Doctors Perform First Robotic Heart Transplant In US Without Opening a Chest 38

An anonymous reader quotes a report from Neuroscience News Science Magazine: Surgeons have performed the first fully robotic heart transplant in the U.S., using advanced robotic tools to avoid opening the chest. [...] Using a surgical robot, lead surgeon Dr. Kenneth Liao and his team made small, precise incisions, eliminating the need to open the chest and break the breast bone. Liao removed the diseased heart, and the new heart was implanted through preperitoneal space, avoiding chest incision.

"Opening the chest and spreading the breastbone can affect wound healing and delay rehabilitation and prolong the patient's recovery, especially in heart transplant patients who take immunosuppressants," said Liao, professor and chief of cardiothoracic transplantation and circulatory support at Baylor College of Medicine and chief of cardiothoracic transplantation and mechanical circulatory support at Baylor St. Luke's Medical Center. "With the robotic approach, we preserve the integrity of the chest wall, which reduces the risk of infection and helps with early mobility, respiratory function and overall recovery."

In addition to less surgical trauma, the clinical benefits of robotic heart transplant surgery include avoiding excessive bleeding from cutting the bone and reducing the need for blood transfusions, which minimizes the risk of developing antibodies against the transplanted heart. Before the transplant surgery, the 45-year-old patient had been hospitalized with advanced heart failure since November 2024 and required multiple mechanical devices to support his heart function. He received a heart transplant in early March 2025 and after heart transplant surgery, he spent a month in the hospital before being discharged home, without complications.

Apple will allow developers in the European Union to distribute iOS apps outside its App Store, the company said Thursday in a bid to avoid escalating fines from Brussels regulators. The policy change came on the deadline for Apple to comply with EU rules or face new financial penalties that can reach up to 5% of average daily worldwide revenue.

The $3 trillion iPhone maker has been negotiating with the European Commission for two months after receiving a $585 million fine for breaching the EU's Digital Markets Act. The landmark legislation targets the power of Big Tech companies and requires Apple to open its mobile ecosystem to competitors.

The second change, set to go into effect in January 2026, would replace the current "core technology fee" model -- a separate charge imposed on developers -- with a commission-based structure.

US Senators Push For American Version of EU's Digital Markets Act (appleinsider.com) 40

U.S. lawmakers have reintroduced the bipartisan Open App Markets Act, aiming to curb Apple and Google's control over mobile app stores by promoting competition, supporting third-party marketplaces and sideloading, and safeguarding developer rights. AppleInsider reports: The Open App Markets Act seeks to do a number of things, including:
- Protect developers' rights to tell consumers about lower prices and offer competitive pricing;
- Protect sideloading of apps;
- Promote competition by opening the market to third-party app stores, startup apps, and alternative payment systems;
- Make it possible for developers to offer new experiences that take advantage of consumer device features;
- Give consumers greater control over their devices;
- Prevent app stores from disadvantaging developers; and
- Establish safeguards to preserve consumer privacy, security, and safety.

This isn't the first time we've seen this bill, either. In 2021, Senators Blumenthal, Klobuchar, and Blackburn had attempted to put forth the original version of the Open App Markets Act.However, the initial bill never made it to the floor for an office vote. Thanks to last-minute efforts by lobbying groups and appearances from chief executives, the bill eventually stalled out.

While the two bills are largely similar, the revised version introduces several key differences. Notably, the new version includes new carve-outs aimed at protecting intellectual property and addressing potential national security concerns.There's also a new clause that would prohibit punitive actions against developers for enabling remote access to other apps. The clause addition harkens back to the debacle between Apple and most game streaming services -- though in 2024, Apple loosened its App Store guidelines to allow cloud gaming and emulation.

There are a few new platform-protective clauses added, too. For instance, it would significantly lower the burden of proof for either Apple or Google to block platform access to a third-party app.Additionally, it reinforces the fact that companies like Apple or Google will not need to provide support or refunds for third-party apps installed outside of first-party app marketplaces.

Bazzite Would Shut Down If Fedora Goes Ahead With Removing 32-Bit (gamingonlinux.com) 61

If Fedora drops 32-bit support, the gaming-focused Bazzite project would be forced to shut down, according to its founder Kyle Gospodnetich. "As much as I'd like this change to happen, it's too soon," said Gospodneitch in a post. "This change would kill off projects like Bazzite entirely right as Fedora is starting to make major headway in the gaming space. Neal Gompa already pointed out basic use cases that would be broken even if someone built the packages Steam itself needs to function."

He continued: "It's also causing irreparable damage to Fedora from a PR standpoint. I have been inundated all day with people sharing news articles and being genuinely concerned Steam is gong to stop working on their Fedora/Bazzite machines. I would argue not only should this change be rejected, the proposal should be rescinded to limit further damage to Fedora as a project. Perhaps open a separate one to talk about changing build architecture to build fewer 32-bit packages?"

When pushed further, Gospodnetich said: "I'm speaking as it's founder, if this change is actually made as it is written the best option for us is to just go ahead and disband the project."

To not much surprise given the lack of activity in recent years, last week they finally and formally discontinued the open-source project.

Mozilla DeepSpeech was a promising speech-to-text engine with great performance for real-time communication even when running on Raspberry Pi SBCs and other low-power systems.

How Foreign Scammers Use U.S. Banks to Fleece Americans (propublica.org) 32

U.S. banks have failed to prevent mass-scale money laundering in the face of approximately $44 billion per year in pig-butchering scams conducted by Asian crime syndicates, according to a ProPublica investigation.

Chinese-language Telegram channels openly advertise rental of U.S. bank accounts to scammers who use them to move victims' cash into cryptocurrency. Bank of America allowed hundreds of unverified customers to open accounts, prosecutors alleged, including 176 customers who claimed the same small home as their address.

Major financial institutions whose accounts pig-butchering scammers have exploited include Bank of America, Chase, Citibank, HSBC and Wells Fargo. The scams typically involve fake cryptocurrency trading platforms that convince victims to wire money to seemingly legitimate business accounts. Banks are reluctant to share account information with each other even after identifying suspicious activity, and "no real standards" exist for what banks must do to detect fraud or money laundering.

Microsoft Releases Classic MS-DOS Editor For Linux (arstechnica.com) 74

Microsoft has released a modern, open-source version of its classic MS-DOS Editor -- built with Rust and compatible with Windows, macOS, and Linux. It's now simple called "Edit." Ars Technica reports: Aside from ease of use, Microsoft's main reason for creating the new version of Edit stems from a peculiar gap in modern Windows. "What motivated us to build Edit was the need for a default CLI text editor in 64-bit versions of Windows," writes [Christopher Nguyen, a product manager on Microsoft's Windows Terminal team] while referring to the command-line interface, or CLI. "32-bit versions of Windows ship with the MS-DOS editor, but 64-bit versions do not have a CLI editor installed inbox." [...]

Linux users can download Edit from the project's GitHub releases page or install it through an unofficial snap package. Oh, and if you're a fan of the vintage editor and crave a 16-bit text-mode for your retro machine that actually runs MS-DOS, you can download a copy on the Internet Archive. [...]

At 250KB, the new Edit maintains the lightweight philosophy of its predecessor while adding features the original couldn't dream of: Unicode support, regular expressions, and the ability to handle gigabyte-sized files. The original editor was limited to files smaller than 300KB depending on available conventional memory -- a constraint that seems quaint in an era of terabyte storage. But the web publication OMG! Ubuntu found that the modern Edit not only "works great on Ubuntu" but noted its speed when handling gigabyte-sized documents.

Magic Lantern Software for Canon Cameras Is Back (petapixel.com) 11

Magic Lantern, the popular open-source suite of software enhancements for Canon DSLR cameras, has returned under new leadership. The revived project aims to offer regular updates and support for additional models, including compatibility for Canon's newer mirrorless cameras equipped with DIGIC X processors. PetaPixel reports: The new lead developer, names_are_hard, announced Magic Lantern's return yesterday on Magic Lantern's forums, seen by Reddit r/cinematography users and confirmed on the official Magic Lantern website. "It's been a long journey, but official Magic Lantern builds return, for all cameras," names_are_hard writes. They add that this means that there will be new, regular releases for all supported cameras and new cameras will be supported. As of now, the supported cameras are almost entirely DSLR models, save for tools for the original EOS M mirrorless camera.

However, one of the members of the core Magic Lantern team, which comprises developers g3ggo, kitor, and WalterSchulz, says the team is looking at supporting cameras with DIGIC X processors, which includes mirrorless EOS R models. "It would be awesome if they start supporting new cameras. Imaging unlocking Open Gate on the R5/R6 lines, or RAW on cameras that don't have it (like R6, R7, etc.)," writes Redditor user machado34. "I believe it will be possible. They say they're exploring up to DIGIC X," adds 3dforlife. "In fact we are," developer kitor replies. "Just DIGIC 8 is stubborn and X adds some new (undocumented) hardware on top of that." Kitor is listed as the chief DIGIC 8 and DIGIC X hacker on Magic Lantern's forums, plus kitor is chiefly in charge of the revived website and Magic Lantern's social media presence. If the team can crack mirrorless cameras, it would be a boon. [...]

The new Magic Lantern core team of devs, plus many other key players who are involved to various degrees in bringing Magic Lantern back to life, have built a new repo, formalized the code base, and developed a new, efficient build system. "Around 2020, our old lead dev, a1ex, after years of hard work, left the project. The documentation was fragmentary. Nobody understood the build system. A very small number of volunteers kept things alive, but nothing worked well. Nobody had deep knowledge of Magic Lantern code," names_are_hard writes. "Those that remained had to learn how everything worked, then fix it. Then add support for new cams without breaking the old ones."

"We have an updated website. We have a new repo. We have new supported models. We have a new build system. We have cleaner, faster, smaller code." The team is now using Git, building on modern operating systems with contemporary tools, and compiling clean. "This was a lot of work, and invisible to users, but very useful for devs. It's easier than ever to join as a dev." Alongside the exciting return, Magic Lantern has added support for numerous new Canon DSLR cameras, including the 200D, 6D Mark II, 750D, and 7D Mark II.

DeepSeek Aids China's Military and Evaded Export Controls, US Official Says (reuters.com) 28

An anonymous reader shares a report: AI firm DeepSeek is aiding China's military and intelligence operations, a senior U.S. official told Reuters, adding that the Chinese tech startup sought to use Southeast Asian shell companies to access high-end semiconductors that cannot be shipped to China under U.S. rules. The U.S. conclusions reflect a growing conviction in Washington that the capabilities behind the rapid rise of one of China's flagship AI enterprises may have been exaggerated and relied heavily on U.S. technology.

[...] "We understand that DeepSeek has willingly provided and will likely continue to provide support to China's military and intelligence operations," a senior State Department official told Reuters in an interview. "This effort goes above and beyond open-source access to DeepSeek's AI models," the official said, speaking on condition of anonymity in order to speak about U.S. government information. Chinese law requires companies operating in China to provide data to the government when requested. But the suggestion that DeepSeek is already doing so is likely to raise privacy and other concerns for the firm's tens of millions of daily global users.

This week the PSF released its 28-page Annual Impact Report this week, noting that 2024 was their first year with three CPython developers-in-residence — and "Between Lukasz, Petr, and Serhiy, over 750 pull requests were authored, and another 1,500 pull requests by other authors were reviewed and merged." Lukasz Langa co-implemented the new colorful shell included in Python 3.13, along with Pablo Galindo Salgado, Emily Morehouse-Valcarcel, and Lysandros Nikolaou.... Code-wise, some of the most interesting contributions by Petr Viktorin were around the ctypes module that allows interaction between Python and C.... These are just a few of Serhiy Storchaka's many contributions in 2024: improving error messages for strings, bytes, and bytearrays; reworking support for var-arguments in the C argument handling generator called "Argument Clinic"; fixing memory leaks in regular expressions; raising the limits for Python integers on 64-bit platforms; adding support for arbitrary code page encodings on Windows; improving complex and fraction number support...

This new button has been used over 2,000 times! The large spike in June led to prohibiting Outlook email domains, and the spike in November was driven by a persistent attack. Mike developed the ability to place projects in quarantine pending further investigation. Thanks to a grant from Alpha-Omega, Mike will continue his work for a second year. We plan to do more work on minimizing time-on-PyPI for malware in 2025...

BlueSky Isn't Dying - and There's a Larger Ecosystem Growing Around Its Open Protocol (techcrunch.com) 73

BlueSky has grown from roughly 10 million users in early November to 36.79 million today — and its last 30 days of traffic looks very level.

But instead of calling BlueSky's traffic "level", right-leaning libertarian Megan McArdle argues instead that BlueSky's "decline shows no sign of leveling out" (comparing the stable figures from the last month to a one-time spike seven months ago so they can write "It's now down about 50 percent"). And Wednesday the conservative UK magazine Spectator also ignored the 30-day-leveling to write instead that BlueSky is somehow "sliding down a slope".

But TechCrunch thinks the "up or down" conversation is entirely missing the point of "the wider network of apps built on the open protocol that Bluesky's team spearheaded" — and how BlueSky "is only meant to be one example of what's possible within the wider AT Proto ecosystem." If you don't like the tone of the topics trending on Bluesky, you can switch to other apps, change your default feeds, or even build your own social platform using the technology. Already, people are using the protocol that powers Bluesky to build social experiences for specific groups — like Blacksky is doing for the Black online community or like Gander Social is doing for social media users in Canada. There are also feed builders like Graze and those in Surf that let you create custom feeds where you can focus on specific content you care about — like video games or baseball — and exclude others, like politics. Built into Bluesky (and other third-party clients) are tools that let you pick your default feed and add others that interest you from a range of topics. If you want to follow a feed devoted to your favorite TV show or animal, for instance, you can. In other words, Bluesky is meant to be what you make it, and its content can be consumed in whatever format you prefer best.

In addition to Bluesky itself, the wider network of apps built on the AT Protocol includes photo- and video-sharing apps, livestreaming tools, communication apps, blogging apps, music apps, movie and TV recommendation apps, and more. Other tools also let you combine feeds from Bluesky with other social networks. Openvibe, for instance, can mix together feeds from social networks like Threads, Bluesky, Mastodon, and Nostr. Apps like Surf and Tapestry offer ways to track posts on open social platforms as well as those published with other open protocols like RSS. This lets the apps pull in content from blogs, news sites, YouTube, and podcasts.

Even just considering BlueSky itself, three weeks ago Fast Company pointed out that BlueSky "grew from 11 million users to 25 million between late October and mid-December, but has added only about 10 million more since then." So how is a 10-million user increase "dying"? For a social network, being prematurely written off is a rite of passage. It's even a compliment of sorts — a sign that people are paying attention and care... When I chatted with Bluesky CEO Jay Graber this week, I wasn't surprised that she didn't seem fazed by the debate on her platform and saw the parallels with early-days Twitter. "Reports of our death are greatly exaggerated," she told me. "It's a similar thing, because with social sites, it's not straight up all the time. [Growth] comes in waves, and at each stage, there's a new era of communities being established and formed. We're still seeing a lot of community formation, and one of the most exciting things is how structurally different this is. It's not just another social site that has to be a singular winner-take-all in an ecosystem with existing incumbents...."

One other challenge that Bluesky has not yet fully confronted is monetizing itself. Onstage at Web Summit, Graber emphasized that it's working on subscription services, a healthier revenue source than stuffing feeds with ads, though potentially a tougher one to scale up to sustainability. The company announced a $15 million Series A funding round last October.

But again, the point isn't BlueSky's increasing user count or its stablizing levels of Daily Unique "Likers" — but its underlying open source protocol: [S]he was at her most passionate when discussing the company's aspiration to decentralize social networking via its open AT Protocol. It powers Bluesky — and variants such as the Pinksky photo-sharing app, which she praised onstage — but could also provide the infrastructure for further-flung social experiences. Maybe even ones catering to folks who have zero interest in participating in the Bluesky community. "The goal is to really get through that this is a Choose Your Own Adventure and Bluesky's just the beginning," she says. "The sky's the limit." Whether she'll fulfill her grandest ambitions, I'm not sure. But I already like this era of social networking better than the one when a handful of winners really did take all.

Sunken Superyacht of UK Tech Tycoon Mike Lynch Recovered Near Sicily (theguardian.com) 57

The superyacht Bayesian, owned by UK tech tycoon Mike Lynch, has been recovered off the coast of Sicily nearly a year after it sank during a storm, killing Lynch, his daughter, and five others. Italian authorities hope the $30 million salvage will uncover the cause of the sinking, which is under investigation for suspected manslaughter amid concerns about design flaws and storm vulnerability. The Guardian reports: The white top and blue hull of the 56-meter (184ft) vessel emerged from the depths of the sea in a holding area of a yellow floating crane barge, as salvage crews readied it to be hauled ashore for further investigation. The Italian coastguard said the recovery was scheduled to begin on Saturday morning. A spokesperson for TMC Maritime, which is conducting the recovery operation, said the vessel had been slowly raised from the seabed, 50 meters (165ft) down, over the past three days to allow the steel lifting straps, slings and harnesses to be secured under the keel.

The operation -- which has cost approximately $30 million -- was made easier after the vessel's 72-meter mast was detached using a remote-controlled cutting tool and placed on the seabed on Tuesday. The vessel will be transported to the port of Termini Imerese, where investigators are expected to examine it as part of an inquiry into the cause of the sinking. [...] The salvage operation was very complex, and was temporarily suspended in mid-May after Rob Cornelis Maria Huijben, a 39-year-old Dutch diver, died during underwater work. The British-based consultancy TMC Marine, which oversaw a consortium of salvage specialists undertaking the project, said the hull would be lifted on to a specially manufactured steel cradle on the quayside once it had been transported to Termini Imerese. Investigators hope the yacht will yield vital clues to the causes of the sinking. A forensic examination of the hull will seek to determine whether one of the hatches remained open and whether the keel was improperly raised.

Windows Parental Controls Are Blocking Chrome 42

david.emery writes: Microsoft is making it harder to use Chrome on Windows. The culprit? This time, it's Windows' Family Safety feature. Since early this month, the parental control measure has prevented users from opening Chrome. Strangely, no other apps or browsers appear to be affected.

Redditors first reported the issue on June 3. u/Witty-Discount-2906 posted that Chrome crashed on Windows 11. "Just flashes quickly, unable to open with no error message," they wrote. Another user chimed in with a correct guess. "This may be related to Parental Controls," u/duk242 surmised. "I've had nine students come see the IT Desk in the last hour saying Chrome won't open."

Midjourney Launches Its First AI Video Generation Model, V1 3

Midjourney has launched its first AI video generation model, V1, which turns images into short five-second videos with customizable animation settings. While it's currently only available via Discord and on the web, the launch positions the popular AI image generation startup in direct competition with OpenAI's Sora and Google's Veo. TechCrunch reports: While many companies are focused on developing controllable AI video models for use in commercial settings, Midjourney has always stood out for its distinctive AI image models that cater to creative types. The company says it has larger goals for its AI video models than generating B-roll for Hollywood films or commercials for the ad industry. In a blog post, Midjourney CEO David Holz says its AI video model is the company's next step towards its ultimate destination, creating AI models "capable of real-time open-world simulations." After AI video models, Midjourney says it plans to develop AI models for producing 3D renderings, as well as real-time AI models. [...]

To start, Midjourney says it will charge 8x more for a video generation than a typical image generation, meaning subscribers will run out of their monthly allotted generations significantly faster when creating videos than images. At launch, the cheapest way to try out V1 is by subscribing to Midjourney's $10-per-month Basic plan. Subscribers to Midjourney's $60-a-month Pro plan and $120-a-month Mega plan will have unlimited video generations in the company's slower, "Relax" mode. Over the next month, Midjourney says it will reassess its pricing for video models.

V1 comes with a few custom settings that allow users to control the video model's outputs. Users can select an automatic animation setting to make an image move randomly, or they can select a manual setting that allows users to describe, in text, a specific animation they want to add to their video. Users can also toggle the amount of camera and subject movement by selecting "low motion" or "high motion" in settings. While the videos generated with V1 are only five seconds long, users can choose to extend them by four seconds up to four times, meaning that V1 videos could get as long as 21 seconds.
The report notes that Midjourney was sued a week ago by two of Hollywood's most notorious film studios: Disney and Universal. "The suit alleges that images created by Midjourney's AI image models depict the studio's copyrighted characters, like Homer Simpson and Darth Vader."

Google's Frighteningly Good Veo 3 AI Videos To Be Integrated With YouTube Shorts (arstechnica.com) 21

An anonymous reader quotes a report from Ars Technica: YouTube CEO Neal Mohan has announced that the Google Veo 3 AI video generator will be integrated with YouTube Shorts later this summer. According to Mohan, YouTube Shorts has seen a rise in popularity even compared to YouTube as a whole. The streaming platform is now the most watched source of video in the world, but Shorts specifically have seen a massive 186 percent increase in viewership over the past year. Mohan says Shorts now average 200 billion daily views.

YouTube has already equipped creators with a few AI tools, including Dream Screen, which can produce AI video backgrounds with a text prompt. Veo 3 support will be a significant upgrade, though. At the Cannes festival, Mohan revealed that the streaming site will begin offering integration with Google's leading video model later this summer. "I believe these tools will open new creative lanes for everyone to explore," said Mohan. [...]

While you can add Veo 3 videos (or any video) to a YouTube Short right now, they don't fit with the format's portrait orientation focus. Veo 3 outputs 720p landscape videos, meaning you'd have black bars in a Short. Presumably, Google will create a custom version of the model for YouTube to spit out vertical video clips. Mohan didn't mention a pricing model, but Veo 3 probably won't be cheap for Shorts creators. Currently, you must pay for Google's $250 AI Ultra plan to access Veo 3, and that still limits you to 125 8-second videos per month.

Nature Journal Mandates Public Peer Review For All New Research Papers (nature.com) 19

Nature will automatically publish peer review reports and author responses alongside all newly submitted research papers starting this week. The flagship scientific journal previously offered transparent peer review as an optional service since 2020, while Nature Communications has required it since 2016.

All exchanges between authors and anonymous reviewers will become publicly accessible (reviewer identities remain confidential unless they choose disclosure). Nature aims to open what it calls the "black box" of science by revealing the months-long conversations that shape research papers before publication.

California AI Policy Report Warns of 'Irreversible Harms' 52

An anonymous reader quotes a report from Time Magazine: While AI could offer transformative benefits, without proper safeguards it could facilitate nuclear and biological threats and cause "potentially irreversible harms," a new report commissioned by California Governor Gavin Newsom has warned. "The opportunity to establish effective AI governance frameworks may not remain open indefinitely," says the report, which was published on June 17 (PDF). Citing new evidence that AI can help users source nuclear-grade uranium and is on the cusp of letting novices create biological threats, it notes that the cost for inaction at this current moment could be "extremely high." "Foundation model capabilities have rapidly advanced since Governor Newsom vetoed SB 1047 last September," the report states. The industry has shifted from large language AI models that merely predict the next word in a stream of text toward systems trained to solve complex problems and that benefit from "inference scaling," which allows them more time to process information. These advances could accelerate scientific research, but also potentially amplify national security risks by making it easier for bad actors to conduct cyberattacks or acquire chemical and biological weapons. The report points to Anthropic's Claude 4 models, released just last month, which the company said might be capable of helping would-be terrorists create bioweapons or engineer a pandemic. Similarly, OpenAI's o3 model reportedly outperformed 94% of virologists on a key evaluation. In recent months, new evidence has emerged showing AI's ability to strategically lie, appearing aligned with its creators' goals during training but displaying other objectives once deployed, and exploit loopholes to achieve its goals, the report says. While "currently benign, these developments represent concrete empirical evidence for behaviors that could present significant challenges to measuring loss of control risks and possibly foreshadow future harm," the report says.

While Republicans have proposed a 10 year ban on all state AI regulation over concerns that a fragmented policy environment could hamper national competitiveness, the report argues that targeted regulation in California could actually "reduce compliance burdens on developers and avoid a patchwork approach" by providing a blueprint for other states, while keeping the public safer. It stops short of advocating for any specific policy, instead outlining the key principles the working group believes California should adopt when crafting future legislation. It "steers clear" of some of the more divisive provisions of SB 1047, like the requirement for a "kill switch" or shutdown mechanism to quickly halt certain AI systems in case of potential harm, says Scott Singer, a visiting scholar in the Technology and International Affairs Program at the Carnegie Endowment for International Peace, and a lead-writer of the report.

Instead, the approach centers around enhancing transparency, for example through legally protecting whistleblowers and establishing incident reporting systems, so that lawmakers and the public have better visibility into AI's progress. The goal is to "reap the benefits of innovation. Let's not set artificial barriers, but at the same time, as we go, let's think about what we're learning about how it is that the technology is behaving," says Cuellar, who co-led the report. The report emphasizes this visibility is crucial not only for public-facing AI applications, but for understanding how systems are tested and deployed inside AI companies, where concerning behaviors might first emerge. "The underlying approach here is one of 'trust but verify,'" Singer says, a concept borrowed from Cold War-era arms control treaties that would involve designing mechanisms to independently check compliance. That's a departure from existing efforts, which hinge on voluntary cooperation from companies, such as the deal between OpenAI and Center for AI Standards and Innovation (formerly the U.S. AI Safety Institute) to conduct pre-deployment tests. It's an approach that acknowledges the "substantial expertise inside industry," Singer says, but "also underscores the importance of methods of independently verifying safety claims."

If the party's patience with open-source fades, and it decides to exert control, that could hinder both the course of innovation at home, and developers' ability to export their technology abroad.

China's open-source movement first gained traction in the mid-2010s. Richard Lin, co-founder of Kaiyuanshe, a local open-source advocacy group, recalls that most of the early adopters were developers who simply wanted free software. That changed when they realised that contributing to open-source projects could improve their job prospects. Big firms soon followed, with companies like Huawei backing open-source work to attract talent and cut costs by sharing technology.

Momentum gathered in 2019 when Huawei was, in effect, barred by America from using Android. That gave new urgency to efforts to cut reliance on Western technology. Open-source offered a faster way for Chinese tech firms to take existing code and build their own programs with help from the country's vast community of developers. In 2020 Huawei launched OpenHarmony, a family of open-source operating systems for smartphones and other devices. It also joined others, including Alibaba, Baidu and Tencent, to establish the OpenAtom Foundation, a body dedicated to open-source development. China quickly became not just a big contributor to open-source programs, but also an early adopter of software. JD.com, an e-commerce firm, was among the first to deploy Kubernetes.

AI has lately given China's open-source movement a further boost. Chinese companies, and the government, see open models as the quickest way to narrow the gap with America. DeepSeek's models have generated the most interest, but Qwen, developed by Alibaba, is also highly rated, and Baidu has said it will soon open up the model behind its Ernie chatbot.

Denmark Tests Unmanned Robotic Sailboat Fleet (apnews.com) 10

Denmark has deployed four uncrewed robotic sailboats (known as "Voyagers") for a three-month trial to boost maritime surveillance amid rising tensions in the Baltic region. The Associated Press reports: Built by Alameda, California-based company Saildrone, the vessels will patrol Danish and NATO waters in the Baltic and North Seas, where maritime tensions and suspected sabotage have escalated sharply since Russia's full-scale invasion of Ukraine on Feb. 24, 2022. Two of the Voyagers launched Monday from Koge Marina, about 40 kilometers (25 miles) south of the Danish capital, Copenhagen. Powered by wind and solar energy, these sea drones can operate autonomously for months at sea. Saildrone says the vessels carry advanced sensor suites -- radar, infrared and optical cameras, sonar and acoustic monitoring. Their launch comes after two others already joined a NATO patrol on June 6.

Saildrone founder and CEO Richard Jenkins compared the vessels to a "truck" that carries sensors and uses machine learning and artificial intelligence to give a "full picture of what's above and below the surface" to about 20 to 30 miles (30 to 50 kilometers) in the open ocean. He said that maritime threats like damage to undersea cables, illegal fishing and the smuggling of people, weapons and drugs are going undetected simply because "no one's observing it." Saildrone, he said, is "going to places ... where we previously didn't have eyes and ears." The Danish Defense Ministry says the trial is aimed at boosting surveillance capacity in under-monitored waters, especially around critical undersea infrastructure such as fiber-optic cables and power lines.
