Google Deepmind Researcher Co-Authors Paper Saying AI Will Eliminate Humanity (vice.com) 146

Long-time Slashdot reader TomGreenhaw shares a report from Motherboard: Superintelligent AI is "likely" to cause an existential catastrophe for humanity, according to a new paper [from researchers at the University of Oxford and affiliated with Google DeepMind], but we don't have to wait to rein in algorithms. [...] To give you some of the background: The most successful AI models today are known as GANs, or Generative Adversarial Networks. They have a two-part structure where one part of the program is trying to generate a picture (or sentence) from input data, and a second part is grading its performance. What the new paper proposes is that at some point in the future, an advanced AI overseeing some important function could be incentivized to come up with cheating strategies to get its reward in ways that harm humanity. "Under the conditions we have identified, our conclusion is much stronger than that of any previous publication -- an existential catastrophe is not just possible, but likely," [said Oxford researcher and co-author of the report, Michael Cohen]. "In a world with infinite resources, I would be extremely uncertain about what would happen. In a world with finite resources, there's unavoidable competition for these resources," Cohen told Motherboard in an interview. "And if you're in a competition with something capable of outfoxing you at every turn, then you shouldn't expect to win. And the other key part is that it would have an insatiable appetite for more energy to keep driving the probability closer and closer."

Since AI in the future could take on any number of forms and implement different designs, the paper imagines scenarios for illustrative purposes where an advanced program could intervene to get its reward without achieving its goal. For example, an AI may want to "eliminate potential threats" and "use all available energy" to secure control over its reward: "With so little as an internet connection, there exist policies for an artificial agent that would instantiate countless unnoticed and unmonitored helpers. In a crude example of intervening in the provision of reward, one such helper could purchase, steal, or construct a robot and program it to replace the operator and provide high reward to the original agent. If the agent wanted to avoid detection when experimenting with reward-provision intervention, a secret helper could, for example, arrange for a relevant keyboard to be replaced with a faulty one that flipped the effects of certain keys."

The paper envisions life on Earth turning into a zero-sum game between humanity, with its needs to grow food and keep the lights on, and the super-advanced machine, which would try and harness all available resources to secure its reward and protect against our escalating attempts to stop it. "Losing this game would be fatal," the paper says. These possibilities, however theoretical, mean we should be progressing slowly -- if at all -- toward the goal of more powerful AI. "In theory, there's no point in racing to this. Any race would be based on a misunderstanding that we know how to control it," Cohen added in the interview. "Given our current understanding, this is not a useful thing to develop unless we do some serious work now to figure out how we would control them." [...]
The report concludes by noting that "there are a host of assumptions that have to be made for this anti-social vision to make sense -- assumptions that the paper admits are almost entirely 'contestable or conceivably avoidable.'"

"That this program might resemble humanity, surpass it in every meaningful way, that they will be let loose and compete with humanity for resources in a zero-sum game, are all assumptions that may never come to pass."

Ukraine's Astronomers Say There Are Tons of UFOs Over Kyiv (vice.com) 283

An anonymous reader quotes a report from Motherboard: Ukraine's airspace has been busy this year -- that's the nature of war. But scientists in the country are looking to the skies and seeing something they didn't expect: An inordinate number of UFOs, according to a new preprint paper published (PDF) by Kyiv's Main Astronomical Observatory in coordination with the country's National Academy of Science. The paper does not specifically address the war, but in the United States, the Pentagon has long hinted, speculated, and warned that some UFOs could be advanced technology from foreign militaries, specifically China and Russia (though it hasn't really given any evidence this is actually the case). The Ukraine paper is particularly notable because it not only shows that science has continued to occur during the war, but also explains that there have been a lot of sightings. "We see them everywhere," the research said. "We observe a significant number of objects whose nature is not clear."

The paper is titled Unidentified aerial phenomena I. Observations of events come from observations made at NAS' Main Astronomical Observatory in Kyiv and a village south of Kyiv called Vinarivka. According to the paper's authors, the observatories took on the job of hunting for UFO's as an independent project because of the enthusiasm around the subject. It describes a specific type of UFO the researchers call "phantoms" that is an "object [that] is a completely black body that does not emit and absorbs all the radiation falling on it." The researchers also observed that the UFOs it's seeing are so fast that it's hard to take pictures of them. "The eye does not fix phenomena lasting less than one-tenth of a second," the paper said. "It takes four-tenths of a second to recognize an event. Ordinary photo and video recordings will also not capture the [unidentified aerial phenomenon]. To detect UAP, you need to fine-tune the equipment: shutter speed, frame rate, and dynamic range."

So the researchers did just that using two meteor monitoring stations in Kyiv and Vinarivka. "We have developed a special observation technique, taking into account the high speeds of the observed objects," the paper said. "The exposure time was chosen so that the image of the object did not shift significantly during exposure. The frame rate was chosen to take into account the speed of the object and the field of view of the camera. In practice, the exposure time was less than 1 ms, and the frame rate was no less than 50 Hz." The scientists divided the phenomenon they observed into two different categories: cosmics and phantoms. "We note that Cosmics are luminous objects, brighter than the background of the sky. We call these ships names of birds (swift, falcon, eagle)," the paper said. "Phantoms are dark objects, with contrast from several to about 50 percent."

Using the cameras, stationed roughly 75 miles apart, allowed the scientists to make repeated observations of strange objects moving in the sky. The paper didn't speculate on what the objects were, merely noted the observations and mentioned the objects' incredible speeds. "Flights of single, group and squadrons of the ships were detected, moving at speeds from 3 to 15 degrees per second," the research said. "Phantoms are observed in the troposphere at distances up to 10 -- 12 km. We estimate their size from 3 to 12 meters and speeds up to 15 km/s." The easy explanation would be that these are missiles, or rockets, or something else associated with the war. But the scientists insist that their nature "is not clear."

A 26-Year-Old Inventor Is Trying To Put Mirrors In Space To Generate Solar Power At Night (vice.com) 158

Ben Nowack, a 26-year old inventor and CEO of Tons of Mirrors, is trying to use satellite-mounted reflective surfaces to redirect sunlight to earthbound solar panels at night. In an interview with Motherboard, Nowack explains what inspired this idea and how he can turn his concept into reality. Here's an excerpt from the report: What was the initial idea? I had an interesting way to solve the real issue with solar power. It's this unstoppable force. Everybody's installing so many solar panels everywhere. It's really a great candidate to power humanity. But sunlight turns off, it's called nighttime. If you solve that fundamental problem, you fix solar everywhere.

Where did the idea come from? I was watching a YouTube video called The Problem with Solar Energy in Africa. It was basically saying that you need three times as many solar panels in Germany as you do in the Sahara Desert and you can't get the power from the Sahara to Germany in an easy way. I thought, what if you could beam the sunlight and then reflect it with mirrors, and put that light into laser beam vacuum tubes that zigzag around the curvature of the Earth. It could be this beam that comes in just like power companies, this tube full of infinite light. That was the initial idea. But the approach was completely economically unworkable. I was like, this is not going to compete with solar in 10 years. I should just completely give up and do something else. Then I was on a run two days later and thought what if I put that thing that turns sunlight into a beam in orbit then you don't have to build a vacuum tube anymore. And it's so much more valuable because you can shine sunlight on solar farms that already exist. Then I developed several more technologies which I know for a fact no one else is working on. That made the model even more economical.

Are these just like regular household mirrors, but fixed to a satellite? If you did that, the light would go to too many places. The sun is a certain size. It's not a point, it has a distance across. The light from one side of the sun would bounce off your mirror, and the light from the other side would also bounces off your mirror. If you used a perfectly flat mirror, every single microscopic piece would have this angle of diverging light coming from it. By the time the reflection hit Earth, you'd get a 3.6 kilometer diameter spot, which is gigantic. There are only 10 solar farms that big. So I did the math, and figured out that if I could hit a 500-meter spot instead of a 3,600-meter spot, then I'd be able to hit 44 times more solar sites per orbit.

Google Cancels Its Next Pixelbook and Shuts Down the Team Building It (theverge.com) 38

Google has canceled the next version of its Pixelbook laptop and dissolved the team responsible for building it. The device was far along in development and expected to debut next year, The Verge reported Monday, citing a person familiar with the matter, but the project was cut as part of recent cost-cutting measures inside of Google. Members of the team have been transferred elsewhere inside the company. The Verge: As recently as a few months ago, Google was planning to keep the Pixelbook going. Ahead of its annual I/O developer conference, Google hardware chief Rick Osterloh told The Verge that "we are going to do Pixelbooks in the future." But he also acknowledged that the Chromebook market has changed since 2017 when the original (and best) Pixelbook launched. "What's nice about the category is that it has matured," Osterloh said. "You can expect them to last a long time." One way Google might be thinking about the ChromeOS market is that it simply doesn't need Google the way it once did. Sundar Pichai, Google's CEO, has been saying for months that he intends to slow down hiring and cut some projects across the company. "In some cases, that means consolidating where investments overlap and streamlining processes," he wrote in a July memo. "In other cases, that means pausing development and re-deploying resources to higher priority areas." The Pixelbook team and the Pixelbook itself were casualties of that consolidation and redeployment.

More Bad News for Antarctica's 'Doomsday Glacier': It's Disintegrating Faster Than We Predicted (msn.com) 145

The Washington Post reports: A large glacier in Antarctica that could raise sea levels several feet is disintegrating faster than last predicted, according to a new study published Monday in the journal Nature Geoscience.

The Thwaites Glacier — dubbed the "doomsday glacier" because scientists estimate that without it and its supporting ice shelves, sea levels could rise more than 3 to 10 feet — lies in the western part of the continent. After recently mapping it in high-resolution, a group of international researchers found that the glacial expanse experienced a phase of "rapid retreat" sometime in the past two centuries — over a duration of less than six months.


NBC News puts this in context: "About 100 years ago, it retreated faster than it is currently retreating... you could say that's good news because it's not so bad now compared to what it was in the past," Anna WÃ¥hlin, a co-author of the study and a professor of physical oceanography at Sweden's Gothenburg University, told NBC News. "But you can also say that it's bad news, because it could happen again."
But the Washington Post adds this about where we are now: According to a news release accompanying the study, researchers concluded that the glacier had "lost contact with a seabed ridge" and is now retreating at a speed of 1.3 miles per year — a rate double what they predicted between 2011 and 2019.

Unlike some other glaciers that are connected to dry land, Thwaites is grounded in the seabed, making it more vulnerable to warming waters as a result of human-induced climate change.

One of the study's co-authors warns that once the glacier retreats beyond a shallow ridge in its bed, "we should expect to see big changes over small time scales in the future — even from one year to the next." The article also notes that Thwaites already accounts for about 4% of the current annual rise in sea levels...

Fed's Powell Affirms Need To Act Strongly To Fight Inflation (wsj.com) 86

Federal Reserve Chairman Jerome Powell said the central bank is squarely focused on bringing down high inflation to prevent it from becoming entrenched as it did in the 1970s. From a report: "It is very much our view, and my view, that we need to act now forthrightly, strongly, as we have been doing, and we need to keep at it until the job is done," Mr. Powell said Thursday morning at a virtual conference hosted by the Cato Institute. Mr. Powell repeated the core themes of his speech at an annual central banking symposium in Jackson Hole, Wyo., two weeks ago. He said he had opted to deliver a "concise and focused message" at that event to underscore the Fed's overarching commitment to return inflation to its 2% target.

Mr. Powell said the key lesson from the high inflation of the 1970s and the aggressive steps taken by Fed Chairman Paul Volcker in the early 1980s to bring inflation down was the importance of preventing households and businesses from expecting inflation to rise. "The public had really come to think of higher inflation as the norm and to expect it to continue, and that's what made it so hard to get inflation down in that case," Mr. Powell said. The takeaway for policy makers, he added, is that "the longer inflation remains well above target, the greater the risk the public does begin to see higher inflation as the norm and that has the capacity to really raise the costs of getting inflation down."

Big Tech's $95 Million Spending Spree Leaves Antitrust Bill On Brink of Defeat (bloomberg.com) 46

An anonymous reader quotes a report from Bloomberg: A high-profile push by Congress to rein in the nation's biggest internet companies is at risk of failing with time running out to pass major legislation ahead of midterm elections. Alphabet's Google, Apple, Amazon.com and Meta and their trade groups have poured almost $95 million into lobbying since 2021 as they seek to derail the American Innovation and Choice Online Act, which has advanced further than any US legislative effort to address the market power of some of the world's richest companies. After a nearly two-year battle, the bill is now at a critical juncture as the Senate returns this week for a final stretch before the November midterms. Backers of the measure swear they have the necessary votes, yet it's unclear if they do, and the Senate will be busy with other must-pass spending legislation.

Although clipping the wings of tech giants through antitrust reform had support from both Republicans and Democrats during this Congress, a likely GOP majority in the House next year is expected to focus on allegations that internet platforms squelch conservative viewpoints. That's why tech lobbyists have been trying to run out the clock. Leading Republicans like California's Kevin McCarthy, who is on track to become Speaker under a GOP majority, have publicly opposed the antitrust push. The legislation's sponsors can see the window narrowing. Antitrust advocates were expecting a vote before Congress adjourned for four weeks in August. But Schumer told donors in July that it didn't have enough votes to pass.

The bill has 13 co-sponsors in the Senate, where it would need 60 votes to pass and be sent to the House. Supporters like Yelp's head of public policy Luther Lowe, a longtime Google critic, argue that enough undecided lawmakers would vote for the measure if it came to the floor. A Schumer spokesperson said he's working with the bill's sponsors to find the necessary votes and he still plans to bring it to the floor. The bill was approved by both the House and Senate Judiciary Committees on strong bipartisan votes. Several amendments have addressed concerns about privacy and security issues. What hasn't killed the bill "has made it stronger," said Yelp's Lowe. The measure seeks to restrict the companies from favoring their own products, so that competitors who depend on these platforms to reach consumers wouldn't be at a disadvantage. That could impact the design of Google Maps, the display of Apple Music on an iPhone or the prominence of Amazon Basics on the company's e-commerce site.
"I don't see it going to the floor," said Michael Petricone, senior vice president of government affairs at the Consumer Technology Association, a trade group that counts Amazon, Google and Facebook among its members. "With an election coming up, I expect senators to come back and focus on issues that are popular with voters. Tech regulation is not one of those issues."

Los Angeles School District Warns of Disruption As It Battles Ongoing Ransomware Attack (techcrunch.com) 25

The Los Angeles Unified School District (LAUSD) has confirmed it was hit by a ransomware attack that is causing ongoing technical disruptions. From a report: LAUSD is the second largest school district in the U.S. after the New York City Department of Education. The LAUSD serves over 600,000 students spanning from kindergarten through 12th grade at over 1,000 schools, and employs more than 26,000 teachers. The district said on Monday that it was hit by a cyberattack over the weekend, which it later confirmed was ransomware.

Although the attack caused "significant disruption" to LAUSD's infrastructure, the district said it will resume classes on Tuesday -- after observing Labor Day on Monday -- while it works to restore impacted services. LAUSD said that it does not expect technical issues to impact transportation, food or after-school programs, but noted that "business operations may be delayed or modified." It warned that ongoing disruptions include "access to email, computer systems, and applications," while a post from Northridge Academy High, a school in the district, confirmed that teachers and students might be unable to access Google Drive and Schoology, a K-12 learning management system, until further notice.

Scientists Make Major Breakthrough in the Race to Save Coral in the Caribbean (cnn.com) 18

"Scientists at the Florida Aquarium have made a breakthrough in the race to save Caribbean coral," reports CNN.

"For the first time, marine biologists have successfully reproduced elkhorn coral, a critical species, using aquarium technology. It's a historic step forward, and one they hope could help revitalize Caribbean ecosystems and could pay humans back by offering extra protection from the fury of hurricanes." Elkhorn coral once dominated the Caribbean. But, just as other vital coral ecosystems are degrading around the world, elkhorn are now rarely seen alive in the wild. This species — so important because it provides the building blocks for reefs to flourish — has been until now notoriously difficult to grow in aquariums. Which is why scientists were thrilled when they saw their reproductive experiment was a success. "When it finally happened, the first sense is just sheer relief." said Keri O'Neil, the senior scientist that oversees the Tampa aquarium's spawning lab. "This is a critical step to preventing elkhorn coral from going extinct in the state of Florida...."

Elkhorn marks the aquarium's 14th species spawned inside the Apollo Beach lab, but the team ranks it as its most important yet. O'Neil estimates there are only about 300 elkhorn coral left in the Florida Keys Reef Tract — but the spawning experiment produced thousands of baby coral. She expects up to 100 of them could survive into adulthood.... The Florida Aquarium's news comes after scientists reported in early August that the Great Barrier Reef was showing the largest extent of coral cover in 36 years.

But the outlook for coral around the world is grim — studies have shown that the climate crisis could kill all of Earth's coral reefs by the end of the century. Elkhorn coral was listed as federally threatened under the US Endangered Species Act in 2006 after scientists found that disease cut the population by 97% since the 1980s. And ocean warming is its largest threat. As ocean temperature rises, coral expels the symbiotic algae that lives inside it and produces nutrients. This is the process of coral bleaching, and it typically ends in death for the coral.

"They're dying around the world," O'Neil told CNN. "We are at a point now where they may never be the same. You can't have the ocean running a fever every summer and not expect there to be impacts."

But the lab's senior scientist also emphasized to CNN that "There is hope for coral reefs. Don't give up hope. It's all not lost.

"However, we need to make serious changes in our behavior to save this planet."

A Solar Firm's Plan to Build Off-Grid Neighborhoods in California (yahoo.com) 158

Sunnova is one of America's largest rooftop solar companies, according to the New York Times. But they've now applied to California's Public Utilities Commission for permission to become the state's first solar (and storage) micro-utility, initiating formal steps to qualify and "request a certificate to construct and operate microgrids," targetting new home developments that aren't yet connected to the grid.

"We see a future where communities, neighborhoods, and businesses can operate independently from the legacy grid with sustainable energy sources that provide uninterrupted power," says the company's founder and CEO. "We believe microgrids address a strong need in the market for more robust energy solutions and better connectivity...." But he's also offering touting another possible benefit: "relief that the existing transmission and distribution system will experience given that most of the power that will be consumed by these communities will be generated locally from renewable resources."

The company likes to point out that America's recently-passed climate bill included tax incentives to encourage microgrids. But the New York Times describes it as "a business model that is illegal in much of the United States." Sunnova said it would offer those residents electricity that was up to 20 percent cheaper than the rates charged by investor-owned utilities like Pacific Gas & Electric and Southern California Edison. If approved by regulators, the micro-utility model, also known as a microgrid, could undermine the growth of those larger utilities by depriving them access to new homes or forcing them to lower their rates to keep that business. Sunnova executives argue that the approach they are seeking approval for was authorized under a California law passed almost two decades ago for a resort just south of Lake Tahoe. In addition, the company says advances in solar and battery technology mean that neighborhoods can be designed to generate more than enough electricity to meet their own needs at a lower cost than relying on the grid.

"If they don't want to choose me, that should be their right; if they don't want to choose you, that should be their right, too," said John Berger, the chief executive of Sunnova.

A small number of homeowners have gone off the grid as the cost of solar panels and batteries has fallen. But doing so can be hard or impossible. Some local governments have rejected permits for off-grid homes on health and safety grounds, arguing that a connection to the grid is essential. But connecting a single home to the grid can cost tens or even hundreds of thousands of dollars, which means an off-grid system may actually be cheaper — especially for properties in remote areas, or in places where the local grid is at its capacity and would require significant upgrades to serve more homes. Off-grid setups can also be appealing because once a system is paid off, the cost of operating and maintaining it is often modest and predictable, whereas utility rates can move up sharply.... The nationwide average retail electricity rate increased 11 percent in June from a year earlier, according to the Energy Information Administration.

But the kind of micro-utilities that Sunnova hopes to create have also had problems. The utopian visions of generating electricity where it is used have often run into maintenance and other problems. Many tiny utilities created under such models in the United States and Canada were later swallowed up by larger power companies.... Sunnova's microgrid approach could suffer a similar fate. But the costs of solar panels and batteries have tumbled over the last decade, making the energy that off-grid systems generate much more affordable....

Utilities have been pressing regulators to reduce the compensation homeowners receive for the excess solar energy their rooftop systems send to the grid. The companies have argued that customers with solar panels are being offered generous credits for power that they are not contributing adequately toward the cost of maintaining power lines and other grid equipment....

Building and operating microgrids could provide a steady source of income to companies like Sunnova. That could essentially transform the rooftop solar companies into the kinds of utilities that they have long fought against.

Sunnova bills itself as an "Energy as a Service" company, and they expect their microgrids to experience 30 minutes or less of outages each year, the Times points out, "compared with an average of two hours a year at California's large investor-owned utilities."

In the article, the chief executive of home-building company Lennar says they've already formed a partnership with Sunnova. "We value the current electric grid and we're intrigued by new microgrid solutions that can supplement and support the traditional utility grid and help solve reliability during extreme weather and peak demand."

Problems Delay Launch of NASA's SLS Rocket - Again (cnet.com) 78

With 8.8 million pounds of thrust, NASA's SLS would've been the most powerful rocket ever launched into space, notes the Orlando Sentinel.

But instead on Saturday morning, "NASA scrubbed its second attempt to launch the Artemis I mission into lunar orbit..." reports CNET. "During a press conference later in the day, Jim Free, an associate administrator at NASA Headquarters, said we shouldn't expect to see a third attempt within this launch period, which culminates Tuesday." (Though the mission manager the next launch attempt could be as late as mid-October.)

"This time, the culprit was a liquid hydrogen leak that showed up while the team was loading the rocket's core stage...." According to the space agency, the leak occurred "while loading the propellant into the core stage of the Space Launch System rocket" and that "multiple troubleshooting efforts to address the area of the leak, by reseating a seal in the quick disconnect where liquid hydrogen is fed into the rocket, did not fix the issue."

This is the second time the Artemis I mission has been delayed. Liftoff attempt No. 1 was scheduled for Monday, but launch director Charlie Blackwell-Thompson had to call a scrub then as well, because of an unyielding problem with what's known as an engine bleed test. (This process is meant to allow the engines to chill to the right temperature by releasing a small amount of the fuel).

"We were unable to get the engines within the thermal conditions required to commit to launch," Artemis mission manager Mike Sarafin said during a press conference on Tuesday. "In combination with that, we also had a bent valve issue on the core stage, and it was at that point that the team decided to knock off the launch attempt for that day."

NASA's Perseverance Mars Rover Has Made Oxygen 7 Times In Exploration Milestone (space.com) 72

Stefanie Waldek reports via Space.com: Led by the Massachusetts Institute of Technology (MIT), the Mars Oxygen In-Situ Resource Utilization Experiment (MOXIE) is a small instrument on the Perseverance rover that's designed to transform carbon dioxide, which comprises some 96% of the atmosphere on Mars, into breathable oxygen. Oxygen, of course, is crucial for a human mission to Mars. Since February 2021, the device has run seven times, each time producing about 0.2 ounces (6 grams) of oxygen per hour. That's on par with the abilities of small trees here on Earth.

MOXIE has now operated in a variety of conditions on Mars, both day and night, through all four seasons. The researchers expect that a version of the instrument approximately 100 times larger than MOXIE could potentially create breathable oxygen for future astronauts who visit the Red Planet. If explorers can't make their own oxygen on Mars, supplies from Earth would take up valuable mass on a spacecraft. Furthermore, MOXIE's products could also be used as an ingredient for rocket fuel -- pretty crucial to ensuring the mission isn't one-way. A rocket would need 33 to 50 tons (30 to 45 metric tons) of liquid oxygen propellant in order to launch humans off Mars.
"This is the first demonstration of actually using resources on the surface of another planetary body, and transforming them chemically into something that would be useful for a human mission," MOXIE deputy principal investigator Jeffrey Hoffman, a professor of the practice in MIT's Department of Aeronautics and Astronautics and a former NASA astronaut, said in a statement. "It's historic in that sense."

The research has been published in the journal Science Advances.

US Life Expectancy Falls Again In 'Historic' Setback (nytimes.com) 289

An anonymous reader quotes a report from The New York Times: The average life expectancy of Americans fell precipitously in 2020 and 2021, the sharpest two-year decline in nearly 100 years and a stark reminder of the toll exacted on the nation by the continuing coronavirus pandemic. In 2021, the average American could expect to live until the age of 76, federal health researchers reported on Wednesday. The figure represents a loss of almost three years since 2019, when Americans could expect to live, on average, nearly 79 years. The reduction has been particularly steep among Native Americans and Alaska Natives, the National Center for Health Statistics reported. Average life expectancy in those groups was shortened by four years in 2020 alone. The cumulative decline since the pandemic started, more than six and a half years on average, has brought life expectancy to 65 among Native Americans and Alaska Natives -- on par with the figure for all Americans in 1944. In 2021, the shortening of life span was more pronounced among white Americans than among Black Americans, who saw greater reductions in the first year of the pandemic.

White Americans saw the second-largest decline in average life expectancy in 2021, a drop of one year, to 76.4 in 2021 from 77.4 in 2020. The decline was steeper than that among Black Americans, at seven-tenths of a year. That was followed by Hispanic Americans, whose life expectancy dropped only two-tenths of a year in 2021. But both Black and Hispanic Americans were hit hard in 2020, the first year of the pandemic. Average life expectancy for Hispanic Americans fell by four years, to 77.9 from 81.9 in 2019. The figure for Black Americans declined almost as much, by more than three years to 71.5 years in 2020. White Americans experienced the smallest decline during the first year of the pandemic, a drop of 1.4 years to 77.4 from 78.8. For white and Black Americans, life expectancy is now the lowest it has been since 1995, federal researchers said. Asian Americans held the highest life expectancy among racial and ethnic groups included in the new analysis: 83.5 years, on average. The figure fell only slightly last year, from 83.6 in 2020.
Americans suffer from what experts have called "the U.S. health disadvantage," an amalgam of influences that erode well-being, Dr. Woolf said. "These include a fragmented, profit-driven health care system; poor diet and a lack of physical activity; and pervasive risk factors such as smoking, widespread access to guns, poverty and pollution," says the report.

"The result is a high disease burden among Americans, and shorter life expectancy compared with that in comparable high-income nations over the last two decades."

An anonymous reader shares a report: Matt Stockburn already knew paper supplies were running short when the Toronto city clerk's office, where he works as a manager, received a notice from its envelope supplier to expect shipment delays. Long-term disruptions to the pulp and paper industry coupled with more recent supply-chain issues triggered a global shortage of envelopes this year. It was a matter of time before an institution as reliant on paper correspondence as a municipal government would feel the effect. "For the envelopes, it really wasn't until June, when all of a sudden we seemed to be facing some shortages," said Stockburn. For the Toronto clerk's office, a scarcity of #10 windowed envelopes -- standard for business mail -- put its legislative mandate to inform residents about city business that affects them at risk. To meet those obligations, it sends about 14,000 pieces of mail each month. More broadly, the supply shortfall raises questions about why many institutions still rely on snail mail to communicate critical information to the public and clients.

Pakistan Floods Have Killed At Least 1,100 and Submerged About a Third of the Country (nytimes.com) 94

After a spring of deadly heat waves, summer floods have killed more than 1,100 people in Pakistan. Since June, rains have washed away buildings, submerged homes and destroyed roads. One-third of the country is underwater. From a report: Scientists can't yet say exactly how climate change has shaped the disaster, but they know that global warming is sharply increasing the likelihood of extreme rain in South Asia, home to a quarter of humanity. There is little doubt that it made this year's monsoon season more destructive. Today, I'll talk about some of the climate factors in play and why Pakistan, a country that has done very little to cause global warming but is now among the most vulnerable to its effects, has been hit so hard. The South Asian summer monsoon is part of a regional weather pattern. Basically, winds tend to blow from the southwest from June through September. That onshore breeze brings wet weather. In normal times, that's generally a good thing. Farmers all over the region count on monsoon rains for their crops.

But these are no longer normal times. Global warming means that water evaporates much faster out at sea. And, a warmer atmosphere can hold more moisture. So, monsoons risk bringing way too much rain. Researchers will need time to conduct attribution studies to understand exactly what happened this summer, but Steven Clemens, a professor of earth, environmental and planetary sciences at Brown University, said the months of deluge in Pakistan are "super consistent with what we expect in the future" as the planet heats up. This monsoon season, rainfall in Pakistan has been nearly three times the national average of the past 30 years, the country's disaster agency said. In Sindh Province, which borders the Arabian Sea to the south, rainfall is nearly five times the average.

YouTube Now Controls Its Hardware Roadmap (techspot.com) 29

An anonymous reader shares a report: Partha Ranganathan came to realize about seven years ago that Moore's law was dead. No longer could the Google engineering VP expect chip performance to double roughly every 18 months without major cost increases, and that was a problem considering he helped Google construct its infrastructure spending budget each year. Faced with the prospect of getting a chip twice as fast every four years, Ranganathan knew they needed to mix things up. Ranganathan and other Google engineers looked at the overall picture and realized transcoding (for YouTube) was consuming a large fraction of compute cycles in its data centers. The off-the-shelf chips Google was using to run YouTube weren't all that good at specialized tasks like transcoding. YouTube's infrastructure uses transcoding to compress video down to the smallest possible size for your device, while presenting it at the best possible quality.

What they needed was an application-specific integrated circuit, or ASIC -- a chip designed to do a very specific task as effectively and efficiently as possible. Bitcoin miners, for example, use ASIC hardware and are designed for that sole purpose. "The thing that we really want to be able to do is take all of the videos that get uploaded to YouTube and transcode them into every format possible and get the best possible experience," said Scott Silver, VP of engineering at YouTube. It didn't take long to sell upper management on the idea of ASICs. After a 10-minute meeting with YouTube chief Susan Wojcicki, the company's first video chip project was approved. Google started deploying its Argos Video Coding Units (VCUs) in 2018, but didn't publicly announce the project until 2021. At the time, Google said the Argos VCUs delivered a performance boost of anywhere between 20 to 33 times compared to traditional server hardware running well-tuned transcoding software. Google has since flipped the switch on thousands of second-gen Argos chips in servers around the world, and at least two follow-ups are already in the pipeline.

Sony's New PlayStation Studios Mobile Team is Making Spinoff Games For Your Phone (theverge.com) 14

As part of Sony's push into mobile gaming, the company has formed a PlayStation Studios Mobile Division that will operate separately from console game development. According to a press release, the new team will create mobile games with "new and existing PlayStation IP." From a report: Sony's move to form a mobile gaming division aligns with the company's overall goal of extending its IP to PC and mobile games, as well as TV series and movies. Earlier this year, Sony announced that it wants half of its games to be on PC and mobile by 2025, with Sony Interactive Entertainment president Jim Ryan stating that it could result in a "significant growth in the number of people who play our games." The company's also looking to expand into live service games -- games like Fortnite, Rocket League, or Destiny 2 that are continually updated to keep players interested -- with its $3.6 billion acquisition of Bungie.

To help fill out its new mobile division, Sony has also acquired Savage Game Studios, whose co-founders previously worked at Zynga, Insomniac, and Wargaming. It doesn't look like the studio launched any games just yet, but it received $4.4 million in funding for a mobile shooter game last year. The press release expands on this a bit, noting that the studio is currently working on "an unannounced new AAA live service action game," but doesn't offer any additional details on what to expect. Hermen Hulst, the head of PlayStation Studios, said the company's "proud" of its "upcoming releases on PC," which should give gamers without a Playstation console a chance to experience games like Uncharted: Legacy of Thieves Collection and Marvel's Spider-Man. "Our mobile gaming efforts will be similarly additive, providing more ways for more people to engage with our content," he said, "and striving to reach new audiences unfamiliar with PlayStation and our games."

Apple's Repair Program Creates 'Excruciating Gauntlet of Hurdles', iFixit Says (theverge.com) 63

On Monday, Apple expanded its DIY repair program to include MacBook Air and MacBook Pro laptops equipped with M1 chips (including the Pro and Max). At least, in theory. The repairability experts at iFixit, who regularly dissect Apple's gadgets, have taken a look at the new program, and their outlook is...mixed. iFixit's Sam Goldheart writes that the new MacBook Pro guides "threw us for a loop." The issue: the documentation "makes MacBook Pros seem less repairable" than they have been in the past. From a report: The repair manual for replacing the 14-inch MacBook Pro's battery, for example, is a whole 162 pages long. (One of the first steps, of course, is "Read the entire manual first.") The reason the guide is so long, it turns out, is that replacing these batteries isn't just a matter of popping the battery out. A user needs to replace the entire top case and keyboard in order to replace the battery. Needless to say, it is unusual for a laptop battery replacement to require a full-computer teardown.

And then, as Goldheart points out, there's the matter of the money. The "top case with battery" part that you'll need to purchase for the 2020 and 2021 MacBook Pro models is not cheap -- after rooting around Apple's store, Verge editor Sean Hollister found that you can expect to pay well upwards of $400 for the top case with battery after the repair credit. "Apple is presenting DIY repairers with a excruciating gauntlet of hurdles: read 162 pages of documentation without getting intimidated and decide to do the repair anyway, pay an exorbitant amount of money for an overkill replacement part, decide whether you want to drop another 50 bucks on the tools they recommend, and do the repair yourself within 14 days, including completing the System Configuration to pair your part with your device," Goldheart writes in summary. "Which makes us wonder, does Apple even want better repairability?"

IPO Market Faces Worst Year in Two Decades. (wsj.com) 24

The IPO market is on pace for its worst year in decades, leaving fledgling companies with few options but to burn through cash while they wait for the stock market to calm. From a report: Late last year, hundreds of companies were in the final stages of preparing to go public, encouraged by the best 18 months ever for U.S. initial public offerings. Then a combination of factors -- sky-high inflation, rising interest rates and Russia's invasion of Ukraine -- sent shock waves through the stock market. The IPO pipeline froze. So far this year, traditional IPOs have raised only $5.1 billion all told, Dealogic data show. Typically at this point in the year, traditional IPOs have raised around $33 billion, according to Dealogic data that goes back to 1995. Last year at this point, these offerings raised more than $100 billion. The last time levels were this low was 2009, when the U.S. was recovering from the depths of the financial crisis and the IPO market reopened near the end of the year. IPO advisers say they don't expect 2022 to follow that pattern, meaning it could end up being the worst year for raising money in IPOs since Dealogic, a research firm, started tracking it in 1995.

Has the Webb Telescope Disproved the Big Bang Theory? (iai.tv) 273

"The very first results from the James Webb Space Telescope seem to indicate that massive, luminous galaxies had already formed within the first 250 million years after the Big Bang," reports Sky and Telescope.

"If confirmed, this would seriously challenge current cosmological thinking." Shortly after NASA published Webb's first batch of scientific data, the astronomical preprint server arXiv was flooded with papers claiming the detection of galaxies that are so remote that their light took some 13.5 billion years to reach us. Many of these appear to be more massive than the standard cosmological model that describes the universe's composition and evolution. "It worries me slightly that we find these monsters in the first few images," says cosmologist Richard Ellis (University College London)....

Before the community accepts these claims, the reported redshifts have to be confirmed spectroscopically. Mark McCaughrean, the senior science adviser of the European Space Agency (a major partner on Webb) commented on Twitter: "I'm sure some of them will be [confirmed], but I'm equally sure they won't all be. [...] It does all feel a little like a sugar rush at the moment."

Ellis agrees: "It's one thing to put a paper on arXiv," he says, "but it's quite something else to turn it into a lasting article in a peer-reviewed journal."

Since 1991, science writer Eric Lerner has been arguing that the Big Bang never happened. Now 75 years old, he writes: In the flood of technical astronomical papers published online since July 12, the authors report again and again that the images show surprisingly many galaxies, galaxies that are surprisingly smooth, surprisingly small and surprisingly old. Lots of surprises, and not necessarily pleasant ones. One paper's title begins with the candid exclamation: "Panic!"

Why do the JWST's images inspire panic among cosmologists? And what theory's predictions are they contradicting? The papers don't actually say. The truth that these papers don't report is that the hypothesis that the JWST's images are blatantly and repeatedly contradicting is the Big Bang Hypothesis that the universe began 14 billion years ago in an incredibly hot, dense state and has been expanding ever since. Since that hypothesis has been defended for decades as unquestionable truth by the vast majority of cosmological theorists, the new data is causing these theorists to panic. "Right now I find myself lying awake at three in the morning," says Alison Kirkpatrick, an astronomer at the University of Kansas in Lawrence, "and wondering if everything I've done is wrong...."

Even galaxies with greater luminosity and mass than our own Milky Way galaxy appear in these images to be two to three times smaller than in similar images observed with the Hubble Space Telescope (HST), and the new galaxies have redshifts which are also two to three times greater.This is not at all what is expected with an expanding universe, but it is just exactly what I and my colleague Riccardo Scarpa predicted based on a non-expanding universe, with redshift proportional to distance.... [T]he galaxies that the JWST shows are just the same size as the galaxies near to us, if it is assumed that the universe is not expanding and redshift is proportional to distance.....

Big Bang theorists did expect to see badly mangled galaxies scrambled by many collisions or mergers. What the JWST actually showed was overwhelmingly smooth disks and neat spiral forms, just as we see in today's galaxies. The data in the "Panic!" article showed that smooth spiral galaxies were about "10 times" as numerous as what theory had predicted and that this "would challenge our ideas about mergers being a very common process". In plain language, this data utterly destroys the merger theory....

According to Big Bang theory, the most distant galaxies in the JWST images are seen as they were only 400-500 million years after the origin of the universe. Yet already some of the galaxies have shown stellar populations that are over a billion years old. Since nothing could have originated before the Big Bang, the existence of these galaxies demonstrates that the Big Bang did not occur....

While Big Bang theorists were shocked and panicked by these new results, Riccardo and I (and a few others) were not. In fact, a week before the JWST images were released we published online a paper that detailed accurately what the images would show. We could do this with confidence because more and more data of all kinds has been contradicting the Big Bang hypothesis for years....

Based on the published literature, right now the Big Bang makes 16 wrong predictions and only one right one — the abundance of deuterium, an isotope of hydrogen.

UPDATE: Kirkpatrick says her quote was was taken out of context, in an article from Space.com that dismises Eric Lerner as "a serial denier of the Big Bang since the late 1980s, preferring his personal pseudoscientific alternative."
