases and code repositories," reports the Washington Post.

"We have never been this foolish with security," Brauchler said... Demonstrations at last month's Black Hat security conference in Las Vegas included other attention-getting means of exploiting artificial intelligence. In one, an imagined attacker sent documents by email with hidden instructions aimed at ChatGPT or competitors. If a user asked for a summary or one was made automatically, the program would execute the instructions, even finding digital passwords and sending them out of the network. A similar attack on Google's Gemini didn't even need an attachment, just an email with hidden directives. The AI summary falsely told the target an account had been compromised and that they should call the attacker's number, mimicking successful phishing scams.

The threats become more concerning with the rise of agentic AI, which empowers browsers and other tools to conduct transactions and make other decisions without human oversight. Already, security company Guardio has tricked the agentic Comet browser addition from Perplexity into buying a watch from a fake online store and to follow instructions from a fake banking email...

Advanced AI programs also are beginning to be used to find previously undiscovered security flaws, the so-called zero-days that hackers highly prize and exploit to gain entry into software that is configured correctly and fully updated with security patches. Seven teams of hackers that developed autonomous "cyber reasoning systems" for a contest held last month by the Pentagon's Defense Advanced Research Projects Agency were able to find a total of 18 zero-days in 54 million lines of open source code. They worked to patch those vulnerabilities, but officials said hackers around the world are developing similar efforts to locate and exploit them. Some longtime security defenders are predicting a once-in-a-lifetime, worldwide mad dash to use the technology to find new flaws and exploit them, leaving back doors in place that they can return to at leisure.

The real nightmare scenario is when these worlds collide, and an attacker's AI finds a way in and then starts communicating with the victim's AI, working in partnership — "having the bad guy AI collaborate with the good guy AI," as SentinelOne's [threat researcher Alex] Delamotte put it. "Next year," said Adam Meyers, senior vice president at CrowdStrike, "AI will be the new insider threat."

In August more than 1,000 people lost data to a modified Nx program (downloaded hundreds of thousands of times) that used pre-installed coding tools from Google/Anthropic/etc. According to the article, the malware "instructed those programs to root out" sensitive data (including passwords or cryptocurrency wallets) and send it back to the attacker. "The more autonomy and access to production environments such tools have, the more havoc they can wreak," the article points out — including this quote from SentinelOne threat researcher Alex Delamotte.

"It's kind of unfair that we're having AI pushed on us in every single product when it introduces new risks."
