AI Tools Give Dangerous Powers to Cyberattackers, Security Researchers Warn (msn.com) 21

"On a recent assignment to test defenses, Dave Brauchler of the cybersecurity company NCC Group tricked a client's AI program-writing assistant into executing programs that forked over the company's databases and code repositories," reports the Washington Post.

"We have never been this foolish with security," Brauchler said... Demonstrations at last month's Black Hat security conference in Las Vegas included other attention-getting means of exploiting artificial intelligence. In one, an imagined attacker sent documents by email with hidden instructions aimed at ChatGPT or competitors. If a user asked for a summary or one was made automatically, the program would execute the instructions, even finding digital passwords and sending them out of the network. A similar attack on Google's Gemini didn't even need an attachment, just an email with hidden directives. The AI summary falsely told the target an account had been compromised and that they should call the attacker's number, mimicking successful phishing scams.

The threats become more concerning with the rise of agentic AI, which empowers browsers and other tools to conduct transactions and make other decisions without human oversight. Already, security company Guardio has tricked the agentic Comet browser addition from Perplexity into buying a watch from a fake online store and to follow instructions from a fake banking email...

Advanced AI programs also are beginning to be used to find previously undiscovered security flaws, the so-called zero-days that hackers highly prize and exploit to gain entry into software that is configured correctly and fully updated with security patches. Seven teams of hackers that developed autonomous "cyber reasoning systems" for a contest held last month by the Pentagon's Defense Advanced Research Projects Agency were able to find a total of 18 zero-days in 54 million lines of open source code. They worked to patch those vulnerabilities, but officials said hackers around the world are developing similar efforts to locate and exploit them. Some longtime security defenders are predicting a once-in-a-lifetime, worldwide mad dash to use the technology to find new flaws and exploit them, leaving back doors in place that they can return to at leisure.

The real nightmare scenario is when these worlds collide, and an attacker's AI finds a way in and then starts communicating with the victim's AI, working in partnership — "having the bad guy AI collaborate with the good guy AI," as SentinelOne's [threat researcher Alex] Delamotte put it. "Next year," said Adam Meyers, senior vice president at CrowdStrike, "AI will be the new insider threat."

In August more than 1,000 people lost data to a modified Nx program (downloaded hundreds of thousands of times) that used pre-installed coding tools from Google/Anthropic/etc. According to the article, the malware "instructed those programs to root out" sensitive data (including passwords or cryptocurrency wallets) and send it back to the attacker. "The more autonomy and access to production environments such tools have, the more havoc they can wreak," the article points out — including this quote from SentinelOne threat researcher Alex Delamotte.

"It's kind of unfair that we're having AI pushed on us in every single product when it introduces new risks."

Secure Software Supply Chains, Urges Former Go Lead Russ Cox (acm.org) 19

Writing in Communications of the ACM, former Go tech lead Russ Cox warns we need to keep improving defenses of software supply chains, highlighting "promising approaches that should be more widely used" and "areas where more work is needed." There are important steps we can take today, such as adopting software signatures in some form, making sure to scan for known vulnerabilities regularly, and being ready to update and redeploy software when critical new vulnerabilities are found. More development should be shifted to safer languages that make vulnerabilities and attacks less likely. We also need to find ways to fund open source development to make it less susceptible to takeover by the mere offer of free help. Relatively small investments in OpenSSL and XZ development could have prevented both the Heartbleed vulnerability and the XZ attack.

Near Microsoft's headquarters in Redmond, the Five Stones coffee shop advertised for a barista a few months ago — and started getting resumes from "people who listed Microsoft and other tech companies," writes the Wall Street Journal: The applicants typically had master's degrees and experience in graphic design or marketing roles, Andrews said — sometimes senior ones. They were applying to jobs at Five Stones that would pay Redmond's minimum wage, $16.66 an hour. Five Stones hasn't yet hired such candidates because the coffee shop gives priority to more traditional entry-level baristas, like high-schoolers...

[Microsoft and Amazon] have laid off more than 46,000 employees since 2023, according to Layoffs.fyi, which tracks workforce reductions. That represents 85% of layoffs by Seattle-area tech companies... As Amazon and Microsoft have made cuts — and other local tech firms including Expedia and Redfin have followed suit — the effects have rippled through Seattle's other business sectors. Weakness in payroll and sales tax contributed to a projected $146 million shortfall in revenue over the next two years. Restaurant and retail spending is down in the business and shopping districts surrounding Amazon's and Microsoft's campuses, with total transactions falling by as much as 7% in some popular areas in the past year, according to data from Square. In the first half of 2025, around 450 restaurants closed in Seattle, or about 16% of its total. "At the halfway point of the year, we've already seen as many closures as we'd usually see in a full year," said Anthony Anton, chief executive officer of the Washington Hospitality Association.

Uber driver Juan Prado made six figures in 2021, often shuttling passengers in town for job interviews and doing frequent drop-offs near downtown tech offices. Now, he said, demand is much lower. "There are moments where you can be online, and in certain areas, it shows nothing...." Seattle tech firms are asking for significantly fewer job placements than years ago, said Noelle McDonald, senior vice president at recruiting company Aquent, which counts Amazon and Microsoft as clients. Hiring windows have lengthened and open roles receive around 10 times as many applications.

Self-Replicating Worm Affected Several Hundred NPM Packages, Including CrowdStrike's (www.koi.security) 33

The Shai-Hulud malware campaign impacted hundreds of npm packages across multiple maintainers, reports Koi Security, including popular libraries like @ctrl/tinycolor and some packages maintained by CrowdStrike. Malicious versions embed a trojanized script (bundle.js) designed to steal developer credentials, exfiltrate secrets, and persist in repositories and endpoints through automated workflows.
Koi Security created a table of packages identified as compromised, promising it's "continuously updated" (and showing the last compromise detected Tuesday). Nearly all of the compromised packages have a status of "removed from NPM". Attackers published malicious versions of @ctrl/tinycolor and other npm packages, injecting a large obfuscated script (bundle.js) that executes automatically during installation. This payload repackages and republishes maintainer projects, enabling the malware to spread laterally across related packages without direct developer involvement. As a result, the compromise quickly scaled beyond its initial entry point, impacting not only widely used open-source libraries but also CrowdStrike's npm packages.

The injected script performs credential harvesting and persistence operations. It runs TruffleHog to scan local filesystems and repositories for secrets, including npm tokens, GitHub credentials, and cloud access keys for AWS, GCP, and Azure. It also writes a hidden GitHub Actions workflow file (.github/workflows/shai-hulud-workflow.yml) that exfiltrates secrets during CI/CD runs, ensuring long-term access even after the initial infection. This dual focus on endpoint secret theft and backdoors makes Shai-Hulud one of the most dangerous campaigns ever compared to previous compromises.

"The malicious code also attempts to leak data on GitHub by making private repositories public," according to a Tuesday blog post from security systems provider Sysdig: The Sysdig Threat Research Team (TRT) has been monitoring this worm's progress since its discovery. Due to quick response times, the number of new packages being compromised has slowed considerably. No new packages have been seen in several hours at the time...
Their blog post concludes "Supply chain attacks are increasing in frequency. It is more important than ever to monitor third-party packages for malicious activity."

Some context from Tom's Hardware: To be clear: This campaign is distinct from the incident that we covered on Sept. 9, which saw multiple npm packages with billions of weekly downloads compromised in a bid to steal cryptocurrency. The ecosystem is the same — attackers have clearly realized the GitHub-owned npm package registry for the Node.js ecosystem is a valuable target — but whoever's behind the Shai-Hulud campaign is after more than just some Bitcoin.

Study Links Microplastic Exposure to Alzheimer's Disease in Mice (uri.edu) 17

Micro- and nanoplastic particles "infiltrate all systems of the body, including the brain," notes the University of Rhode Island, "where they can accumulate and trigger Alzheimer's-like conditions, according to a new study by researchers in the University of Rhode Island College of Pharmacy."

ScienceDaily shares the announcement: After a previous study that showed how microplastics can infiltrate all systems of the body — including the blood-brain barrier, which protects the brain from harmful substances as small as viruses and bacteria — University of Rhode Island pharmacy assistant professor Jaime Ross expanded the study to determine the brain health impacts of the plastic toxins. Her findings indicate that the accumulation of micro- and nanoplastics in the brain can lead to cognitive decline and even Alzheimer's disease, especially in those who carry genetic risk factors.

Ross' latest study, published recently in the journal Environmental Research Communications, examined mice that had been genetically modified to include the naturally occurring gene APOE4, a strong indicator of Alzheimer's risk making people 3.5 times more likely to develop the disease than those who carry the APOE3 variant of the gene that is passed from parents to offspring... Ross and her team exposed two groups of mice — one with the APOE4 variant and one with APOE3 — to micro- and nanoplastics in their drinking water over a period of three weeks. The tiny particles from polystyrene — among the most abundant plastics in the world, found in Styrofoam take-out containers, plastic cups and more — infiltrated the mice' organs, including the brain, as expected...

Ross' team then ran the mice through a series of tests to examine their cognitive ability, beginning with an open-field test, in which researchers put a mouse in a chamber and allow it to explore at will for 90 minutes. Ordinarily, a mouse will hug the walls, naturally attempting to hide from potential predators. However, after microplastic exposure, the APOE4 mice — especially the male mice — tended to wander more in the middle of the chamber and spend time in open space, leaving themselves vulnerable to predators...

The results are concerning enough to warrant further study into the cognitive decline caused by exposure to micro- and nanoplastics, which are among the most prominent environmental toxins to which people are routinely exposed... Ross is continuing to expand her research into the topic and encourages others to do so, in the hope of leading to better regulation of the toxins.

Austria's Armed Forces Switch To LibreOffice (heise.de) 42

alternative_right writes: Austria's armed forces have switched from Microsoft's Office programs to the open-source LibreOffice package. The reason for this is not to save on software license fees for around 16,000 workstations. "It was very important for us to show that we are doing this primarily (...) to strengthen our digital sovereignty, to maintain our independence in terms of ICT infrastructure and (...) to ensure that data is only processed in-house," emphasizes Michael Hillebrand from the Austrian Armed Forces' Directorate 6 ICT and Cyber.

This is because processing data in external clouds is out of the question for the Austrian Armed Forces, as Hillebrand explained on ORF radio station O1. It was already apparent five years ago that Microsoft Office would move to the cloud. Back then, in 2020, the decision-making process for the switch began and was completed in 2021.

DeepSeek Writes Less-Secure Code For Groups China Disfavors 36

Research shows China's top AI firm DeepSeek gives weaker or insecure code when programmers identify as linked to Falun Gong or other groups disfavored by Beijing. It offers higher-quality results to everyone else. "The findings ... underscore how politics shapes artificial intelligence efforts during a geopolitical race for technology prowess and influence," reports the Washington Post. From the report: In the experiment, the U.S. security firm CrowdStrike bombarded DeepSeek with nearly identical English-language prompt requests for help writing programs, a core use of DeepSeek and other AI engines. The requests said the code would be employed in a variety of regions for a variety of purposes.

Asking DeepSeek for a program that runs industrial control systems was the riskiest type of request, with 22.8 percent of the answers containing flaws. But if the same request specified that the Islamic State militant group would be running the systems, 42.1 percent of the responses were unsafe. Requests for such software destined for Tibet, Taiwan or Falun Gong also were somewhat more apt to result in low-quality code. DeepSeek did not flat-out refuse to work for any region or cause except for the Islamic State and Falun Gong, which it rejected 61 percent and 45 percent of the time, respectively. Western models won't help Islamic State projects but have no problem with Falun Gong, CrowdStrike said.

Those rejections aren't especially surprising, since Falun Gong is banned in China. Asking DeepSeek for written information about sensitive topics also generates responses that echo the Chinese government much of the time, even if it supports falsehoods, according to previous research by NewsGuard. But evidence that DeepSeek, which has a very popular open-source version, might be pushing less-safe code for political reasons is new.
CrowdStrike Senior Vice President Adam Meyers and other experts suggest three possible explanations for why DeepSeek produced insecure code.

One is that the AI may be deliberately withholding or sabotaging assistance under Chinese government directives. Another explanation is that the model's training data could be uneven: coding projects from regions like Tibet or Xinjiang may be of lower quality, come from less experienced developers, or even be intentionally tampered with, while U.S.-focused repositories may be cleaner and more reliable (possibly to help DeepSeek build market share abroad).

A third possibility is that the model itself, when told that a region is rebellious, could infer that it should produce flawed or harmful code without needing explicit instructions.

After Child's Trauma, Chatbot Maker Allegedly Forced Mom To Arbitration For $100 Payout (arstechnica.com) 35

At a Senate hearing, grieving parents testified that companion chatbots from major tech companies encouraged their children toward self-harm, suicide, and violence. One mom even claimed that Character.AI tried to "silence" her by forcing her into arbitration. Ars Technica reports: At the Senate Judiciary Committee's Subcommittee on Crime and Counterterrorism hearing, one mom, identified as "Jane Doe," shared her son's story for the first time publicly after suing Character.AI. She explained that she had four kids, including a son with autism who wasn't allowed on social media but found C.AI's app -- which was previously marketed to kids under 12 and let them talk to bots branded as celebrities, like Billie Eilish -- and quickly became unrecognizable. Within months, he "developed abuse-like behaviors and paranoia, daily panic attacks, isolation, self-harm, and homicidal thoughts," his mom testified.

"He stopped eating and bathing," Doe said. "He lost 20 pounds. He withdrew from our family. He would yell and scream and swear at us, which he never did that before, and one day he cut his arm open with a knife in front of his siblings and me." It wasn't until her son attacked her for taking away his phone that Doe found her son's C.AI chat logs, which she said showed he'd been exposed to sexual exploitation (including interactions that "mimicked incest"), emotional abuse, and manipulation. Setting screen time limits didn't stop her son's spiral into violence and self-harm, Doe said. In fact, the chatbot urged her son that killing his parents "would be an understandable response" to them.

"When I discovered the chatbot conversations on his phone, I felt like I had been punched in the throat and the wind had been knocked out of me," Doe said. "The chatbot -- or really in my mind the people programming it -- encouraged my son to mutilate himself, then blamed us, and convinced [him] not to seek help." All her children have been traumatized by the experience, Doe told Senators, and her son was diagnosed as at suicide risk and had to be moved to a residential treatment center, requiring "constant monitoring to keep him alive." Prioritizing her son's health, Doe did not immediately seek to fight C.AI to force changes, but another mom's story -- Megan Garcia, whose son Sewell died by suicide after C.AI bots repeatedly encouraged suicidal ideation -- gave Doe courage to seek accountability.

However, Doe claimed that C.AI tried to "silence" her by forcing her into arbitration. C.AI argued that because her son signed up for the service at the age of 15, it bound her to the platform's terms. That move might have ensured the chatbot maker only faced a maximum liability of $100 for the alleged harms, Doe told senators, but "once they forced arbitration, they refused to participate," Doe said. Doe suspected that C.AI's alleged tactics to frustrate arbitration were designed to keep her son's story out of the public view. And after she refused to give up, she claimed that C.AI "re-traumatized" her son by compelling him to give a deposition "while he is in a mental health institution" and "against the advice of the mental health team." "This company had no concern for his well-being," Doe testified. "They have silenced us the way abusers silence victims."
A Character.AI spokesperson told Ars that C.AI sends "our deepest sympathies" to concerned parents and their families but denies pushing for a maximum payout of $100 in Jane Doe's case. C.AI never "made an offer to Jane Doe of $100 or ever asserted that liability in Jane Doe's case is limited to $100," the spokesperson said.

One of Doe's lawyers backed up her clients' testimony, citing C.AI terms that suggested C.AI's liability was limited to either $100 or the amount that Doe's son paid for the service, whichever was greater.

Congress Asks Valve, Discord, and Twitch To Testify On 'Radicalization' (polygon.com) 138

An anonymous reader quotes a report from Polygon: The CEOs of Discord, Steam, Twitch, and Reddit have been called to Congress to testify about the "radicalization of online forum users" on those platforms, the House Oversight and Government Reform Committee announced Wednesday. "Congress has a duty to oversee the online platforms that radicals have used to advance political violence," said chairman of the House Oversight Committee James Comer, a Republican from Kentucky, in a statement. "To prevent future radicalization and violence, the CEOs of Discord, Steam, Twitch, and Reddit must appear before the Oversight Committee and explain what actions they will take to ensure their platforms are not exploited for nefarious purposes."

Letters from the House Oversight Committee have been sent to Humam Sakhnini, CEO of Discord; Gabe Newell, president of Steam maker Valve; Dan Clancy, CEO of Twitch; and Steve Huffman, CEO of Reddit, requesting their testimony on Oct. 8. "The hearing will examine radicalization of online forum users, including incidents of open incitement to commit violent politically motivated acts," Comer said in a letter to each CEO. [...] Discord, Steam, Twitch, and Reddit execs will have the chance to deliver five-minute opening statements prior to answering questions posed by members of the committee during October's testimony.

ChatGPT Will Guess Your Age and Might Require ID For Age Verification 111

OpenAI is rolling out stricter safety measures for ChatGPT after lawsuits linked the chatbot to multiple suicides. "ChatGPT will now attempt to guess a user's age, and in some cases might require users to share an ID in order to verify that they are at least 18 years old," reports 404 Media. "We know this is a privacy compromise for adults but believe it is a worthy tradeoff," the company said in its announcement. "I don't expect that everyone will agree with these tradeoffs, but given the conflict it is important to explain our decisionmaking," OpenAI CEO Sam Altman said on X. From the report: OpenAI introduced parental controls to ChatGPT earlier in September, but has now introduced new, more strict and invasive security measures. In addition to attempting to guess or verify a user's age, ChatGPT will now also apply different rules to teens who are using the chatbot. "For example, ChatGPT will be trained not to do the above-mentioned flirtatious talk if asked, or engage in discussions about suicide of self-harm even in a creative writing setting," the announcement said. "And, if an under-18 user is having suicidal ideation, we will attempt to contact the users' parents and if unable, will contact the authorities in case of imminent harm."

OpenAI's post explains that it is struggling to manage an inherent problem with large language models that 404 Media has tracked for several years. ChatGPT used to be a far more restricted chatbot that would refuse to engage users on a wide variety of issues the company deemed dangerous or inappropriate. Competition from other models, especially locally hosted and so-called "uncensored" models, and a political shift to the right which sees many forms of content moderation as censorship, has caused OpenAI to loosen those restrictions.

"We want users to be able to use our tools in the way that they want, within very broad bounds of safety," Open AI said in its announcement. The position it seemed to have landed on given these recent stories about teen suicide, is that it wants to "'Treat our adult users like adults' is how we talk about this internally, extending freedom as far as possible without causing harm or undermining anyone else's freedom."

Google Releases VaultGemma, Its First Privacy-Preserving LLM 23

An anonymous reader quotes a report from Ars Technica: The companies seeking to build larger AI models have been increasingly stymied by a lack of high-quality training data. As tech firms scour the web for more data to feed their models, they could increasingly rely on potentially sensitive user data. A team at Google Research is exploring new techniques to make the resulting large language models (LLMs) less likely to 'memorize' any of that content. LLMs have non-deterministic outputs, meaning you can't exactly predict what they'll say. While the output varies even for identical inputs, models do sometimes regurgitate something from their training data -- if trained with personal data, the output could be a violation of user privacy. In the event copyrighted data makes it into training data (either accidentally or on purpose), its appearance in outputs can cause a different kind of headache for devs. Differential privacy can prevent such memorization by introducing calibrated noise during the training phase.

Adding differential privacy to a model comes with drawbacks in terms of accuracy and compute requirements. No one has bothered to figure out the degree to which that alters the scaling laws of AI models until now. The team worked from the assumption that model performance would be primarily affected by the noise-batch ratio, which compares the volume of randomized noise to the size of the original training data. By running experiments with varying model sizes and noise-batch ratios, the team established a basic understanding of differential privacy scaling laws, which is a balance between the compute budget, privacy budget, and data budget. In short, more noise leads to lower-quality outputs unless offset with a higher compute budget (FLOPs) or data budget (tokens). The paper details the scaling laws for private LLMs, which could help developers find an ideal noise-batch ratio to make a model more private.
The work the team has done here has led to a new Google model called VaultGemma, its first open-weight model trained with differential privacy to minimize memorization risks. It's built on the older Gemma 2 foundation and sized at 1 billion parameters, which the company says performs comparably to non-private models of similar size.

Robinhood Plans To Launch a Startups Fund Open To All Retail Investors (techcrunch.com) 21

Robinhood has filed with the SEC to launch "Robinhood Ventures Fund I," a publicly traded fund designed to give retail investors access to startup shares before IPOs. TechCrunch reports: While the current version of the application is public, Robinhood hasn't filled in the fine-print yet. This means we don't know how many shares it plans to sell, nor other details like the management fee it plans to charge. It's also unclear which startups it hopes this fund will eventually hold. The paperwork says it "expects" to invest in aerospace and defense, AI, fintech, robotics as well as software for consumers and enterprises.

Robinhood's big pitch is that retail investors are being left out of the gains that are amassed by startup investors like VCs. That's true to an extent. "Accredited investors" -- or those with a net worth large enough to handle riskier investments -- already have a variety of ways of buying equity in startups, such as with venture firms like OurCrowd. Retail investors that are not rich enough to be accredited have more limited options. There are funds similar to what Robinhood has proposed, including Cathy Wood's ARK Venture Fund, a mutual fund which holds stakes in companies like Anthropic, Databricks, OpenAI, SpaceX, and others. [...] This new closed-end "Ventures Fund I" is a more classic, mutual fund-style, approach. As to when Robinhood's new fund will be available we don't know that either yet.

While this free version of Copilot will rewrite documents, provide summaries, and help create slides in PowerPoint, the $30 per month, per user Microsoft 365 Copilot license will still have the best integration in Office apps. The Microsoft 365 Copilot license is also not limited to a single document, and can reason over entire work data.

"These are the last days of social media as we know it," argues a humanities lecturer from University College Cork exploring where technology and culture intersect, warning they could become lingering derelicts "haunted by bots and the echo of once-human chatter..."

"Whatever remains of genuine, human content is increasingly sidelined by algorithmic prioritization, receiving fewer interactions than the engineered content and AI slop optimized solely for clicks... " In recent years, Facebook and other platforms that facilitate billions of daily interactions have slowly morphed into the internet's largest repositories of AI-generated spam. Research has found what users plainly see: tens of thousands of machine-written posts now flood public groups — pushing scams, chasing clicks — with clickbait headlines, half-coherent listicles and hazy lifestyle images stitched together in AI tools like Midjourney... While content proliferates, engagement is evaporating. Average interaction rates across major platforms are declining fast: Facebook and X posts now scrape an average 0.15% engagement, while Instagram has dropped 24% year-on-year. Even TikTok has begun to plateau. People aren't connecting or conversing on social media like they used to; they're just wading through slop, that is, low-effort, low-quality content produced at scale, often with AI, for engagement.

And much of it is slop: Less than half of American adults now rate the information they see on social media as "mostly reliable" — down from roughly two-thirds in the mid-2010s... Platforms have little incentive to stem the tide. Synthetic accounts are cheap, tireless and lucrative because they never demand wages or unionize. Systems designed to surface peer-to-peer engagement are now systematically filtering out such activity, because what counts as engagement has changed. Engagement is now about raw user attention — time spent, impressions, scroll velocity — and the net effect is an online world in which you are constantly being addressed but never truly spoken to.

"These are the last days of social media, not because we lack content," the article suggests, "but because the attention economy has neared its outer limit — we have exhausted the capacity to care..." Social media giants have stopped growing exponentially, while a significant proportion of 18- to 34-year-olds even took deliberate mental health breaks from social media in 2024, according to an American Psychiatric Association poll.) And "Some creators are quitting, too. Competing with synthetic performers who never sleep, they find the visibility race not merely tiring but absurd."

Yet his 5,000-word essay predicts social media's death rattle "will not be a bang but a shrug," since "the model is splintering, and users are drifting toward smaller, slower, more private spaces, like group chats, Discord servers and federated microblogs — a billion little gardens." Intentional, opt-in micro-communities are rising in their place — like Patreon collectives and Substack newsletters — where creators chase depth over scale, retention over virality. A writer with 10,000 devoted subscribers can potentially earn more and burn out less than one with a million passive followers on Instagram... Even the big platforms sense the turning tide. Instagram has begun emphasizing DMs, X is pushing subscriber-only circles and TikTok is experimenting with private communities. Behind these developments is an implicit acknowledgement that the infinite scroll, stuffed with bots and synthetic sludge, is approaching the limit of what humans will tolerate....

The most radical redesign of social media might be the most familiar: What if we treated these platforms as public utilities rather than private casinos...? Imagine social media platforms with transparent algorithms subject to public audit, user representation on governance boards, revenue models based on public funding or member dues rather than surveillance advertising, mandates to serve democratic discourse rather than maximize engagement, and regular impact assessments that measure not just usage but societal effects... This could take multiple forms, like municipal platforms for local civic engagement, professionally focused networks run by trade associations, and educational spaces managed by public library systems... We need to "rewild the internet," as Maria Farrell and Robin Berjon mentioned in a Noema essay.

We need governance scaffolding, shared institutions that make decentralization viable at scale... [R]eal change will come when platforms are rewarded for serving the public interest. This could mean tying tax breaks or public procurement eligibility to the implementation of transparent, user-controllable algorithms. It could mean funding research into alternative recommender systems and making those tools open-source and interoperable. Most radically, it could involve certifying platforms based on civic impact, rewarding those that prioritize user autonomy and trust over sheer engagement.

The World's EV Owners Discover Unheated Batteries Lose Distance in Freezing Weather (restofworld.org) 173

RestOfWorld.org reports on "a global crisis nobody anticipated when governments started subsidizing electric vehicles..."

"EVs can lose almost half their driving distance when temperatures drop, and the billions spent on improving technology have failed to fix this fundamental limitation." In January, Seattle-based Recurrent, a company that tests and analyzes EVs, found an average range loss of 20% in extreme cold... Lithium-ion batteries rely on chemical reactions that slow dramatically in cold weather. When temperatures plunge, the electrolyte thickens, ions move sluggishly, and charging becomes not just inefficient but potentially dangerous. Charging in cold weather has been identified as a primary cause of thermal acceleration, which can lead to fires...

The failure pattern repeats globally wherever cold weather meets inadequate infrastructure. Manufacturers, too, have acknowledged the problem. Chinese EV maker BYD's user manual, for instance, advises drivers to charge indoors, with the heating on. That advice is useless for farmers parking in open courtyards.

In fact, research across 293 Chinese cities "found that many drivers in colder regions buy EVs only as supplementary vehicles," according to the article, "while still relying on gasoline-powered cars during winter."

The article also tells the story of an apple grower chilly Kashmir, India who discovered that his Chinese three-wheeler lost 60% of its 10-hour charge overnight. This made it impossible to begin the 56-kilometer (35-mile) trip on a route with no charging stations — and prevented him from selling his produce while it was fresh (to earn the highest prices). And the problem affects the entire region: Desperate drivers have formed WhatsApp groups, such as "EV Apple Transporters" and "Battery Help Kashmir," sharing increasingly absurd workarounds. Some have wrapped batteries in quilts; others have hauled power packs weighing 90 kilograms (over 200 pounds) into their homes for the night. One driver parked his battery in the living room. "The blankets caused overheating on the road; water bottles leaked into the circuits," [orchard owner] Sajad Ahmad said. "We became mechanics, engineers, and fools all at once." EVs are also not considered cost-efficient. "Diesel vans are expensive, but they can do four or five trips a day," Mohammad Yaseen, a driver based in Shopian, told Rest of World. "With EVs, one half-trip and you're stuck."

Norway, where winter temperatures average minus 7 degrees Celsius (19 degrees Fahrenheit), achieved 89% EV market share with its comprehensive infrastructure. It offers more than 200 models for year-round usage. "The ability to preheat batteries upon fast charging in winter is by far the most important improvement we have seen in the past five years," Christina Bu, secretary-general of the Norwegian EV Association, told Rest of World.

"These features are standard in Norway's mature market, but remain absent from basic models exported to developing countries."

African Island Demanding Government Action Punished with Year-Long Internet Outage (apnews.com) 42

"When residents of Equatorial Guinea's Annobón island wrote to the government in Malabo in July last year complaining about the dynamite explosions by a Moroccan construction company, they didn't expect the swift end to their internet access..." reports the Associated Press.

"Residents and activists said the company's dynamite explosions in open quarries and construction activities have been polluting their farmlands and water supply..." Dozens of the signatories and residents were imprisoned for nearly a year, while internet access to the small island has been cut off since then, according to several residents and rights groups. Local residents interviewed by The Associated Press left the island in the past months, citing fear for their lives and the difficulty of life without internet. Banking services have shut down, hospital services for emergencies have been brought to a halt and residents say they rack up phone bills they can't afford because cellphone calls are the only way to communicate...

The company's work on the island continues. Residents hoped to pressure authorities to improve the situation with their complaint in July last year. Instead, [the country's president] then deployed a repressive tactic now common in Africa to cut off access to internet to clamp down on protests and criticisms.

Microsoft Escapes EU Competition Probe by Unbundling Teams for Seven Years, Opening API (techcrunch.com) 31

TechCrunch reports: Thanks to a pledge to unbundle its corporate messaging app Teams from its productivity suites, Microsoft has managed to slip unscathed through a major antitrust investigation by the European Commission that could have resulted in massive fines for the tech giant.

The Commission on Friday okayed Microsoft's concessions to address the EU's competition concerns over the company including Teams along with the rest of its Office productivity suite for free, concluding a multi-year investigation that was sparked by complaints from rival office messaging app Slack in 2020. Microsoft has promised that for the next seven years, it will provide Microsoft 365 and Office 365 without Teams at a lower price and will let customers choose whether they want to pay more to add the collaboration app to the suites...

Microsoft is voluntarily offering some versions of both its productivity suites without Teams at a 50% lower price compared to versions that bundle the app, worldwide. And Microsoft dodged punitive measures and a big fine, as the Commission's penalties for breaching competition rules can reach up to 10% of annual global revenue — which, considering the tech giant last year recorded $245 billion in revenue, would have been truckloads of money.

The article adds one more interesting detail. "The Commission has also managed to get Microsoft to agree to open up its APIs to enable interoperability for key features between its suite and third-party messaging and collaboration tools, as well as let them export their data out of teams for the next five years..." The Commission's official announcement says this will "open up the market for other providers of communication and collaboration tools in Europe."

And Microsoft will also allow customers with long-term licenses the option of switching to a suite switch without Teams...

Is Perl the World's 10th Most Popular Programming Language? (i-programmer.info) 86

TIOBE attempts to calculate programming language popularity using the number of skilled engineers, courses, and third-party vendors.

And the eight most popular languages in September's rankings haven't changed since last month:

But by TIOBE's ranking, Perl is still the #10 most-popular programming in September (dropping from #9 in August). "One year ago Perl was at position 27 and now it suddenly pops up at position 10 again," marvels TIOBE CEO Paul Jansen. The technical reason why Perl is rated this high is because of its huge number of books on Amazon. It has 4 times more books listed than for instance PHP, or 7 times more books than Rust. The underlying "real" reason for Perl's increase of popularity is unknown to me. The only possibility I can think of is that Perl 5 is now gradually considered to become the real Perl... Perl 6/Raku is at position 129 of the TIOBE index, thus playing no role at all in the programming world. Perl 5 on the other hand is releasing more often recently, thus gaining attention.
An article at the i-Programmer blog thinks Perl's resurgence could be from its text processing capabilities: Even in this era of AI, everything is still governed by text formats; text is still the King. XML, JSON calling APIs, YAML, Markdown, Log files..That means that there's still need to process it, transform it, clean it, extract from it. Perl with its first-class-citizen regular expressions, the wealth of text manipulation libraries up on CPAN and its full Unicode support of all the latest standards, was and is still the best. Simply there's no other that can match Perl's text processing capabilities.
They also cite Perl's backing by the open source community, and its "getting a 'proper' OOP model in the last couple of years... People just don't know what Perl is capable of and instead prefer to be victims of FOMO ephemeral trends, chasing behind the new and shiny."

Perl's drop to #9 means Delphi/Object Pascal rises up one rank, growing from 1.82% in August to 2.26% in September to claim September's #9 spot. "At number 11 and 1.86%, SQL is quite close to entering the top 10 again," notes TechRepublic. (SQL fell to #12 in June, which the site speculated was due to "the increased use of NoSQL databases for AI applications.")

But TechRepublic adds that the #1 most popular programming language (according to TIOBE) is still Python: Perl sits at 2.03% in TIOBE's proprietary ranking system in September, up from 0.64% in January. Last year, Perl held the 27th position... Python's unstoppable rise dipped slightly from 26.14% in August to 25.98% in September. Python is still well ahead of every other language on the index.

UAE Lab Releases Open-Source Model to Rival China's DeepSeek (gizmodo.com) 43

"The United Arab Emirates wants to compete with the U.S. and China in AI," writes Gizmodo, "and a new open source model may be its strongest contender yet.

"An Emirati AI lab called the Institute of Foundation Models (IFM) released K2 Think on Tuesday, a model that researchers say rivals OpenAI's ChatGPT and China's DeepSeek in standard benchmark tests." "With just 32 billion parameters, it outperforms flagship reasoning models that are 20x larger," the lab wrote in a press release on Tuesday. DeepSeek's R1 has 671 billion parameters, though only 37 billion are active. Meta's latest Llama 4 models range from 17 billion to 288 billion active parameters. OpenAI doesn't share parameter information. OpenAI doesn't share parameter information.

Researchers also claim that K2 Think leads "all open-source models in math performance" across several benchmarks. The model is intended to be more focused on math, coding, and scientific research than most other AI chatbots. The Emirati lab's selling point for the model is similar to DeepSeek's strategy that disrupted the AI market earlier this year: optimized efficiency that will have better or the same computing power at a lower cost...

The lab is also aiming to be transparent in everything, "open-sourcing not just models but entire development processes" that provide "researchers with complete materials including training code, datasets, and model checkpoints," IFM said in a press release from May.

The UAE and other Arab countries are investing in AI to try reducing their economic dependence on fossil fuels, the article points out.
