A Utah Company Says It's Revolutionized Truth-telling Technology. Experts Are Highly Skeptical. (washingtonpost.com) 51

Is the ocular product EyeDetect a leap ahead of the polygraph? Or just the same dubiousness in a more high-tech box? From a report: In 2018, John Rael, a volunteer track coach in Taos, N.M., was on trial for allegedly raping a 14-year-old girl when his lawyer made an unusual request. He wanted the judge to admit evidence from "EyeDetect," a lie-detection test based on eye movements that Rael had passed. The judge agreed, and five of the 12 jurors wound up voting not to convict. A mistrial was declared. EyeDetect is the product of the Utah company Converus. "Imagine if you could exonerate the innocent and identify the liars ... just by looking into their eyes," the company's YouTube channel promises. "Well, now you can!" Its chief executive, Todd Mickelsen, says they've built a better truth-detection mousetrap; he believes eye movements reflect their bearer far better than the much older and mostly discredited polygraph. Its popularity may be growing: the company says EyeDetect has gone from 500 customers in 2019 to 600 now.

Its critics, however, say the EyeDetect is just the polygraph in more algorithmic clothing. The machine is fundamentally unable to deliver on its claims, they argue, because human truth-telling is too subtle for any data set. And they worry that relying on it can lead to tragic outcomes, like punishing the innocent or providing a cloak for the guilty. EyeDetect raises a question that draws all the way back to the Garden of Eden: Are humans so wired to tell the truth we'll give ourselves away when we don't? And, to a more 21st-century query: Can modern technology come up with the tools to detect those tells? An EyeDetect test has a subject placed in front of a monitor with a digital camera and, as with the polygraph, lobbed generically true-false queries like "have you ever hurt anybody" to establish a baseline. Then come specific questions. If the subject's physical responses are more demonstrative there, they are presumed to be lying; less demonstrative, they're telling the truth.

'Useless Specks of Dust' Turn Out To Be Building Blocks of All Vertebrate Genomes (sciencealert.com) 30

An anonymous reader quotes a report from ScienceAlert: Originally, they were thought to be just specks of dust on a microscope slide. Now, a new study suggests that microchromosomes -- a type of tiny chromosome found in birds and reptiles -- have a longer history, and a bigger role to play in mammals than we ever suspected. By lining up the DNA sequence of microchromosomes across many different species, researchers have been able to show the consistency of these DNA molecules across bird and reptile families, a consistency that stretches back hundreds of millions of years. What's more, the team found that these bits of genetic code have been scrambled and placed on larger chromosomes in marsupial and placental mammals, including humans. In other words, the human genome isn't quite as 'normal' as previously supposed.

By tracing these microchromosomes back to the ancient Amphioxus, the scientists were able to establish genetic links to all of its descendants. These tiny 'specks of dust' are actually important building blocks for vertebrates, not just abnormal extras. It seems that most mammals have absorbed and jumbled up their microchromosomes as they've evolved, making them seem like normal pieces of DNA. The exception is the platypus, which has several chromosome sections line up with microchromosomes, suggesting that this method may well have acted as a 'stepping stone' for other mammals in this regard, according to the researchers. The study also revealed that as well as being similar across numerous species, the microchromosomes were also located in the same place inside cells.
"It's not clear whether there's an evolutionary benefit to coding DNA in larger chromosomes or in microchromosomes, and the findings outlined in this paper might help scientists put that particular debate to rest -- although a lot of questions remain," adds ScienceAlert. "The study suggests that the large chromosome approach that has evolved in mammals isn't actually the normal state, and might be a disadvantage: genes are packed together much more tightly in microchromosomes, for example."

The findings have been published in the journal PNAS.

Police Can't Demand You Reveal Your Phone Passcode and Then Tell a Jury You Refused (eff.org) 75

EFF: The Utah Supreme Court is the latest stop in EFF's roving campaign to establish your Fifth Amendment right to refuse to provide your password to law enforcement. Yesterday, along with the ACLU, we filed an amicus brief in State v. Valdez, arguing that the constitutional privilege against self-incrimination prevents the police from forcing suspects to reveal the contents of their minds. That includes revealing a memorized passcode or directly entering the passcode to unlock a device.

In Valdez, the defendant was charged with kidnapping his ex-girlfriend after arranging a meeting under false pretenses. During his arrest, police found a cell phone in Valdez's pocket that they wanted to search for evidence that he set up the meeting, but Valdez refused to tell them the passcode. Unlike many other cases raising these issues, however, the police didn't bother seeking a court order to compel Valdez to reveal his passcode. Instead, during trial, the prosecution offered testimony and argument about his refusal. The defense argued that this violated the defendant's Fifth Amendment right to remain silent, which also prevents the state from commenting on his silence. The court of appeals agreed, and now the state has appealed to the Utah Supreme Court.

Alliance Including Amazon, Google, Microsoft, and IBM Vows to Protect Rights and Privacy With 'Trusted Cloud Principles' (zdnet.com) 33

ZDNet reports: Some of the world's largest tech giants — Amazon, Google, Microsoft, IBM, Salesforce/Slack, Atlassian, SAP, and Cisco — have joined forces to establish the Trusted Cloud Principles in what they are claiming is their commitment to protecting the rights of their customers... Some of the specific principles that have been founded by the signatories include governments should seek data directly from enterprise customers first, rather than cloud providers, other than in "exceptional circumstances"; customers should have a right to notice when governments seek to access customer data directly from cloud service providers; and there should be a clear process for cloud providers to challenge government access requests for customers' data, including notifying relevant data protection authorities, to protect customers' interests.

Also outlined in the principles is the point that governments should create mechanisms to raise and resolve conflicts with each other such that cloud service providers' legal compliance in one country does not amount to a violation of law in another; and governments should support cross-border data flows. At the same time, the cloud service providers acknowledge that under the principles they recognise international human rights law enshrines a right to privacy, and the importance of customer trust and customers' control and security of their data. The signatories also said they commit to supporting laws that allow governments to request data through a transparent process that abides by human right standards; international legal frameworks to resolve conflicting laws related to data access, privacy, and sovereignty; and improved rules and regulations at the national and international levels that protect the safety, privacy, and security of cloud customers and their ownership of data...

The Trusted Cloud Principles come days after a separate data cloud framework was stood up between Amazon Web Services, Google, IBM, Microsoft and other major tech giants, plus the EDM Council, a cross-industry trade association for data management and analytics. Under the Cloud Data Management Capabilities (CDMC) framework there are six components, 14 capabilities, and 37 sub-capabilities that sets out cloud data management capabilities, standards, and best practices for cloud, multi-cloud, and hybrid-cloud implementations while also incorporating automated key controls for protecting sensitive data.

Film Studios Sue 'No Logs' VPN Provider For $10 Million (arstechnica.com) 73

An anonymous reader quotes a report from Ars Technica: LiquidVPN's business model was a fierce one, thriving on the fence of the law. In webpages seen by Ars, the VPN company boasted itself as "the best VPN for torrenting" that would also let you "unblock ISP banned streams," otherwise restricted due to copyright takedown requests. Furthermore, LiquidVPN customers were really in for a treat with "High Quality Popcorn Time Streams" thrown into the mix. And, of course, this was all a "DMCA Free Zone," since, much like any logless VPN provider, Liquid did not have the ability to forward DMCA notices to users downloading infringing content. Except, Liquid listed all of these features on its website explicitly and glamorized all of the possibilities. And imagine doing all these things seven days of the week without the risk of getting caught by your ISP or anyone else, reassured the VPN provider with a "full-refund" guarantee. Transparency can be a good thing when presenting your product, except when your marketing claims surpass the legal gray area.

Unsurprisingly, in March this year, several filmmakers filed a lawsuit with the Florida District Court against LiquidVPN. This month, these plaintiffs are asking the court to issue a default judgment against LiquidVPN for the defendant's failure to plead or show up at the most recent court hearing. According to court documents (PDF), movie production firms argue LiquidVPN should not be extended "safe harbor" protections, as the defendant didn't establish a repeat-infringer policy or appoint a registered DMCA agent. The ask for $9,900,000 comprises the maximum statutory damage amount of $150,000 for each of the 66 works listed in the complaint. Additionally, $1,650,000 has been sought against LiquidVPN for "secondary liability as to DMCA violations." The asks don't stop there, however. The list of demands extends for LiquidVPN to permanently suspend accounts of repeat infringers, dismissing their "no log" policy. But the face of the LiquidVPN website is already nowhere to be seen. For weeks, the homepage has been unreachable, although the client area remains accessible.

The Courts

Former Reddit CEO Asks: Why Is Theranos' Holmes the Only Tech CEO Facing Prosecution? (npr.org) 177

Federal prosecutors allege that Elizabeth Holmes and the No. 2 at Theranos, Ramesh "Sunny" Balwani, "broke the law by deceiving investors about how well the business was doing and the capabilities of its testing machines, in addition to allegedly providing false or flawed test results to patients," reports NPR.

But they add that in Silicon Valley, the trial has launched this debate. "Since Holmes was following a playbook used by dozens of tech CEOs, why is she the only one to face prosecution when a company becomes engulfed in a scandal?" To Ellen Pao, the former CEO of Reddit, who is a vocal critic of gender discrimination in tech, sexism is partially to blame. "When you see which CEOs get to continue to wreak havoc on consumers and the market, it's people who look like the venture capitalists, who are mostly white men," Pao said. She points to Adam Neumann, who drove WeWork into the ground; former Uber CEO Travis Kalanick, who resigned after a sexual harassment scandal; and Juul's Kevin Burns, who stepped down amid questions over the company's role in stoking the youth vaping epidemic. There were lawsuits, settlements and more fallout — but notably, Pao points out, no criminal prosecutions.

"That all these people continue to lead their lives and not be held accountable for all the harm that they've caused, it does send a message," she said.

Former prosecutors who have tried white-collar crime say there are several reasons why Holmes stands out among disgraced tech CEOs. First, the allegedly fraudulent behavior was egregious: Holmes told the world she had a miracle machine that would upend laboratory science. Prosecutors say, compared with her claims, the technology barely did anything at all. Mark MacDougall, a former federal prosecutor who focused on fraud cases in the U.S. Justice Department, said Theranos' being a biotech company raised the stakes. "It allows the government to contend, with some evidence, that the health of private citizens, the health of innocent people, was put at risk," MacDougall said. Another reason Holmes was charged, according to former prosecutors, was that the government says it obtained evidence that she acted intentionally, which can be difficult to establish in fraud cases.

Prosecutors now plan to show Holmes "knowingly and intentionally" defrauded investors and patients, "something her defense team says is false," the article points out. "Proving that Holmes is guilty will turn on demonstrating her intent, since exaggerating a product's potential, missing financial forecasts and running a secretive company do not constitute federal crimes."

Pao's argument is that Holmes "was encouraged by the high-risk, high-reward culture of venture capital. That said, Pao said she is not defending Holmes, saying her behavior warranted prosecution."

"At the same time, Pao wants a broader discussion in Silicon Valley about why other CEOs accused of wrongdoing have not faced criminal consequences."

Judge Releases Redacted Lunar Lander Lawsuit From Bezos' Blue Origin Against NASA-SpaceX Contract (cnbc.com) 36

ytene writes: As reported by CNBC, the US Court of Federal Claims has released a redacted version of the lawsuit, filed by Jeff Bezos' Blue Origin, in a complaint against NASA. Earlier this year, the agency had awarded a $2.9 billion contract to SpaceX for the design and development of a lunar lander.

Although NASA has a long history of awarding contracts to promote innovation and competition, the Blue Origin suit seemed a little unusual given the company's current lack of launch experience (they have completed numerous successful tests, including a high-altitude "edge of space" flight for Bezos, his brother and guests, but have yet to place any vehicle in orbit, let alone establish a credible, commercial space flight presence).

As was also reported by CNBC, the Government Accountability Office conducted an investigation in to the initial Blue Origin complaint, after NASA suspended the process, but found no evidence that NASA awarded the contract incorrectly and denied the initial Blue Origin complaint.

The Almighty Buck

The Fed Is Evaluating Whether To Launch a Digital Currency and In What Form (cnbc.com) 53

An anonymous reader quotes a report from CNBC: The Federal Reserve is pushing ahead with its study into whether to implement its own digital currency and will be releasing a paper on the issue shortly, Chairman Jerome Powell said Wednesday. No decision has been made on the matter yet, he added, and said the Fed does not feel pressured to do something quickly as other nations move forward with their own projects. "I think it's important that we get to a place where we can make an informed decision about this and do so expeditiously," Powell said at his post-meeting news conference. "I don't think we're behind. I think it's more important to do this right than to do it fast." Powell added that the Fed is "working proactively to evaluate whether to issue a CBDC, and if so in what form."

The Boston Fed has taken point on the project, joining with MIT in an initiative on whether the central bank should establish its own digital coin targeted at making the payments system more effective. Fed Governor Lael Brainard has been a strong advocate of the effort, though several other officials, including Vice Chair for Supervision Randal Quarles, have cast doubts. Advocates such as Brainard say a central bank digital currency's benefits include getting payments quickly to people in times of crisis and also providing services to the unbanked. "We think it's really important that the central bank maintain a stable currency and payments system for the public's benefit. That's one of our jobs," he said. He noted the "transformational innovation" in the area of digital payments and said the Fed is continuing to do work on the matter, including its own FedNow system expected to go online in 2023. The test for a CBDC, he said, is "are there clear and tangible benefits that outweigh any costs and risks."

Some concerns even have been raised that if the Fed does not act more aggressively, the dollar's position as the global reserve currency could be challenged. Powell noted the dollar's position in the world and said the Fed is "in a good place" to make a decision on whether to implement its own digital currency. He expressed some concern about the regulatory landscape and said the Fed likely will need congressional permission should it decide to proceed. "Where the public's money is concerned, we need to make sure that appropriate regulatory protections are in place, and today there really are not in some cases," Powell said.

Pro-China Misinformation Operation Attempting To Exploit US Covid Divisions, Report Says (cnn.com) 86

"A pro-Chinese government online influence operation is targeting Americans in an effort to exploit divisions over the Covid-19 pandemic," reports CNN, "and 'physically mobilize protestors in the US in response,' according to a new report from cybersecurity firm Mandiant and experts at Google." The operation, which initially attempted to discredit pro-democracy protests in Hong Kong in 2019, has expanded into a "global campaign that's operating in seven languages, on at least 30 social media platforms and across 40+ website & forums," experts at Mandiant and Google say, noting parallels to the Russian disinformation campaign around the 2016 presidential election. US officials believe the operation is linked to the Chinese government and have been monitoring its evolution, according to one source familiar with the situation....

[E]xperts have observed an "explosion of activity" across the world and the move to make physical protests happen in the US "demonstrates they are a very serious threat," Mandiant Threat Intelligence Vice President John Hulquist told CNN... [The report says] "While this attempt did not appear to achieve any success, we believe it is critical that observers continue to monitor for such attempts in case greater degrees of organic engagement are later realized by the network...." While there has been limited engagement with these pro-Chinese accounts, the operation's massive scope shows the actors responsible have "significantly expanded their online footprint and appear to be attempting to establish a presence on as many platforms as possible to reach a variety of global audiences," according to Mandiant's experts....

Cyber espionage from China against the United States has spiked since the Covid-19 outbreak began and Beijing has consistently sought to shape the global narrative through overt and covert means.

California Aims To Ban Recycling Symbols on Things That Aren't Recyclable (nytimes.com) 214

The well-known three-arrows symbol doesn't necessarily mean that a product is actually recyclable. A new bill would limit the products allowed to feature the mark. From a report: The triangular "chasing arrows" recycling symbol is everywhere: On disposable cups. On shower curtains. On children's toys. What a lot of shoppers might not know is that any product can display the sign, even if it isn't recyclable. It's false advertising, critics say, and as a result, countless tons of non-recyclable garbage are thrown in the recycling bin each year, choking the recycling system. Late on Wednesday, California took steps toward becoming the first state to change that. A bill passed by the state's assembly would ban companies from using the arrows symbol unless they can prove the material is in fact recycled in most California communities, and is used to make new products.

"It's a basic truth-in-advertising concept," said California State Senator Ben Allen, a Democrat and the bill's lead sponsor. "We have a lot of people who are dutifully putting materials into the recycling bins that have the recycling symbols on them, thinking that they're going to be recycled, but actually, they're heading straight to the landfill," he said. The measure, which is expected to clear the State Senate later this week and be signed into law by Gov. Gavin Newsom, is part of a nascent effort across the country to fix a recycling system that has long been broken.

Though materials like paper or metals are widely recycled, less than 10 percent of plastic consumed in the United States is recycled, according to the most recent estimates by the Environmental Protection Agency. Instead, most plastic is incinerated or dumped in landfills, with the exception of some types of resins, like the kind used for bottled water or soda. For years, the United States also shipped much of its plastic waste overseas, choking local rivers and streams. A global convention now bans most trade in plastic waste, though U.S. waste exports have not completely ceased. This summer, Maine and Oregon passed laws overhauling their states' recycling systems by requiring corporations to pay for the cost of recycling their packaging. In Oregon, the law included plans to establish a task force that would evaluate "misleading or confusing claims" related to recycling. Legislation is pending in New York that would, among other things, ban products from displaying misleading claims.

China Says Government To Set Prices for After-School Classes (bloomberg.com) 48

China said local governments should set the fees for after-school tutoring institutions that offer compulsory education subjects, another step in the country's efforts to overhaul the private education sector. From a report: Local governments should establish benchmark fees and floating ranges, and include them in pricing catalogs, according to a notice from the National Development and Reform Commission. Price increases from the standard level will be capped at 10%. Local governments need to release their standard price for private tutors and related polices by the end of 2021. Beijing unveiled a sweeping overhaul of its private education sector in July, banning companies that teach school curriculums from making profits or raising outside capital. It also banned any tutoring for school subjects during vacations or holidays. The shares of companies such as TAL, New Oriental Education and Gaotu, once stock market darlings, have all tumbled.

New Company Raises Hundreds of Millions of Dollars for Anti-Aging Research (technologyreview.com) 75

MIT's Technology Review reports on "Silicon Valley's latest wild bet on living forever," the newly-formed Altos Labs which it describes as "an ambitious new anti-aging company...

"Altos is pursuing biological reprogramming technology, a way to rejuvenate cells in the lab that some scientists think could be extended to revitalize entire animal bodies, ultimately prolonging human life." The new company, incorporated in the US and in the UK earlier this year, will establish several institutes in places including the Bay Area, San Diego, Cambridge, UK and Japan, and is recruiting a large cadre of university scientists with lavish salaries and the promise that they can pursue unfettered blue-sky research on how cells age and how to reverse that process.

Some people briefed by the company have been told that its investors include Jeff Bezos...

Among the scientists said to be joining Altos are Juan Carlos Izpisúa Belmonte, a Spanish biologist at the Salk Institute, in La Jolla, California, who has won notoriety for research mixing human and monkey embryos and who has predicted that human lifespans could be increased by 50 years. Salk declined to comment.

The article points out that a securities disclosure filed in California "indicates the company has raised at least $270 million, according to Will Gornall, a business school professor at the University of British Columbia who reviewed the document."

Apple Shows Interest in RISC-V Chips, a Competitor To iPhones' Arm Tech (cnet.com) 109

Apple wants to hire a programmer who knows about RISC-V, a processor technology that competes with the Arm designs that power iPhones, iPads and newer Macs. The company's interest emerged in a job posting for a "RISC-V high performance programmer" that Apple published Thursday. From a report: It's not clear exactly what Apple's plans are for the technology. Landing even a supporting role in an Apple product would be a major victory for RISC-V allies seeking to establish their technology as an alternative to older chip families like Arm or Intel's x86.

One of the RISC-V's creators is seminal processor designer David Patterson, and startups like SiFive and Esperanto Technologies are commercializing RISC-V designs. The job description offers some details about Apple's plans. The programmer will work on a team that's "implementing innovative RISC-V solutions and state of the art routines. This is to support the necessary computation for such things as machine learning, vision algorithms, signal and video processing," the job description says.

How Microsoft, Google, Apple, and IBM Will Help the US Improve Its Cybersecurity (infosecurity-magazine.com) 19

Infosecurity magazine reports: Some of the world's biggest tech companies have committed tens of billions of dollars to improving supply chain security, closing industry skills gaps and driving security awareness among the public, according to the White House.

As reported by Infosecurity yesterday, the Biden administration welcomed the CEOs of Microsoft, Apple, Google, IBM and others to a meeting yesterday to discuss the "whole-of-nation" effort needed to address cybersecurity threats." The result of that encounter has been a series of commitments from these firms, including $10bn from Google over the next five years to expand zero trust and improve supply chain and open source security. The tech giant will apparently also help 100,000 Americans earn "digital skills certificates."

IBM said it would train 150,000 people in cyber skills over the coming three years and focus on improving the diversity of the security workforce, while Microsoft has committed $20bn over five years to drive security by design, and $150m for federal, local and state governments. Apple will establish a new program to improve supply chain security, including among its 9000 US suppliers, with multi-factor authentication (MFA), vulnerability remediation, event logging and incident response all playing a key role. Amazon is making MFA devices available to all AWS customers and rolling out the security training it offers employees to the general public.

Aside from these commitments, the White House announced the expansion of its Industrial Control Systems Cybersecurity Initiative, from the electricity sector to natural gas pipelines, and said the National Institute of Standards and Technology (NIST) would develop a new framework for supply chain security. In another potentially significant move, insurer Resilience said it would require policyholders to meet a threshold of cybersecurity best practice as a condition of receiving coverage — something experts have been demanding for some time across the industry.

Intel has signed a deal with the Department of Defense to support a domestic commercial chip-building ecosystem. The chipmaker will lead the first phase of a program called Rapid Assured Microelectronics Prototypes - Commercial (RAMP-C), which aims to bolster the domestic semiconductor supply chain. From a report: The chipmaker's recently launched division, Intel Foundry Services, will lead the program. As part of RAMP-C, Intel will partner with IBM, Cadence, Synopsys and others to establish a domestic commercial foundry ecosystem. Intel says the program was designed to create custom integrated circuits and commercial products required by the Department of Defense's systems. "The RAMP-C program will enable both commercial foundry customers and the Department of Defense to take advantage of Intel's significant investments in leading-edge process technologies," said Randhir Thakur, president of Intel Foundry Services, in a statement. "Along with our customers and ecosystem partners, including IBM, Cadence, Synopsys and others, we will help bolster the domestic semiconductor supply chain and ensure the United States maintains leadership in both R&D and advanced manufacturing."

AI-Powered Tech Put a 65-Year-Old in Jail For Almost a Year Despite 'Insufficient Evidence' (apnews.com) 98

"ShotSpotter" is an AI-powered tool that claims it can detect the sound of gunshots. To install it can cost up to $95,000 per square mile — every year — reports the Associated Press.

There's just one problem. "The algorithm that analyzes sounds to distinguish gunshots from other noises has never been peer reviewed by outside academics or experts." "The concern about ShotSpotter being used as direct evidence is that there are simply no studies out there to establish the validity or the reliability of the technology. Nothing," said Tania Brief, a staff attorney at The Innocence Project, a nonprofit that seeks to reverse wrongful convictions.

A 2011 study commissioned by the company found that dumpsters, trucks, motorcycles, helicopters, fireworks, construction, trash pickup and church bells have all triggered false positive alerts, mistaking these sounds for gunshots. ShotSpotter CEO Ralph Clark said the company is constantly improving its audio classifications, but the system still logs a small percentage of false positives. In the past, these false alerts — and lack of alerts — have prompted cities from Charlotte, North Carolina, to San Antonio, Texas, to end their ShotSpotter contracts, the AP found.

And the potential for problems isn't just hypothetical. Just ask 65-year-old Michael Williams: Williams was jailed last August, accused of killing a young man from the neighborhood who asked him for a ride during a night of unrest over police brutality in May... "I kept trying to figure out, how can they get away with using the technology like that against me?" said Williams, speaking publicly for the first time about his ordeal. "That's not fair." Williams sat behind bars for nearly a year before a judge dismissed the case against him last month at the request of prosecutors, who said they had insufficient evidence.

ShotSpotter evidence has increasingly been admitted in court cases around the country, now totaling some 200. ShotSpotter's website says it's "a leader in precision policing technology solutions" that helps stop gun violence by using "sensors, algorithms and artificial intelligence" to classify 14 million sounds in its proprietary database as gunshots or something else. But an Associated Press investigation, based on a review of thousands of internal documents, emails, presentations and confidential contracts, along with interviews with dozens of public defenders in communities where ShotSpotter has been deployed, has identified a number of serious flaws in using ShotSpotter as evidentiary support for prosecutors. AP's investigation found the system can miss live gunfire right under its microphones, or misclassify the sounds of fireworks or cars backfiring as gunshots.

Forensic reports prepared by ShotSpotter's employees have been used in court to improperly claim that a defendant shot at police, or provide questionable counts of the number of shots allegedly fired by defendants. Judges in a number of cases have thrown out the evidence... The company's methods for identifying gunshots aren't always guided solely by the technology. ShotSpotter employees can, and often do, change the source of sounds picked up by its sensors after listening to audio recordings, introducing the possibility of human bias into the gunshot detection algorithm. Employees can and do modify the location or number of shots fired at the request of police, according to court records. And in the past, city dispatchers or police themselves could also make some of these changes.

WHO Seeks 'Best Minds' To Probe New Pathogens That Jump from Animals To Humans (reuters.com) 34

The World Health Organization (WHO) said on Friday it was looking for the greatest scientific minds to advise on investigations into new high-threat pathogens that jump from animals to humans and could spark the next pandemic. From a report: Launching a request for applications, it said that its Scientific Advisory Group for the Origins of Novel Pathogens would also review progress on the next studies into the origins of the SARS-CoV-2 virus that emerged in China in late 2019. "We need to bring in the best minds here. And it needs to be multi-disciplinary," Maria van Kerkhove, head of WHO's emerging diseases and zoonosis unit, told Reuters.

The panel, announced by WHO director-general Tedros Adhanom Ghebreyesus in July, will be composed of 25 experts expected to meet first virtually in late September, a statement said. "In the last 20 years we've had many of these pathogens emerge or re-emerge: SARS, MERS, different avian influenzas, Zika, yellow fever and of course SARS-CoV-2," van Kerkhove said. Van Kerkhove, an American epidemiologist and WHO's technical lead on COVID-19, recalled that it took more than a year to establish that dromedary camels were the intermediary source of the Middle East Respiratory Syndrome (MERS) carried by bats.

Opendoor went public via a Chamath Palihapitiya-backed SPAC deal to scale as quickly as it can. Even Rocket Homes is getting into the action. The race is on among tech firms to gobble up U.S. housing stock and dominate the increasingly competitive high-tech house-flipping market, otherwise known as the fast-growing "iBuyer" industry. "There's almost an arms race to get the most inventory possible," said Daren Blomquist, vice president of market economics at Auction.com, who described the state of the iBuyer market as "almost frenzied." "It's less about making money off that inventory, at least initially, and more about who can get the most inventory the fastest."

High-tech middlemen like Opendoor and Zillow Offers, Zillow's home-buying platform, first inserted themselves into the housing scene a few years ago, armed with cheap money and hoping to profit off the bedrock of American middle-class wealth. iBuyers target mid-level homes that are in decent condition, offer to buy the house with cash, and make the selling and moving process quick and convenient. They then make a few repairs and quickly put it back on the market, ideally at a higher rate. In exchange, they charge the homeseller a fee that varies according to a variety of factors. While small relative to the $36 trillion residential real estate market, the nascent industry is growing rapidly with unforeseeable consequences as firms compete to establish themselves as the predominant brand. An analysis published this week by Mike DelPrete, a scholar-in-residence at the University of Colorado Boulder who studies the iBuyer market, found that iBuyers have recently shifted "to a free-for-all, acquire at any cost strategy." At present, both Opendoor and Zillow's homes division are losing money in the process.

Hackers Return Nearly Half of the $600 Million they Stole in One of the Biggest Crypto Heists (cnbc.com) 58

Hackers have returned nearly half of the $600 million they stole in what's likely to be one of the biggest cryptocurrency thefts ever. From a report: The cybercriminals exploited a vulnerability in Poly Network, a platform that looks to connect different blockchains so that they can work together. Poly Network disclosed the attack Tuesday and asked to establish communication with the hackers, urging them to "return the hacked assets."

A blockchain is a ledger of activities upon which various cryptocurrencies are based. Each digital coin has its own blockchain and they're different from each other. Poly Network claims to be able to make these various blockchains work with each other. Poly Network is a decentralized finance platform. DeFi is a broad term encompassing financial applications based on blockchain technology that looks to cut out intermediaries -- such as brokerages and exchanges. Hence, it's dubbed decentralized. Proponents say this can make financial applications such as lending or borrowing more efficient and cheaper. "The amount of money you hacked is the biggest in defi history," Poly Network said in a tweet. In a strange turn of events Wednesday, the hackers began returning some of the funds they stole. They sent a message to Poly Network embedded in a cryptocurrency transaction saying they were "ready to return" the funds. The DeFi platform responded requesting the money be sent to three crypto addresses. As of 7 a.m. London time, more than $4.8 million had been returned to the Poly Network addresses. By 11 a.m. ET, about $258 million had been sent back.

Infrastructure Bill Could Enable Government To Track Drivers' Travel Data (theintercept.com) 238

Presto Vivace shares a report from The Intercept: The Senate's $1.2 trillion bipartisan infrastructure bill proposes a national test program that would allow the government to collect drivers' data in order to charge them per-mile travel fees. The new revenue would help finance the Highway Trust Fund, which currently depends mostly on fuel taxes to support roads and mass transit across the country. Under the proposal, the government would collect information about the miles that drivers travel from smartphone apps, another on-board device, automakers, insurance companies, gas stations, or other means. For now, the initiative would only be a test effort -- the government would solicit volunteers who drive commercial and passenger vehicles -- but the idea still raises concerns about the government tracking people's private data.

The bill would establish an advisory board to guide the program that would include officials representing state transportation departments and the trucking industry as well as data security and consumer privacy experts. As the four-year pilot initiative goes on, the Transportation and Treasury departments would also have to keep Congress informed of how they maintain volunteers' privacy and how the per-mile fee idea could affect low-income drivers. Still, [Sean Vitka, policy counsel at Demand Progress] said the concept could put Americans' private data at risk. "We already know the government is unable to keep data like this secure, which is another reason why the government maintaining a giant database of travel information about people in the United States is a bad idea."
